IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 1.Nature of the consultancy The consultancy will provide national-level financial expertise and regulatory guidance to support the development of IOM's blended finance mechanism for migrant households. The consultant will support the development of an innovative or blended finance mechanism related to gender-responsive climate action, to enhance climate change adaptation and foster non-farm livelihood activities for women from migrant families in Uzbekistan. 2.Background Uzbekistan faces significant environmental challenges, including water scarcity, floods, droughts and mudflows, which threaten agriculture, food security and economic stability. These pressures are influencing human mobility, driving displacement, seasonal labour migration and shifts in traditional livelihoods. While remittances support livelihoods in migrant households, limited financial access and institutional barriers prevent many migrant families - especially women-headed households - from diversifying their income away from climate-vulnerable sectors to invest in climate adaptation. Diversifying household income sources beyond agriculture - such as through non-farm enterprises, home-based work and climate-responsive value chains - can help households reduce their dependence on climate-sensitive sectors, ensuring financial stability and long-term sustainability. Aligning with Uzbekistan's national policies, the IOM project will directly support the Government's ambition to build a climate-resilient society, developing government capacities to address human mobility in the context of climate change, while strengthening the adaptive capacities of vulnerable communities, particularly women from migrant families. To address these gaps, IOM will provide technical assistance and financial incentives to women from migrant families, living in climate-vulnerable rural communities. IOM is additionally working with an International Service Provider to develop a concept for an innovative or blended finance mechanism to help leverage private sector funding for an innovative loan product, thereby enhance climate change adaptation among women from migrant households, with a special focus on non-farm livelihood practices. 3.Purpose of the Engagement IOM Uzbekistan is looking to employ the expertise of a national consultant who will support IOM in developing a concept for an innovative or blended finance mechanism and promoting it among key stakeholders. The primary objective of this engagement will be to bridge the gap between private sector actors (private banks and local investors), public institutions and migrant households to help unlock untapped contributions to climate change adaptation efforts in Uzbekistan. 4.Organizational Department / Unit to which the Consultant is contributing Migration Health/MECC unit 5.Tasks to be Performed under this Engagement: To support the achievement of the overall objective the selected national consultant, under the overall supervision of IOM and guided by the International Service Provider (a contracted impact investment company), will execute the following tasks: •Conduct a rapid assessment to identify women from migrant households who are engaged in non-farm income-generating activities. The assessment will additionally analyze the extent to which the key value chains are adapting to climate change; the level of women's participation in these key value chains; their access to markets, digital tools and formal financial services. •Conduct research on the blended finance landscape in Uzbekistan, with a focus on non-farm livelihoods. The research will include (i) a review of regulatory frameworks (e.g. laws, regulations, strategies, plans, etc.) that are relevant to innovative or blended finance in Uzbekistan in order to identify regulatory opportunities and barriers; (ii) assessment of investment interests and financial capacity of Uzbek migrants and their families; iii) mapping priority sectors for climate action (including renewable energy, climate-smart agriculture, circular economy, green renovation, and biodiversity conservation; (iv) exploration of possible partnerships, especially with financial institutions and investors (venture capital firms, investment funds); and (v) analysis of potential financial instruments enabling climate adaptation. The Consultant will gather relevant national documents, follow up with national stakeholders (when required), analyze the relevant regulatory mechanisms in the Republic of Uzbekistan, and contribute to the background report under the supervision of the International Service Provider. This activity will contribute to the formulation of actionable recommendations for designing an innovative or blended finance mechanism to support gender-responsive climate change adaptation measures. The International Service Provider will review the Background Report developed by the Consultant and provide feedback which should be reflected in the report, and integrate the final, verified national content into its overall research report. •Facilitate three consultations with key stakeholders, including representatives from the government, private sector, financial institutions, development partners, and migrants and their families, to seek their feedback about the concept of an innovative or blended finance mechanism. The International Service Provider will support the organization of the stakeholder consultations. •Develop Consultation Reports to document findings from each of the stakeholder consultations. The International Service Provider will review the reports developed by the national consultant and provide feedback which should be reflected in the report. •Based on the findings and recommendations of the Background Report provide inputs for the development of a concept of an innovative or blended finance mechanism, including a sustainable