Duties |
Main Accountabilities
• Overseeing the overall programme implementation; • Accountable for setting/improving standards/processes for programme delivery across the region (at least four countries, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan); • Facilitating progress in the project, including internal and external communication • Co-ordinating and fostering teamwork; • Responsible for setting up project procedures for the project to run smoothly; • Overseeing the preparation of detailed interim technical and financial reports in line with projects' contract conditions and indicators set; • Responsible for monitoring budget expenditures and proposing budget changes to enable full utilisation of project funds; • Controlling implementation of scope and budget changes following approval by the SRO; • Establishing formal reporting arrangements on programme progress; • Advising project manager in the resolution of challenges/issues during project implementation; • Receiving and reviewing detailed reports on the programme from the Project Coordinators; • Ensuring that Project Coordinators receive decisions made by the regional team timely • Advise project team on procurement and contractual compliance issues; • Responsible for review and approval of draft contracts with consultants and suppliers • Establishing, with the regional team a common approach to major issues that arise • Responsible for risk management related to operational issues; • Overseeing programme procurement policy |

REQUIREMENTS:
• At least 5 years of project management experience in similar projects funded by FCDO or International donors/organisations • Minimum 2 years of working experience in managing donor projects in particular service contracts • Knowledge of contracting procedures in an international context • Sound financial management experience • Experience in client management, partner management and contract management • Experience in managing a wide range of stakeholders (Clients, partners, beneficiaries) • Understanding of MEL principles |

Position: Senior Programme Manager Pay band: F (7) Location: Tashkent, Uzbekistan Department: Programmes Contract type: Service-provider/consultancy contract The monthly consultancy fee for this post is USD 1875 paid in local currency, based on a full-time position
*This role is subject to the confirmation of programme funding by the client* Expected start date 10 October 2024.
*Consultancy contract will be offered until 31 March 2025 in the first instance, renewable subject to programme extension by the client for a further 1-2 years*
