Background: The Judicial System Strengthening Activity (JSSA), funded by the United States Agency for International Development (USAID) and implemented by East-West Management Institute, Inc., aims to improve the judicial system in Uzbekistan to meet better people's needs for justice, transparency, and independence. JSSA works closely with the Supreme Court of the Republic of Uzbekistan, the Supreme Judicial Council, the Higher School of Judges, and other key national justice and judiciary stakeholders to achieve project goals and set objectives. The Activity focuses on implementing international best practices, providing technical support to improve court performance management and capacities, enhancing communication among the judicial system, the media, and Uzbekistan's public, and strengthening Uzbekistan's engagement with the international justice community. Purpose: JSSA is recruiting for a Monitoring, Evaluation, and Learning (MEL) Assistant. The Monitoring, Evaluation, and Learning (MEL) Assistant will assist the MEL Manager in developing and implementing MEL activities for JSSA. Specifically, the MEL Assistant will be responsible for assisting in regular monitoring and documentation activities, conducting data entry, aggregation, and cleaning, and performing data quality checks and validation. Duties and Responsibilities: The MEL Assistant will work closely with the JSSA MEL Manager and Event/Training Coordinator and will perform the following tasks: • Assist with the collection of complete, valid, accurate, and timely qualitative and quantitative data for regular monitoring and reporting. • Perform data entry and cleaning in the JSSA Monitoring and Evaluation databases. • Assist the MEL Manager in data analysis and drafting reports as required. • Assist the MEL Manager with various in-person and online surveys. • Keep organized and secure records of MEL documents, both physically and electronically. • Ensure the safe storage and archiving of the databases under his/her responsibility. • File, print, and scan project documents, reports, and other materials. • Provide administrative and logistical support for training events, conferences, and other activities. • Other related tasks that may be assigned. Reporting Arrangements: The MEL Assistant will report to the MEL Manager and COP. Professional requirements |
Functional Competencies: • Excellent skills in Microsoft Office software packages (Word, Excel, PowerPoint, Outlook, SharePoint, OneDrive, etc.). • Experience working with database systems, including collecting and cleaning data. • Knowledge of MEL and research processes, particularly in data collection and analysis. • Ability to cope with high workload, identify priority activities and assignments, and adjust priorities as required. • Understanding of international institutions and programming is an asset. Required Qualifications: • University/College degree or final year of a degree program in international relations, law, social studies, development studies, or other relevant subjects. • Work experience in project performance monitoring for at least one year, experience with USAID or other donor-funded programming an asset. • Proficiency in Excel at an intermediate level is required, while advanced skills would be advantageous. • Good written and oral communication skills. • Excellent communication skills (written and oral) in Russian or Uzbek. • Fluency in English is highly preferred. |