governance and management structure, implementation roadmap, and fundraising plan. The concept will use relevant innovative or blended financial mechanisms (namely, but not limited to, and as context-specific, guarantees, concessional loans, first-loss capital structures, etc.). The primary objective of the activity is to propose a feasible concept that bridges the gap between the private sector actors, including private banks, local and international investors, and international financial institutions, to enable women from families of migrants to better adapt to climate change through non-farm income-generating activities. The concept will be developed by the International Service Provider. •Support the organization of promotional and networking events in Uzbekistan. With input from the International Service provider, the national consultant and the IOM Project Team will develop the concept note, agenda, and materials (e.g., slide decks, briefing notes etc.), prepare and provide presentations targeting development partners, local business communities, investors, and migrants. 6.Deliverables Timetable: The anticipated duration for this engagement is 11 months. Below is a proposed timetable for each envisioned task. 1.Rapid Assessment Report with detailed profiles of non-farm income-generating activities undertaken by women in migrant households. - 15 days - 20.06.2026 2.First draft of background report reviewing relevant regulatory mechanisms affecting migrants, especially women from migrant households, and including analysis of the national regulatory, market and operational landscape relevant to blended finance in Uzbekistan, with identified opportunities, challenges, and potential partnerships for developing an innovative or blended finance mechanism supporting climate action with actionable recommendations, submitted to and approved by IOM and the International Service Provider. - 15 days - 10.06.2026 3.Final draft of background report incorporating IOM and International Service Provider's feedback, submitted to and approved by IOM and the International Service Provider. - 5 days - 20.08.2026 4.Facilitation of three key stakeholder consultations that include representatives from the government, private sector, financial institutions, development partners, and migrants and their families, to seek their feedback about the concept of an innovative or blended finance mechanism. - 3 days - Between 7 May 2026 and 1 April 2027 5.A brief report summarizing each stakeholder consultation in Uzbekistan, including key feedback from government authorities, the private sector, financial institutions, and development partners, with recommendations improving the concept of the innovative and blended finance mechanism. Submitted to and approved by IOM. - 6 days - 15.09.2026 6. A brief report summarizing input and guidance to the International Service Provider in support of the development of a concept of an innovative or blended finance mechanism related to climate action, and related sustainable governance and management structure. Submitted to and approved by IOM. - 7 days - 20.09.2026 7.A brief report summarizing the two promotional and networking events in Uzbekistan, including key feedback from development partners, local business communities, investors, diaspora, and migrants, with recommendations for follow-up actions, including the presentation delivered. Submitted to and approved by IOM. - 5 days - 20.03.2027 7. Management and Supervision This service agreement will be overseen by IOM in Tashkent, Uzbekistan. The service provider will receive guidance from IOM Uzbekistan project team and the International Service Provider. The National Consultant will have up to 56 days to carry out the entire assignment over a period of 11 months. The fee will be paid to the Consultant in several instalments, according to the agreed delivery schedule below, upon completion by the Consultant of all tasks specified in these terms of reference and their acceptance by IOM. 8. Fees Consultancy fees will be paid to the Consultant in three instalments: -Instalment 1 upon acceptance of Deliverables 1, 2 and 3 -Instalment 2 upon acceptance of Deliverables 4, 5 and 6 -Instalment 3 upon acceptance of Deliverable 7 9. Travel No international travel missions are expected under this consultancy. Travel costs within Uzbekistan required to fulfil the tasks of this ToR shall be covered by IOM (transportation and DSA at UN rates). |

| Professional requirements | 10.Qualification and Requirements Education •University degree in finance, economics, business administration, public policy, or a related field. A Master's degree is preferred. Work experience •Minimum of 7 years of professional experience in consulting or financial institutions, with a track record in banking or microfinance. •Familiarity with blended finance mechanisms, impact investing, climate finance instruments (e.g., green energy finance, concessional loans, guarantees), and innovative financial structures. •Demonstrated experience in conducting research (data collection and analysis). •Demonstrated ability to design and facilitate multi-stakeholder consultations involving government officials, private sector actors, financial institutions, development partners, and community representatives. •Familiarity with Uzbekistan's financial and investment regulatory environment, migration dynamics and/or climate vulnerabilities. •Experience working with migrant communities and/or diaspora populations, including understanding of remittance flows and household economics is an advantage. •Experience integrating gender analysis into assessments, research, or program design — particularly women's economic empowerment - is an advantage. •Experience producing high-quality analytical reports and presentations to stakeholders. •Previous experience working with or cooperating with UN agencies is an advantage.
