Duties This position as Program Officer is based in Tashkent and covers various duties with focus on the sovereign finance management in the public sectors. Primary responsibilities are:
- for loan/technical cooperation projects administration to monitor and facilitate timely delivery on various milestones during the project cycle of the assigned projects;
- for supporting formulating sovereign/non-sovereign loan projects and actively identifying technical assistance cooperation opportunities, tentatively in energy sector (subject to change);
- for administration of training programs in Japan related to Energy sector (subject to change);
- for gathering and analyzing information on sector specific issues;
- for supporting donor coordination such as Country Platform.

[Loan Administration]
- To actively communicate with Government of Uzbekistan for compliance with guidelines, policies, and procedures, as well as agreed covenants and requirements such as submission of Project Status Reports, relevant safeguards reports, disbursement forecast, procurement-related requests, loan agreement-related requests, construction safety, among others.
- To review and analyze in-coming documents and requests submitted by the borrower, coordinative ministry, and executing agencies, and to draft approval notes for obtaining consensus within the office as well as with coordination with other relevant departments in JICA headquarters and if necessary with the ministries and agencies, development partners, private sector partners, executing agencies, and other stakeholders for helping the office make decisions.
- To provide problem-solving recommendations and advices to executing agencies and facilitate actions needed to address challenges facing operations by referring to the relevant JICA's guidelines, policies, procedures, and handbooks for issues in procurement, disbursement, safeguards, loan agreements administration, among others.
- To update regularly project performance monitoring sheets for the assigned projects with corrective actions and to provide substantial and timely inputs and presentation for Portfolio Review Meetings.
- To organize regular meetings within the operation team to present project performance monitoring sheets, to discuss and find solutions to the ongoing issues, and to anticipate potential future problems and bottlenecks.
- To provide timely inputs related to portfolio statistics and performance into loan operation database.

[Project Formulation and Identification]
- To support logistically and substantially the relevant departments in JICA headquarters and to facilitate all the relevant stakeholders for successful appraisal outcomes.
- To participate in operational missions and meetings, to the extent possible, and to assist teams providing hints for resolution in a point of view from cultural, social, economic, and political contexts specific to Uzbekistan.
- Under the guidance of supervisors, to communicate with the ministries and agencies, development partners, private sector partners, the relevant departments in JICA, and other stakeholders for understanding development needs and for analyzing potential technical assistance cooperation in the assigned sectors.
- To arrange appointments and interpretations, if necessary, together with the administration section, for supporting the Japanese staff to gather relevant information for formulating further cooperation and to participate in the meeting for inputs.

[Administration of Training Program]
- To arrange all necessary procedures for sending Uzbek participants to, mainly, Japan such as sending training information, receiving application forms, screening applicants, inputting data in the internal system, arranging VISA, orientation to participants and following up.
- To advertise outcome and impact of JICA training programs through news release, SNS etc. so that the learned knowledge will be utilized for development of Uzbekistan.

[Information Gathering]
- To obtain legal documents such as laws, regulations, degrees and resolution, and governmental structure related to the duty through web sites and by contacting the relevant ministries and agencies and share them within the office and the relevant departments in JICA headquarters in timely manner.
- To obtain and analyze financial, institutional, or economic, and social status on the specific issues assigned, and to prepare reports on the subjects.
- To prepare terms of reference and necessary approval to employ local consultants and to manage the survey conducted by the consultants for collecting the relevant information assigned.
- To participate in development partner coordination and meetings organized by the government in the assigned sectors and others and to report the outputs and outcomes to the office.
- To support logistical arrangements, together with the administration section, for the Japanese staff and/or the Program Officer to visit local sites to gather the relevant information requested.

[Donor Coordination]
- To follow discussion of donor coordination platforms.
- To analyze recent trend of other donor activities and project information.

[Others]
- To perform other duties that may be assigned by supervisors.
Requirements to the candidate
Age: 35 - 45 years old

Residence: Tashkent
Education: Higher
Professional requirements Bachelor's degree in engineering, preferable in economics, finance and energy or related fields. Holding master's degree in the above fields is a strong advantage.

- More than 8 years working experience, preferably in the field of energy sector, infrastructure construction management, procurement and contract management.
- Ability to work collaboratively with teams as constructive team member.
- Excellent and effective written and verbal communication skills in English.
- Excellent proficiency in Russian and Uzbek languages
- Willingness to learn and understand the Japanese culture and business manner
- Ability to think and act strategically, tactically, and constructively.
- Good proficiency with Microsoft software (e.g., Word, Excel, Teams, Outlook, PowerPoint, and SharePoint)
- Experience of working in different cultures and the multicultural environment is a plus.
- Be a citizen of the Republic of Uzbekistan (possessing more than one citizenship is also acceptable as long as being a citizen of the Republic of Uzbekistan).
- No criminal records
- Sound knowledge of the government administrative systems and procedures is preferable.
- Clear understanding of the socio-economic and developmental issues specific to Uzbekistan is preferable.
- Knowledge of and experience with operational policies, procedures, business practices, project preparation, and project administration in multilateral and bilateral development banks will be highly beneficial.
- Experience and knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
