| Duties | • Prepare and/or review Terms of Reference (TORs), Requests for Expressions of Interest (REOIs), and Requests for Proposals (RFPs), with particular emphasis on the selection of consulting services; • Support the design of appropriate selection methods, evaluation criteria, and cost structures for consulting assignments in line with project requirements; • Prepare and/or review bidding documents for procurement of goods, works, and non-consulting services, as needed; • Support procurement planning, including preparation and periodic updating of procurement plans for all assigned projects; • Provide hands-on support in the evaluation of proposals and bids, including preparation of evaluation reports, ensuring consistency, transparency, and compliance with procedures; • Ensure that all procurement processes are carried out in compliance with the World Bank Procurement Regulations and applicable national requirements; • Advise on market approaches, packaging, and strategies to enhance competition and achieve value for money, particularly for consulting assignments; • Support the management of the full procurement cycle, including issuance of clarifications, preparation of addenda, and responses to consultants and bidders; • Assist in contract negotiations, particularly for consulting services, and review draft contracts to ensure alignment with procurement documents; • Provide advice on contract administration, including monitoring of deliverables, contract amendments, and contract closure; • Contribute to procurement-related sections of Project Operations Manuals and other implementation documents; • Provide ongoing, day-to-day procurement advice and troubleshooting support to the PIU and relevant stakeholders; • Provide on-the-job training and capacity building to PIU staff, MEF officials, and evaluation committee members, with a focus on consulting services procurement. |

| Professional requirements | • Education: Bachelor's degree (minimum) in procurement, economics, business administration, law, engineering, or a related field. A Master's degree will be considered an asset. • General Experience: At least 5 years of relevant professional experience in procurement, preferably in public sector or development projects. • Specific Experience: o Demonstrated experience in procurement under projects financed by international financial institutions, preferably the World Bank; o Proven experience in the preparation and management of procurement processes for consulting services (e.g., TORs, REOIs, RFPs, evaluation of proposals); o Experience in procurement of goods, works, and non-consulting services will be considered an asset; o Familiarity with the World Bank Procurement Regulations and standard procurement documents. • Skills and Competencies: o Strong knowledge of procurement principles, methods, and procedures; o Ability to manage multiple procurement processes simultaneously across different projects; o Strong analytical and drafting skills, particularly for procurement documentation and evaluation reports; o Good understanding of contract management practices; o Strong communication and interpersonal skills, with the ability to work effectively in a team environment. • Language Requirements: Fluency in English and Uzbek are required. Knowledge of Russian is highly desirable. |

| Additional information: | The services will be required on a full-time basis for an expected duration of the project based in Tashkent. The Consultant is expected to commence work from April 2026, with two months' probation period and a renewable 9-months contract, if performance is satisfactory. The Procurement Consultant will work under the overall supervision of the PIU Director and will closely collaborate with the PIU Procurement Specialist and other PIU staff. The Consultant will complement the existing procurement capacity of the PIU and provide additional support in managing procurement activities across multiple projects. All tasks will be carried out in coordination with the Procurement Specialist and in line with the internal procedures of the Ministry of Economy and Finance of the Republic of Uzbekistan. This position is based in Tashkent, Republic of Uzbekistan. Payment shall be made each month against the invoice, monthly reports and timesheets approved by the PIU Director. |
