POSITION: LOCAL BUSINESS ENABLING ENVIRONMENT CONSULTANT LEVEL OF EFFORT: UP TO 50 days DATES: FEBRUARY 3, 2025– APRIL 30, 2025 ORIGIN/DESTINATION: TASHKENT, UZBEKISTAN
Purpose and Scope The overall purpose of this short-term technical assignment (STTA) assignment is to support the USAID Business Support Project to (1) review BSP's prioritized list of sector laws/policies/regulations suggested by partner public and private sector actors and analyze the potential for advancement of each during BSP life of project; (2) conduct public-private dialogues based on evidence-based analysis; (3) develop a life of project engagement plan for each, to be presented to the BSP COP, DCOP, and PMU, and also presented to USAID; (4) support the BSP team to execute early elements of engagement strategies in Year 2 to build momentum around policy changes; and (5) provide on-demand analysis, feasibility studies, white papers, regulation drafting, implementation strategies, impact analysis, or strategic marketing to advance reform to a law, policy, or regulation.
Roles and Responsibilities • Conduct desk review analysis of BSP's prioritized list of laws/policies/regulations and suggest those with the highest potential for demand-driven advancement. • Conduct public-private dialogues through evidence-based analysis to tackle those underlying constraints to bring systemic change. • For each prioritized policy and regulatory constraint, identify potential public and private sector champions, including ministries, departments, and agencies at the national, regional, and local (khokimyat) levels, sector associations; local and international chambers of commerce; research institutions; and NGOs. • Provide analysis, feasibility studies, white papers, regulation drafting, implementation strategies, impact analysis, or strategic marketing related to law, policy, or regulation. • Collaborate with the technical team to design comprehensive engagement strategies and approaches, based on best international practices, to strengthen trade services institutions for SMEs. • Present formal three-year engagement strategies for at least five prioritized laws/policies/regulations to BSP and USAID. • Support BSP to launch initial elements of the engagement strategies in Year 2.
Control and reporting The BEE Consultant will work in close cooperation with the COP, DCOP, and Sector Leads and Report to the Project Director and/or COP.
Deliverables • 5-10 public-private dialogues suggested, organized, and planned for, including justification for how the PPD will advance regulatory reform. • Develop at least five comprehensive engagement strategies for BSP to advance priority policies, presented to BSP and USAID (if requested). • Provide (4) analysis, feasibility studies, white papers, regulation drafting, implementation strategies, impact analysis, or strategic marketing related to law, policy, or regulation. • Final report on BSP progress during Year 2 towards the engagement strategies and policy reforms. |

Requirements • Master's degree in law or international law, economics, socio-economic development, or other related fields or minimum of 8 years' relevant field experience in conducting similar policy related work. • Experience in preparing legal opinions, conclusions, assessment reports and development of recommendations. • Demonstrated excellent analytical, writing and reporting skills Experience in conducting public dialogues with government officials and private sector partners. • Excellent communication skills. • Fluency in spoken and written Uzbek and English required, Russian preferred. |

The USAID Business Support Project (BSP) is a 5-year, $18 million Activity designed to enhance sustainable and inclusive economic growth in Uzbekistan by strengthening businesses and the business-enabling environment in targeted sectors, while addressing the barriers faced by women, youth, and underrepresented groups. BSP will take a market systems approach to produce a structural transformation of the Uzbekistan economy by strengthening the current drivers of growth (tourism and textiles) and developing new sectors (information and communication technology (ICT and green economy sub-sectors) to create jobs and economic inclusion, develop export markets for SMEs, and attract capital. BSP will improve SME market readiness by de-risking market-oriented upgrades and nurturing business-to-business (B2B) relationships; foster a robust business service ecosystem by cultivating and strengthening the capacity of a vetted network of business advisory service providers (BASP), prioritizing digital and green services; strengthen SME access to finance, incentivizing financial facilitators (FF) to link SMEs to existing financial options and collaborating with banks and non-banking financial institutions (NBFIs) to develop new products; and increase the quality and frequency of public–private dialogue, amplifying the voices of underserved SMEs on regulatory and workforce development (WFD) reforms.
BSP is structured with two integrated Objectives focused on specific results: • Objective 1: Reduced barriers to private sector growth in the ICT, tourism, and textiles sectors and green economy sub-sectors. Objective 1 will focus on reducing or eliminating the barriers to private sector growth in the targeted sectors. Targeted interventions will address policy, regulatory and institutional constraints, access to international markets, digitalization of business processes, network connectivity with U.S. buyers and suppliers and access to formal employment of women, youth, and other underrepresented groups.
• Objective 2: Increased private sector investment and access to finance in ICT, tourism, and textiles sectors and green economy sub-sectors. Objective 2 will focus on incentivizing investments in local value chain development, facilitating access to finance and equity investments, and the development of private sector partnerships between USAID and the private sector to advance the objectives of BSP. BSP will also pursue a set of cross-cutting principles that will be essential to generating sustainable positive impact. These include private sector engagement, gender and inclusive development, youth integration, digital transformation, and climate.
