Duties |
The scope of the services required from IT Project Manager will include:
1. IT Project lifecycle management: a. Lead and manage the full lifecycle of IT projects within the DHMU, from initiation and planning to execution, monitoring, and closure. b. Ensure that projects are delivered on time, within scope, and within budget.
2. Project scope and objectives: a. Define project scope, objectives, deliverables, and timelines in collaboration with stakeholders and project teams. b. Ensure all project objectives align with both immediate operational goals and long-term strategic plans. c. Develop comprehensive project plans, including resource allocation, budget management, risk assessment, and communication strategies.
3. Team assembly and management: a. Assemble and manage high-performing project teams, assigning roles and responsibilities. b. Ensure team members are adequately trained and have access to the resources they need. c. Foster team development through continuous feedback, coaching, and mentoring to ensure productivity and cohesion.
4. Progress monitoring and KPI tracking: a. Monitor project progress and track key performance indicators (KPIs). b. Use project management tools to track progress in real time and generate performance reports. c. Adjust plans and strategies as needed based on KPI analysis to meet project goals.
5. Risk management: a. Effectively manage project risks by implementing mitigation strategies and contingency plans. b. Perform regular risk assessments to identify new risks and review existing ones. c. Ensure risk management is embedded throughout the project, involving team members in risk identification and mitigation efforts.
6. Budget management: a. Manage project budgets, ensuring efficient resource allocation and cost control. b. Regularly track project expenses, comparing them against the planned budget to prevent overspending. c. Propose budget reallocations or savings when necessary, to accommodate any unforeseen circumstances without compromising project quality.
7. Stakeholder communication: a. Communicate project status, updates, and challenges to stakeholders regularly. b. Tailor communication to suit the audience, ensuring technical details are understood by non-technical stakeholders. c. Establish clear escalation procedures for resolving project challenges or conflicts with stakeholders.
8. Facilitation of collaboration: a. Facilitate communication and collaboration between project teams, stakeholders, and external partners. b. Ensure cross-functional team alignment to reduce silos and enhance project efficiency.
9. Strategic alignment: a. Ensure that IT projects align with the DHMU's overall strategic goals. b. Regularly evaluate project goals to ensure they contribute to the organization's broader mission and objectives. c. Propose adjustments to project objectives if there are changes in strategic direction from DHMU leadership.
10. Post-Project evaluation: a. Conduct post-project evaluations to identify lessons learned and implement improvements for future projects. b. Create detailed post-mortem reports, analyzing both successes and challenges encountered. c. Implement continuous improvement strategies based on lessons learned, incorporating them into future project management practices. |

The successful offeror shall meet the following minimum qualification criteria. Not meeting these criteria automatically lead to disqualification from the recruitment process: ● Bachelor's degree in relevant field. ● Proficiency in Uzbek and English. ● Minimum of 5 years of experience in relevant field.
EVALUATION CRITERIA: General qualification: ● Bachelor's degree in Project Management, Information Technology, or a related field. Master's degree is preferred. Project Management Professional (PMP) certification or equivalent is highly desirable. ● Minimum of 5 years of experience in managing IT projects, preferably within the healthcare sector. ● Strong understanding of project management methodologies (e.g., Agile, Waterfall) and best practices.
Other experience: ● Demonstrated success in delivering projects on time, within budget, and meeting defined objectives.
Other skills: ● Excellent leadership, communication, and interpersonal skills to effectively manage teams and collaborate with stakeholders. ● Strong organisational and time management skills with the ability to prioritise tasks and meet deadlines. ● Proficient in using project management tools and software. ● Ability to manage risks, resolve conflicts, and make sound decisions under pressure. |
