Climate change poses a critical risk to national and regional security in Central Asia, compounding challenges in geopolitics, socioeconomics, and environmental issues related to water, energy, and land use. Projections indicate a warming of up to 6 degrees by the end of the century, with existing impacts including glacier retreat, desertification, floods, and droughts. Increasing glacial melt in the Tien Shan and Pamir mountains may boost short-term river runoff but diminish water availability in the medium to long term. Germany has actively engaged with Central Asian countries for over 30 years, employing a bilateral and regional approach. The Berlin Process, from 2009 to 2020, focused on transboundary water cooperation to prevent conflicts and foster regional collaboration. Afterward, the Green Central Asia Initiative was launched in 2020, expanding the dialogue to climate, environment, and security. The initiative, aligned with German climate foreign policy and contributing to the EU-Central Asia Strategy, resulted in a Regional Joint Action Plan. This plan includes projects on climate-sensitive water and climate risk management commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ). Green Central Asia is an integral part of Germany's Strategic Regional Partnership with Central Asia and contributes to the Team Europe Initiative (TEI). The TEI on water, energy, and climate change in Central Asia emerges as a flagship endeavour under the EU Global Gateway framework, showcasing the European Union's commitment to addressing critical challenges in the region. The Multi-Donor Action "EU4SustainableCentralAsia: Joint Action and Coordination on Water, Energy and Climate Change" is jointly co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ)] and implemented by GIZ as part of the BMZ project "Climate sensitive Water Resources Management in Central Asia" and contributes to the Team Europe Initiative on Water, Energy and Climate Change in Central Asia. The project is inviting applicants for the position of Junior Administrative Specialist and to take over the following tasks and responsibilities:
Providing administrative services for the project and in particular for the Team Europe Initiative Secretariat, which is hosted by the GIZ; Supporting the project manager as well as the two national advisors in Tashkent and Astana who are coordinating the Secretariat's functioning; Meeting the administrative needs of the project and Secretariat independently, with a minimum of intervention; Responsibility for all organisational and logistical aspects of event management in Uzbekistan, Central Asia and Europe in the framework of the project; Drafting of correspondence to national and international partners; Drafting of event budgets and fund requests for the functioning of the TEI Secretariat; Responsible for making travel arrangements for project staff and national partners including ac-commodation, per diem, etc; Preparing and entering vouchers and checking travel expense statements of staff for approval by the superior; Preparing and organizing internal and external meetings, making appointments for the project man-ager and the Secretariat with national and international partners; Preparing written and oral translation from Russian/Uzbek into English and vice versa for the pro-ject manager and international partners; Taking minutes at various national and international meetings/events and providing them to the management on a timely basis; Performing all services of an office manager (ensuring that computers and software and office in-ternet function properly, monitoring the availability of accessories and stocks and carrying out small procurement in accordance with the guidelines, filing documents in reference files or in DMS in line with GIZ filing rules, responsibility for the inventory of the project equipment); Coordinating with the GIZ country offices on the mode of service delivery and ensuring project compliance with GIZ rules and regulations, objectives and principles; Supporting the preparation of presentations and information material for national and international events; Supporting the preparation of PR materials (factsheets, leaflets, etc.) in close cooperation with the project's advisors, PR specialist and project manager; Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description |

Requirements:
- University degree in a job related field - At least 3 years of professional experience in the field of administrative assistance, finance sup-port and translation - Proficiency in English, Uzbek and Russian. German would be an asset; - Very good working knowledge of ITC technologies (related software, phone, fax, email, the inter-net) and computer applications (e.g. MS Office) - Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community |
