Duties - Oversee the strategic planning process for the project and ensure its implementation in accordance with the signed project document;
- Ensuring that the project delivers the results specified in the project document to the required quality standard and within the specified time and cost constraints;
- Provide analytical support for project implementation through research, data collection, analysis and other analytical work related to the subject area of the project;
- Ensure that the project contributes to the advancement of gender equality by embracing, involving and benefiting both women and men in its activities (gender mainstreaming);
- Identify partnership strategies for specialized knowledge providers and possible co-financiers, and lead resource mobilization efforts for project components;
- Plan project activities and track progress against initial quality criteria;
- Manage requests for the provision of financial resources from the Integrated Rural Development, using advance payments, direct payments;
- Management and monitoring of project risks initially identified in the Project Document, providing new risks to the IsDB Representative for consideration and decision on possible actions, if necessary;
- Monitor financial resources and project accounting to ensure the accuracy and reliability of financial reports, including proper use of funds (budget execution), budget revisions, availability of funds, reconciliation of accounts, establishment of internal controls. Acts as a focal point for communications with auditors and ensures follow-up actions. Ensures the accuracy and reliability of financial information and reporting;
- Organize master classes, seminars and round tables to share project results with stakeholders;
- Ensure proper operational, financial and programmatic closure of the project in accordance with the requirements of the Integrated Rural Development;
- Prepare procurement plans and control procurement and logistics for project implementation;
- Introduction of control measures for the financial operations of the PMU, ensuring the efficient and effective use of material and financial resources in the target and reducing the risk of loss of resources;
- Oversee all purchasing activities IRDP including ensuring that all types of relevant contracts are entered into in a timely manner and ensuring that appropriate monitoring tools are in place to monitor the performance of all contractual obligations by contractors;
- Conduct financial planning IRDP through close cooperation with a financial specialist IRDP to ensure the timely preparation and provision of close-to-accurate financial projections, the establishment of financial performance targets and the preparation of financial statements that are in line with the overall plans and implementation objectives;
- Ensure that PMU employees work in SCSECure offices equipped in accordance with all necessary standards and security measures;
- Assign PMU staff to relevant implementation processes within her/his areas of responsibility;
- Monitor and promote capacity building initiatives through staff integration and training.

Professional requirements - Master's degree in management, economics, engineering and / or other similar fields;
- At least 5 years of experience in investment projects financed by the Integrated Rural Development, or other international financial institutions (IFIs);
- At least 5 years of work experience in government investment programs or managing key departments of government organizations implementing infrastructure projects and / or programs, including in the field of water supply, drinking water supply and sewerage infrastructure development;
- Experienced PC user, Windows. Word, Excel and related computer programs;
- Strong oral and written communication skills in Uzbek, Russian and English are required.

Additional information: The initial duration of this assignment is one year, with three-month's probation and possibility of extension for a further year based on performance and/or availability of funds.
