II. Background
1. Passenger and Cargo Border Team (PCBT) and the Interregional Network of Customs
Authorities and Port Control Units (IREN)
The Passenger and Cargo Border Team (PCBT) is the UNODC global programme, aimed at reinforcing security
measures related to international passengers and the trade supply chain and empowering national border
administrations to counter threats associated with air passengers, as well as sea, land and air cargo. It specifically
focuses on combatting goods trafficking, organized crime, and the exploitation of passengers and containerized
trade supply chains by organized criminal and terrorist groups, through the establishment of Joint Port and Airport
Control Units comprising officers from different law enforcement agencies (Customs, Border services, Aviation
Security, and Police) at selected ports and airports. The PCBT places emphasis on capacity building in targeting
and profiling, risk management methodologies, physical inspections, support for backtracking investigations,
inter-agency cooperation, private sector collaboration, operational support and specialized capacity development
in areas such as countering drugs, strategic trade, precursors, cultural property, and environmental goods.
Understanding that the border management efficiency and effectiveness demands regional cooperation and speedy
information exchange on transnational cargo, on 22 May 2019, the Heads of Customs Authorities of Afghanistan,
Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan committed to further foster
practical cooperation by signing the Memorandum of Understanding on Inter-Regional Network of Customs
Authorities and Port Control Units (IREN), which represents a regular and direct information exchange
mechanism among the above-listed PCBT participating countries.
2. The UNODC Information Centre for researching and analyzing transnational threats related to
drugs and crime
Through the Information Centre, UNODC provides integrated and impartial monitoring of the drugs and crime situation in Afghanistan and its impact on surrounding countries, making use of existing and newly developed data and information collection methodologies and capacities (combining official statistics, field research and surveys, scientific literature, remote sensing techniques, and event-based data with the purpose of maximizing timeliness, accuracy and coverage). The Center collects, analyzes, and uses unbiased data on drugs and crime to promote evidence-based policies on these issues, thereby enhancing the monitoring and research capabilities of Central Asian countries and the broader region. This assignment will work for the abovementioned projects and be performed in close coordination and supervision by relevant Programme Coordinators.
III. Purpose of the assignment: The purpose of this consultancy is to support the development of a desktop cross-sectional analytical paper within
the framework of the PCBT Interregional Network of Customs Authorities and Port Control Units (IREN).
IV. Scope of Work / Outputs The incumbent will carry-out the following tasks:
1. Collect relevant literature and available data of IREN member countries between 2021-2024 (first half)
including on:
· the dynamics and development trends of the main socio-economic and trade indicators in the IREN
region
· the logistical infrastructure and the transport and transit corridors dynamics in the IREN region
· the current legislative and legal treaty frameworks aimed at trade facilitation in the IREN region
· the dynamics of illicit drug manufacturing and trafficking in the IREN region
2. Analyze the literature and collected data to identify trends, patterns and routes of illicit drug
manufacturing and trafficking to identify national and regional threats that may hamper trade facilitation
in the IREN region.
3. Draft a desktop cross-sectional analytical paper within the framework of the PCBT Interregional
Network of Customs Authorities and Port Control Units using the outline provided by the PCBT and the
UNODC Information Centre.
4. Adjust draft report following the guidance of the PCBT and the UNODC Information Centre and submit
it for final review/s. The consultant will perform the assigned functions under the direct supervision of the UNODC ROCA SP5
Programme Officer and the UNODC PCBT IREN Programme Officer, and overall supervision of the UNODC
Regional Programme Coordinator for Central Asia of the Passenger and Cargo Border Team,
Performance indicators include:
1. Thorough compilation of relevant literature and data as requested in the scope of this work.
2. Accurate, reliable, high quality, and timely analysis.
3. Full coverage of the entire IREN region.
4. High quality draft of the desktop cross-sectional analytical paper within the framework of the PCBT Interregional
Network of Customs Authorities and Port Control Units (IREN) |

Professional requirements |
The National Consultant on desktop cross-sectional analytical paper within the framework of the PCBT
Interregional Network of Customs Authorities and Port Control Units (IREN) shall meet the following minimum
requirements:
Education: Advanced university degree (Master's degree or equivalent) in international relations, economics,
statistics, analysis, law, criminal justice, criminology or related areas. PhD is desirable.
Experience: At least 15 years of relevant professional experience related to countering drug trafficking and
organized crime, or other related law enforcement sector. Knowledge of the political, socio-economic,
macroeconomic, and cultural dynamics of the countries within the IREN region.
Languages: Fluency in English and Russian is required. Knowledge of other languages of the PCBT IREN
member countries is highly desirable. |
