Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission, and direct supervision of the Senior Data and Research Assistant, Data and Research Unit (DRU), and in close coordination with the Senior Regional Project Manager (DTM REMAP) in IOM's Global Data Institute (GDI) and the Subregional DTM Coordinator in Almaty, Kazakhstan the Project Assistant will assist in the implementation of the Mobility/Displacement Tracking Matrix (MTM/DTM) Regional Evidence for Migration Analysis and Policy (REMAP) project activities.

Core Functions / Responsibilities:

1. Assist in timely implementation and monitoring of Mobility Tracking Matrix (MTM) activities including the 'Regional Evidence for Migration Analysis and Policy (REMAP) project' and data related programme activities in Uzbekistan.
2. Support the reporting, analysis and visualization of (migration) data in English and Uzbek and provide statistical information from public sources, as might be required. Contribute to maintain consistency and accuracy in data quality reporting, visualization and reporting.
3. Assist with the roll out and implementation of MTM research and information gathering activities on migration and related mobility topics such as baseline mobility assessments, climate change, drivers of migration, labour mobility and remittances.
4. Assist in managing and training of the data enumerators to ensure the quality of data entered into IOM databases.
5. Assist with data collection, data entry and data analytics tools to help ensure accurate and reliable data are collected, stored, and submitted in a timely manner, to be further processed.
6. Assist with verifying and monitoring of the quality of data collected and take corrective measures as required; perform quality control and verify consistency of the information being collected.
7. Assist in timely preparation and dissemination of project reports and outputs of data collection in accordance with IOM procedures and donor requirements.
8. Assist in the organization and execution of workshops, training and awareness processes aimed at government authorities and relevant NGO and UN stakeholders.
9. Assist in maintaining and strengthening effective cooperative relationships with key national counterparts (government and civil society) and international organizations involved, to explore synergies and avoid duplication of actions.
10. Carry out, as required, field visits to support project activities.
11. Respect IOM's Data Protection Principles; ensure compliance to relevant IOM policies, especially on Data Protection and Information and Communications Technology (ICT) standards on data and information security. Support that relevant standards, manuals, and guidelines are integrated into the MTM/DTM implementation, especially IOM Data Protection Manual and Information and Communications Technology (ICT) standards.
12. Support the sub-regional project activities in Central Asian countries when needed.
13. Perform other related duties as might be assigned.

Professional requirements Required Qualifications and Experience

Education

• University degree / Diploma in Information Technology, Computer science, Humanitarian, Political or Social Science, Data Management, Statistics, or a related field from an accredited academic institution with three years of relevant experience; or High School Diploma in the above fields with five years of relevant working experience.

Experience

• Demonstrated experience in supporting information management, data and research projects.
• Experience in using statistical software (e.g. SPSS, STATA) for reporting purposes is an advantage.
• Experience in implementing research is an advantage.
• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
• Experience in working with migrants, victims of trafficking and other vulnerable groups is an advantage.
• Experience in the development and implementation of population databases is distinct advantage.
• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations is an advantage.

SKILLS

• Strong knowledge of Microsoft applications, especially MS excel and MS word.
• Strong verbal and written communication skills.
• Knowledge related to the migration context in Uzbekistan is an advantage.
• Ability to verify, clean and process data.
• Knowledge of relational databases is distinct advantage.
• Knowledge of statistical software (e.g. SPSS, STATA) is an advantage.
• Knowledge of visualization software (e.g. Adobe Indesign, PowerBI) is a distinct advantage.
• Knowledge of SQL is an advantage.
• Knowledge of GIS is an advantage.

Languages

•Fluency in English and Uzbek (oral and written) is required.
• Russian (oral and written) is desirable.
