The World Bank Office in Uzbekistan is looking for a highly organized, energized and experienced person capable of operating effectively in a very demanding fast-paced environment, to serve as an Administrative Assistant, providing administrative and facility management support to the Uzbekistan Country Office (CO). https://www.worldbank.org/en/country/uzbekistan
Duties and accountabilities:
The primary objective of Administrative Assistant is to provide support to the Country Office (CO) management team and CO staff on all office facilities and administrative functions listed below.
The key accountabilities of the Administrative Assistant are as follows:
General Administration - In coordination with the Resource Management, IT and Country Management teams, handle local purchasing of supplies, equipment, and services, ensuring timely renewal of contracts and coverage of the office needs. Request quotations for services and purchases for office needs, including facility maintenance. Evaluate local vendor proposals, negotiate prices and contracts with providers; help ensure timely delivery of goods and services. - Manage master contracts and short-term appointments related to the Country office administrative services. - Act as an Asset Custodian: maintain and update asset inventory, keep the asset and other valuable items records up to date at any time, handle the process of asset disposals in coordination with the Resource Management, IT and Administrative Procurement Review Committee's (APRC) as necessary. - Act as focal point for: Real Estate Database; Hotel Directory; Footprint; Global Mobility Services. - Participate in organizing regional and local office events such as retreats or high-level receptions. - Liaise with the Global Corporate Solutions Department as needed to support moving the office to the new premises.
Facility tasks - Monitor Country office facility conditions on a daily basis and report any issues to the Resource Management, Corporate Security, Global Corporate Solutions (GCS) and Country Management teams. Identify office needs along with the respective personnel (office cleaners, tea ladies, staff in need of support). Serve as the first contact person for all-facilities related inquiries and ensure that all requests are handled in an efficient, timely and smooth manner. Contact the onsite building operations and maintenance contractor or WB's external contractors to resolve facility-related problems - Follow up with service providers on facility maintenance services and ensuring that those take place regularly, in accordance with the conditions stipulated by the respective contract. - Assist with the coordination of office space for new staff and monitor office space allocation. - Arrange for delivery of imported and local purchases for the office needs.
Procurement - Serve as an (APRC secretary (starting from FY26). - Support Corporate Procurement and APRC on bidding process from vendor identification and TOR preparation. - Support the Resource Management unit to file claims for damage or loss to facilities, including equipment, furnishings, or other property to insurance companies. - Liaise with the Resource Management team on budgeting for facility needs. - Review all contractor invoices and recommend for payment by the Resource Management Analyst.
General Office Security - Serve as a back-up to the Security focal point Assistant.
Global Mobility – Relocation Focal Point - Coordinate with the Global Mobility team and local authorities to facilitate the move of international staff. - Support arrival and departure of relocating staff. - Arrange customs clearance paperwork and diplomatic franchises for entry of office and official residences of relocated staff's properties, coordinating with UNDP/Foreign Affairs Ministry (including on accreditation of Internationally Recruited Staff (IRS) and their dependents). - Provide pre–arrival information and resources to newly hired IRS to ensure successful orientation to new environment. - Upon request from staff, provide guidance on lease/contract and customary terms, processes, local registration, utility accounts, opening of bank accounts, driver's license etc. - Follow up with staff for the renewal of residence card and with local authorities. - Administer requests for visa entry to the country for staff, and WB invitees to workshops/ conferences/forums.
Reporting Administrative Assistant will report to the Country Director and work under the supervision of the Uzbekistan Program Coordinator and the Resource Management Analyst. |

- Bachelor's Degree with 5 years of relevant experience, or equivalent combination of education and experience. - Proven track record in administrative and facility management support. - Sound knowledge of software applications Outlook, Microsoft Office Package (e.g., Excel, Word, PowerPoint). Knowledge of the WBG systems such as eServices and Admin Portal is an advantage. - Excellent interpersonal and communication skills, with ability to interact with partners at all levels, recognized ability to exercise good judgment in interpersonal dealings at all levels and in handling confidential information. - Dedicated team player with excellent organizational skills, ability to prioritize assignments, and willingness to learn about the team's work, to be able to take on additional responsibility. - Excellent organizational, administrative and time management skills with proven ability to work quickly and efficiently under pressure as well as to adapt to changing business needs. - Ability to handle multiple tasks with critical deadlines under minimum supervision. - Proven personal ethics and integrity; sound judgment and reliability; and resourcefulness and flexibility. - A self-starter with positive demeanor and problem-solving skills.

Country and Position Context The Government of Uzbekistan launched in 2017 an ambitious program of market-oriented reforms that are unprecedented in the country's modern history. The new Government's National Development Strategy for 2022-26 aims at transforming the country by further liberalizing the economy, reshaping the role of the state in the economy, modernizing the agriculture sector, strengthening governance, creating markets, including in the financial services, enabling private sector growth, investing in human capital, and improving social protection and service delivery for all citizens. The country's reform momentum has also created new opportunities for regional cooperation in Central Asia, including in energy, transport, water, and economic connectivity. The World Bank Group (WBG) program responds to the Government's broadened reform agenda. A new Country Partnership Framework (CPF) for FY22-26 was endorsed in May 2022 and supports Uzbekistan as it implements the next phase of reforms in its transition toward an inclusive and sustainable market economy and the achievement of the national development strategy twin goals of upper-middle-income status and poverty reduction by 2030. The CPF focuses on 10 CPF objectives that will underpin 3 high-level objectives necessary to achieve Uzbekistan's 2030 aspirations: increase private sector employment, improve human capital, and improve livelihoods and resilience through greener growth.
