Background:
The post is located in the Economic and Environmental Department within the OSCE ProjectCo-ordinator in Uzbekistan. It is an extra-budgetary (ExB) post within the project"Stakeholder Engagement for Uranium Legacy Remediation in Central Asia. Phase III" thatis currently envisaged to last two years. This ExB project is managed by the OSCE OfficeCoordinator of Economic and Environmental Activities (OCEEA). The project willconcentrate on engaging, capacity-building, and raising awareness among local stakeholdersin participating countries for uranium legacy sites remediation and improved socio-economic conditions in target communities driven by local participatory planning, gender-sensitive solutions, business development, and strengthened regional cooperation. Inaddition to this post, the project also comprises the following ExB posts: Project Officer (P2)and 3 Project Assistants (G5) based in Kyrgyzstan, Tajikistan and Uzbekistan.
The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA)deals with economic and environmental issues, operating under the premise that promotingeconomic prosperity and co-operation on environmental concerns can contribute to peace,security and stability. The OCEEA's role is to monitor economic and environmentaldevelopments among participating States, and alert them to any threat of conflict, and tofacilitate the formulation of economic and environmental policies and initiatives amongparticipating States, to promote peace and security.
Work Relationships: 1. The Project Assistant reports to OCEEA Project Officer (P2), based in the OSCE Programme Office in Bishkek (POiB), while the Head of EED / Senior Project Officer (SPO) of the OSCE Project Co-ordinator in Uzbekistan (OSCE PCUz) will act as the direct supervisory manager. Hence the Project Assistant will be fully integrated into PCUz EED team. 2. The Project Assistant receives guidelines on the project implementation from the P2, and collaborates with the Fund Administration Unit (FAU) of the OSCE PCUz to make administrative arrangements for the implementation of project activities. External contacts with the relevant government and international partners in Uzbekistan, such as the Ministry of Emergency Situations, the Ministry of Ecology, Environmental Protection and Climate Change, the Ministry of Health and non-state partners, such as the United Nations Development Programme, the European Bank for Reconstruction and Development, the European Union Delegation, OSCE Field Operations and the OCEEA, are managed in consultation with the SPO.
Tasks and Responsibilities:
The incumbent works under the guidance of the P2 and the overall oversight of the SPO. The incumbent is tasked with the following: 1. Assists in the development and implementation of project activities by liaising with counterparts and facilitating their participation, drafts terms of reference for the employment of consultants and implementing partners, and monitors the implementation of activities and submission of reports by the implementing partners and consultants.
2. Performs all administrative tasks, such as schedules and arrangements for meetings and other revents, reservations, budget follow-up, and research for information and reference material. 3. Prepares requests/documents, e.g. requisitions, travel requests/authorizations, expenditure authorizations, visa applications, etc. 4. Initiates and follows up on actions related to requisitions, recruitment of consultants, training and study tours, purchase of services and goods, payments, travel authorizations, requests/claims and all related inquiries. 5. Keeps track of pending matters and follows up with other offices on deadlines, as well as on budget and expenditures for specific project outcomes, outputs and/or activities, giving estimates of costs for individual project activities and proposing budgetary and/or expenditure adjustments to supervisor. 6. Assists in establishing and maintaining relations with project stakeholders; ensuring co- ordination and planning of the project activities with relevant partners inside and outside the Organization. |

Professional requirements |
Education: • Completed secondary education; a relevant specialized training in project management or administration is desirable; • For posts in the General Service category, a university degree may be considered as a substitute for one year of work experience, and a second-level university degree for two years of work experience
Experience and knowledge/skills: • A minimum of five (5) years' work experience in project administration • Experience in project planning, implementation and reporting • Ability to conduct research and collect information from a variety of sources • Computer literate with experience in Word, Excel, PowerPoint, etc. Experience with Oracle ERP software is an asset
Languages: • Excellent oral and written communication skills in English, Russian and Uzbek |

Monthly remuneration, subject to social security deduction, is USD 1 128.00 as per the relevant OSCE salary scale. Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions. |
