Duties 1. Background
The Government of Uzbekistan received loans from the International Development Association (IDA) for the implementation of RESILAND CA+: Uzbekistan Resilient Landscapes Restoration Project (hereinafter Project). This project will finance priority policy, institutional, and infrastructure activities at both the national and regional levels, to promote sector sustainability and accelerate progress towards achievement of the Government's development objectives. The Project Development Objective is to: increase the area under sustainable landscape management in selected locations in Uzbekistan and promote Uzbekistan's collaboration with Central Asia countries on transboundary landscape restoration.
2. Objectives of the Assignment
The Project Coordinator will be hired by the Forestry Agency, under the Ministry of Ecology, Environmental Protection, and Climate Change to coordinate the Project Implementation Unit. The Project Coordinator is responsible for successful implementation of the Project. He/she will coordinate, support, and supervise the work of all staff of the PIU and be accountable for the day-to-day project operations, namely (but not limited):
• Provide effective leadership to the PIU
• Ensure the Project planning, preparation of works packages, budgeting, and results-based management, jointly with Forestry Agency, and in compliance with the Credit and Grant Agreements
• Lead the preparation of Annual Work Plan and Budget (AWPB) and associated Procurement Plans of the project)
Keep track of technical and financial implementation progress of the project
• Ensure project compliance with the indicators and targets as outlined in the project Results Framework
• Ensure effective utilization of project funds and other resources according to the AWPB and Procurement Plan through supervision and monitoring
3. Scope of Work and Key Responsibilities
A. Project Planning and Coordination
• Ensure compliance with all relevant WB guidelines and requirements including fiduciary (financial management and procurement), environment and social standards (project ESF instruments)
• Ensure preparation of bi-annual progress reports and submit to the WB prior to each implementation support mission
• Ensure the reporting arrangements as per the World Bank (WB) and Republic of Uzbekistan requirement (provision of the respective reports on progress, expenditures, audits, Steering Committee and other involved Governmental bodies).
• Ensure coordination of the project at the interdepartmental level, as well as interaction with regional administration (Khokimiyat) and Forestry Enterprises in the Regions in communicating with the WB;
• Coordinate and facilitate regular project progress meetings with PIU staff, contractors, and consultants and retain Minutes of meetings
• Support the WB in organizing WB implementation support missions, and participate in the mission with the full PIU team;
• provide assistance during the WB review missions; and
• Coordinate and actively manage and participate in training activities of the Project for counterparts assigned to the project within Forestry Agency and Forestry Enterprises
• Responsible to manage Component 1 related to effectively implement the requirements related to sub-components
B. Implementation and Oversight
• Oversee day-to-day implementation of the project interventions, ensuring adherence to technical standards and safeguard requirements.
• Supervise field teams and consultants engaged in the project, monitoring progress and quality of outputs.
C. Monitoring, Evaluation, and Reporting
• Prepare an annual Work Plan and that will be reflected in the Procurement Plan of the project
• Establish and maintain robust monitoring and evaluation (M&E) systems to track project performance, outputs, and outcomes.
• Prepare regular progress reports, including updates on implementation status, challenges, and recommendations for adaptive management.
• Support the development of sub-project specific Environmental and Social Impact Assessments (ESIA) and Management Plans (ESMP), as required.
D. Compliance and Risk Management
• Ensure all project activities comply with World Bank safeguards (ESS1-10), national laws, and relevant sectoral policies (e.g., land use, labor, health and safety).
• Coordinate the implementation of grievance redress mechanisms and respond to complaints or disputes in a timely and effective manner.
• Identify risks and propose mitigation measures, including adaptive management strategies as needed.
E. Capacity Building
• Organize and deliver training for project staff, community workers, and stakeholders on land restoration techniques, safeguards, and project management.
• Facilitate knowledge exchange and learning among project partners and beneficiaries.
4. Deliverables
• Annual and quarterly work plans and budgets.
• Progress and completion reports on project activities.
• Stakeholder engagement and communication materials.
• Environmental and social screening reports, ESIAs, ESMPs, and other safeguard instruments.
• M&E data and analysis reports.
• Documentation of grievance redress and resolution processes.
• Training and capacity building materials.
5. Reporting and Supervision
The Project Coordinator will report to the Forest Agency Director and work closely the Ministry of Ecology, Environmental Protection, and Climate Change, implementing agencies, and World Bank task team. S/he will supervise field teams, consultants, and technical specialists as required.
6. Duration and Location
The assignment is expected to last for the duration of the project, 3 years. with the Coordinator based at the main project office and frequent travel to field sites.

