II. OBJECTIVES OF THE ASSIGNMENT
Environmental risks associated with this project are assessed as Low and social risks are considered Moderate, with the overall risk rated as Moderate. Implementation of project activities under its three components is to improve the access and quality of social services and benefits for vulnerable people and implement a monitoring system. Potential environmental risks have been screened and are predictable, expected to be temporary, low in magnitude, and site specific. The project will not involve any civil works. However, some IT equipment installation works might be performed by contractors. As a result of these activities, it is expected that waste such as packaging materials (cardboard, plastic, and so on) will be generated. Additionally, during the operation of the TSSCs, some solid waste and office waste is also expected to be generated. Therefore, it is important to consider the development and implementation of proper handling of these wastes during the preparation of the waste management plan. The National Agency for Social Protection (NASP) has developed and presented to the World Bank a comprehensive Stakeholder Engagement Plan (SEP) that incorporates the insights and feedback obtained from stakeholder engagement sessions. Additionally, the Environmental and Social Commitment Plan (ESCP) has been submitted, which encompasses formulating subsequent mitigation strategies that have been mutually agreed upon. Both the SEP and the ESCP were disclosed on NASP's website on March 28, 2024.The World Bank also publicly disclosed the ESCP and SEP on March 28. NASP is preparing a Waste Management Plan (WMP) and Labor Management Procedures (LMP) as part of the Environmental and social Management Framework (ESMF). The ESMF establishes procedures for screening subprojects, mitigation measures, implementation arrangements, and environmental and social (E&S) impacts that will be managed during project implementation following the ESMF. The ESMF checklist, which includes LMP, a WMP, and a sexual exploitation and abuse/sexual harassment (SEA/SH) prevention and response plan, is an annex to the ESMF. The ESMF checklist will be applied for the components and activities where reconstruction work is envisaged. Initial screening of social risks and impacts at the project preparation stage reveals that the interventions, by design, may not result in any adverse impacts. However, key social risks and impacts include limited accessibility for persons with disability during the project design and implementation, exclusion risks during the hiring of social workers, impacts on worker and community health and safety during the rehabilitation of centers, absence of an inclusive grievance mechanism for workers and beneficiaries, especially persons with disabilities, and risks of SEA/SH in various project-covered establishments, particularly affecting vulnerable women and children with disabilities. Mitigatory measures for the above risks are at the bottom of the hierarchy—anticipation and avoidance. Toward this, the client will undertake an E&S assessment, including initial stakeholder engagement activities, and the outcomes of this assessment will be incorporated into the design. The documents will be disclosed in Uzbek and English languages both locally and at the World Bank.
III. SCOPE OF SERVICES
The Social and Environmental Specialist will be a key member of the PIU. The Specialist will ensure that all project activities comply with the Environmental and Social Standards (ESSs) as outlined by the World Bank and local regulations. The role includes managing the social and environmental aspects of the project, ensuring compliance with the Waste Management Plan (WMP), Environmental and Social Management Framework (ESMF), Labor Management Procedures (LMP), and GBV Action Plan, as well as supporting the implementation of the Stakeholder Engagement Plan (SEP) and the Environmental and Social Commitment Plan (ESCP).
The Social and Environmental Specialist will perform the following key tasks:
Social Safeguards Responsibilities: • Develop and/or revise action plans to implement the social development goals of the project. • Assist in creating and ensuring the functionality of grievance redress mechanisms as outlined in the SEP and other relevant project documents. • Monitor the implementation of social safeguards, ensuring compliance with the ESMP checklist. • Inform all beneficiaries and individuals affected by the project about the grievance redress system and ensure they are regularly updated through established communication channels, including public hearings, brochures, and information boards. • Ensure that procurement documents include all necessary requirements to meet social and environmental standards, focusing on labor conditions. • Ensure that corrective actions are taken for any issues identified during social monitoring, tracking their implementation. • Act as the PIU's representative on social matters, particularly those related to labor and community engagement. • Support and manage all procedures related to the functioning of the GRM. • Monitor social grievances, participate in their analysis, and recommend solutions. • Observe social initiatives, including those related to labor conditions. • Inform the PIU Coordinator of any changes in legislation affecting the project's social management. • Implement public relations activities in the social and labor sectors. • Support communications with communities, including through brochures, social media, and public meetings. • Maintain a log of received complaints, monitor their status, and ensure proper feedback is provided. • Conduct site visits as needed to monitor the implementation of ESS.
