Duties Terms of Reference for PIU Project Coordinator

Scope of the assignment
The Project Coordinator will be responsible for the overall management of the implementation of the Project under strategic guidance of the Project Director (will be appointed by internal order by the NASP).
The Project Coordinator will perform the following specific tasks:
• Assist the NASP in the overall management of the Project.
• Coordinate the selection and hiring of other PIU members and short-term consultants.
• Coordinate the distribution of duties among PIU staff and short-term project consultants, and – in association with the appropriate PIT members, which include among others draft and approve the ToR and technical specifications ensuring quality control is being conducted and timely performance of duties, obtaining approvals, as necessary.
• Closely coordinate with MOH, MOES, MEPR and MPSE on the design and implementation of related activities.
• Coordinate the activities of all consultants hired with Project funds.
• Provide day-to-day supervision and coordination of activities carried out by the members of the PIU.
• Communicate with the head of Department of International Relations and Investment of the NASP and the Project Director on a regular basis.
• Manage the monitoring and evaluation of all activities supported by the Project; prepare reports on the implementation of the Project and update the Annual Work Plan, POM, jointly with the International Department and consultants involved in the implementation of Project-supported activities.
• Ensure that the Project Procurement Plan is timely prepared and updated in accordance with the POM and PIP.
• Ensure that all indicators included in the Project Results Framework are timely monitored and measured in accordance with the provisions of the POM. The Project Coordinator will update the values of the Project Results Framework every quarter and ensure that the World Bank is informed of the progress with the monitoring of these indicators on a regular basis.
• Ensure that the Project's Interim Unaudited Financial Reports are timely prepared by the PIU in accordance with the POM and PIP and are submitted to the World Bank in due time.
• Ensure that the project audits are timely carried out by the project auditors in accordance with the Terms of Reference for the Project Audits, which should be approved by the World Bank.
• Ensure that all internal controls for the financial management of the Project are fully observed throughout the implementation.
• Promote teamwork and full-time collaboration of all PIU members and manage any conflicts that may arise among PIU members.
• Liaison with the World Bank, ELP and stakeholders. The project coordinator shall be the main contact person within the NASP for all exchanges with the World Bank regarding the management of the Project. The project coordinator shall communicate directly with the World Bank Task Team Leader for the Project and avoid that different communication channels take place.
• Advise the management of the NASP on all matters pertaining to the implementation and management of the Project.
• Provide appropriate support to personnel in the NASP involved in the implementation of the Project.
• Support the establishment of procedures and mechanisms for monitoring and evaluation of the Project.
• Review and submit project reports to the NASP and the World Bank.
• Supervise revisions of the Procurement Plan by the Procurement Specialist and the Procurement Assistant in coordination with International Department of the NASP.
• Ensure execution of relevant instructions of the NASP and the World Bank.
• Work closely with NASP's staff, Ministry of Economy and Finance, Ministry of Investments, and other state agencies and local authorities involved in the Project implementation, as well as with the World Bank on all the issues of Project management in agreement with NASP and as defined in the POM.

Experience and skills:
 At least 5 years of experience in programs of public management / social protection / labor market; technical knowledge in social protection and labor regulations; experience in development projects.
 Ability to manage project teams, including project development, monitoring, and evaluation.
 Proven track record in leadership and interpersonal skills management in multinational companies.
 Excellent computer skills; presentation and written communication skills.

Language Requirements: Proficiency in Uzbek and Russian languages; fluent in English.