Professional requirements • Master's degree or higher in Natural Resource/Agricultural Economics, Forestry, Ecotourism, or similar fields
• At least 7 years of experience in project management and coordination
• Excellent project management skills and demonstrated ability to lead large teams and create a strong working relationship with different parties involved in the project
• At least 5 years of practical experience in Agriculture, Forestry, Ecotourism, Natural Resource Management and Development of Rural infrastructure.
• Demonstrated ability in working with government institutions, international organizations and the private sector will be an advantage
• Experience in donor-funded project coordination and management
• Ability to communicate effectively with and relate to people, demonstrating an ability to see issues from different perspectives
• Ability to communicate with others on both technical and nontechnical matters
• Excellent analytical, planning, and organizational skills
• Strong computer and communication skills (oral, written, presentation) with proficient working knowledge and other relevant software for technical analysis and reporting
• Fluency in English is required, and fluency in Uzbek and Russian

This project will finance priority policy, institutional, and infrastructure activities at both the national and regional levels, to promote sector sustainability and accelerate progress towards achievement of the Government's development objectives. Moreover, the programmatic approach will support the ongoing sector reform process through comprehensive and consistent support to address existing challenges and constraints more broadly including support to performance improvement process; strengthening the central-level policy and planning framework; and institutional capacity for monitoring and regulation.

The Project Development Objective is to: increase the area under sustainable landscape management in selected locations in Uzbekistan, and promote Uzbekistan's collaboration with Central Asia countries on transboundary landscape restoration.

This PDO is uniform across the RESILAND CA+ Program projects, however, with varied sustainable landscape management practices based on country-specific context. For Uzbekistan, sustainable landscape management refers to tree-based restoration practices on SFF land in landscapes within six defined transboundary corridors. Such practices include agroforestry (intercropping with trees, shelterbelts); improved grazing land management through temporal enclosure and enrichment planting; plantations and reforestation, (production-oriented plantations, tree belts for protection of catchments and erosion control); PA management; soil fertility and water harvesting measures to support tree systems (including adopting techniques such as hydrogels); and other relevant sustainable landscape management practices that are tree-based. Sustainable landscape management related interventions will be carried out by the government, forestry enterprises, the private sector, and rural communities, in the targeted locations within the Project corridors.

In accordance with the Financing Agreements, the responsible entity for the Project implementation is the Forestry Agency under the Ministry of Ecology Environmental Protection and Climate Change. The Project Implementation Unit (PIU) established under the Forestry Agency is responsible for overall Project coordination and reporting. The PIU will be responsible for the provision of assistance to the Forestry Agency in implementation of the Project in procurement, financial management, and other aspects to the extent required, in direct communication with the Bank. The Forestry Agency acts as the Client and is responsible for the implementation of the project, including the execution of works, project management, procurement, security, etc., as described in more detail in the Project Operational Manuals.

The Project Coordinator is fully responsible for the PIU's fulfillment of the responsibilities as defined in the Credit Facility Agreement for the project and for the fulfillment of other obligations delegated by the Government of the Republic of Uzbekistan to support the successful implementation of projects. This includes, in particular, ensuring compliance with relevant policies and procedures of the WB for the implementation of project activities and achieving the objectives of the project development.

The Project Coordinator bears the main responsibility for successful operation of the PIU.

He/She performs his duties and exercises his powers within the scope of his contract and Terms of Reference as well as in compliance with this Manual.

The Project Coordinator reports to the Forestry Agency and is responsible for providing overall project coordination/management and supervision of all Project activities.