Environmental Safeguards Responsibilities:
• Ensure that all project activities comply with the World Bank's Environmental and Social Framework and national environmental regulations. • Assist in the preparation and revision of the ESMF and ESMP checklist, ensuring they are up-to-date and reflective of the project's needs. • Monitor the implementation of environmental safeguards, conducting regular site visits to assess environmental impacts and ensure compliance with the ESMP checklist. • Provide training and capacity-building support to project staff and contractors on environmental safeguards, including waste management. • Develop training materials and conduct workshops on best practices in environmental management. • Identify and assess environmental risks associated with project activities, proposing mitigation measures to minimize negative impacts. • Ensure that environmental risk management practices are integrated into the overall project planning and implementation processes. • Work closely with government agencies, NGOs, and other stakeholders to ensure that environmental and social safeguards are implemented effectively. • Facilitate communication and collaboration between the PIU, local communities, and other stakeholders on environmental issues. • Support the GRM to address environmental complaints and grievances, ensuring they are resolved in a timely and transparent manner.
IV. OTHER CONDITIONS 1. During the assignment, the S&E Specialist shall report to the Project Coordinator (Head of the PIU) and the Project Director. 2. Coordination of works. Consultant shall perform its activity under this ToR in close cooperation with the relevant staff of the PIU and the NASP. 3. Prepare and submit regular semiannual environmental and social monitoring reports to the PIU Coordinator and the World Bank no later than 15 days after the end of each reporting period, detailing the status of the ESCP and environmental and social standards compliance. 4. The NASP will provide the S&E Specialist with the following within the scope of this assignment: o A necessary office space equipped with furniture, office supplies, and office equipment. o Access to relevant internal and external resources, data, and NASP personnel. o Administrative support as needed during the assignment. |

Education • Degree in social science, environmental science, management, public administration, or a related field.
Experience • At least 3 years of work experience in projects financed by international financial institutions, with a focus on social and/or environmental safeguards. • Proven experience in the preparation and implementation of environmental and social management plans. • Strong knowledge of the World Bank Environmental and Social Framework (ESF) and Uzbekistan's relevant legislation. • Excellent organizational, analytical, and communication skills, with the ability to work independently and manage multiple tasks • Experience working with NGOs, government agencies, and international organizations, including the World Bank or UN agencies, is an asset.
Skills • Strong communication and stakeholder engagement abilities. • Fluency in Uzbek and Russian. Proficiency in English is an advantage. |

The Republic of Uzbekistan has received financing from the World Bank (WB) in the amount equivalent to US$102 million for the implementation of the project "Innovative Social Protection System for Inclusion of Vulnerable Populations in Uzbekistan" (INSON). This project will be co-financed by the Early Learning Partnership Multi-Donor Trust Fund (ELP MDTF). The National Agency for Social Protection under the President of the Republic of Uzbekistan (NASP) is the Implementing Agency (IA) for the project implementation. The day-to-day management of the project implementation is entrusted to the Project Implementation Unit (PIU) established under the NASP. The project will be implemented in close cooperation with various government agencies, non-governmental organizations and Uzbekistan's international development partners. The project aims to improve access of vulnerable population to better quality social services and benefits. The project beneficiaries are: (a) beneficiaries of social services provided in the project-financed Territorial Social Service Centers (TSSCs) and other service providers regulated and licensed on the basis of legislation, procedures and standards developed under the project; (b) victims of gender-based violence; (c) victims of floods or heat waves exacerbated by climate change; (d) vulnerable individuals and families registered in the Unified Social Protection Platform (USPP), including those located in areas prone to climate change; and (e) victims of violence against women.
The project includes the following components:
Component 1: Strengthening the Integration and Shock Responsiveness of the Social Protection System.
The objective of this component is to improve the inclusion and resilience of the poor and vulnerable people through INSON centers' improved capacity to assess needs, coordinate emergency support, and integrate the provision of social benefits and services. It will do so by supporting the introduction of (a) 'social work' for vulnerable people (LIFA applicants and generally INSON clients) and 'social case management services' for complex cases (older people, persons with disabilities, survivors of GBV) to best respond to multidimensional needs and (b) climate adaptation elements to increase the vulnerable people' resilience to climate shocks (flood, heatwaves, and drought) and mechanisms to make the social protection delivery system more responsive to other covariate shocks.
Component 2: Improving the Access and Quality of Social Services for Vulnerable People.
The objective of this component is to (a) improve the quality of social services38 for vulnerable children and adults by developing minimum quality and cost standards for social services, setting up a coordinated governance for multisectoral services for survivors of GBV, and transforming specialized VET schools for students with disabilities into resource hubs for inclusive education and (b) expand the access to social services for vulnerable people, including those who are vulnerable to climate change-exacerbated floods, drought, and extreme heat by piloting and gradually scaling up community-based TSSCs (now inexistent). Currently, the majority of social services in Uzbekistan are provided by public institutions. This component will contribute to set the legal, regulatory, and governance background for gradual subcontracting of social services to private providers (both for profit and non-for profit).
Component 3: Project Management and Monitoring and Evaluation
This component will support the day-to-day management of project implementation, the M&E of its objectives and outcomes, and the capacity of the NASP.
Component 4: Contingent Emergency Response Component (CERC) This component aims at providing rapid access to noncommitted resources of the project to support response to an eligible crisis or emergency, including natural disaster and climate change driven events, as needed. |
