UNDP Uzbekistan Strategic Planning and Integration Unit serves as a custodian for compliance and focal point for supporting programmes and projects on issues of M&E, programme finances management, coordination, RBM it also offers integration solution for the office to help strategically and effectively plan, implement, and engage across all programmatic activities of UNDP.
Position Purpose Under the overall guidance and direct supervision of the Head of the Strategic Planning and Integration Unit, the Programme Finance Associate provides support and guidance in the effective execution of programme finance services ensuring effective and transparent utilization of financial resources and integrity of financial services. The Programme Finance Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The Programme Finance Associate works in close collaboration with the Programme and Operations teams in the Country Office (CO) and UNDP HQ and with project teams to resolve complex programme financial management-related issues and information delivery. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities Summary of Key functions: • Support the implementation of programme and operations policies and procedures and adherence to UNDP quality standards. • Support to CO pipeline management, administration of programme and project budgets. • Support the implementation of a resource mobilization strategy. • Facilitation of knowledge management systems, guidance to all users and ensuring quality assurance processes with regards to UNDP Knowledge Strategy. Facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters. • Ensures the administration and implementation of operational and financial management strategies, processes, and policies, by focusing on achievement of the following results: o Full compliance with UN/UNDP programme and operations policies and procedures, , financial recording/reporting system and follow-up on audit. recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system. o Provide advisory support and communicate with project, programme, and operations personnel in the area of financial resource management, and liaise with relevant HQ, Global Shared Service Centre units. o CO Program and project business processes mapping and elaboration of the content of internal Standard Operating Procedures in program and project management in consultation with office management. o Support to adhere to the HACT guidance and procedures including micro and capacity assessment of potential partners and program visits, spot checks o Elaboration of conditions of contributions within the CO resource mobilization efforts.
• Provides support to CO programme management, and ensures the efficient pipeline management and effective programme budgets administration focusing on the achievement of the following results: o Collaborate closely with the Finance Unit to prepare the CO delivery forecast, delivery targets , IWP, and overall CO budget—including GMS revenue aspects—in order to produce a consolidated financial position that effectively informs and guides senior management decision-making. o Development and follow-up on Programme Portfolio Pipeline and Project Tree in UNITY. Entry of data of new opportunities into Quantum + in the form of a proposal with its maturity status. o Ensure timely update of the status and link with respective Cluster. o Review, analyze and provide substantive input into finalization of programme/project budget. o Monitors budget implementation and determines/recommends reallocation of funds when necessary. o Validate and submit award budget for approval based on signed project documents and approved project budgets. o Oversee Quantum matching, implementation of effective internal controls, proper functioning of a client-oriented financial resources management system, control mechanism for development projects through monitoring budgets preparation and modifications, budgetary status versus ASL, follow up with HQs on ASL for development projects. o Provision of the information/reports on the situation in programme, identification of operational and financial problems, proposal of solutions. o Regular monitoring of the CO delivery and preparation of detailed delivery reports. o Periodic monitoring of dashboards and exceptions, identification of the remedial actions in coordination with the supervisor. o Provision of researched information for the audit of NIM projects, implementation of audit recommendations.
• Provides support to implementation of the resources mobilization strategy focusing on achievement of the following results: o Contributes to drafting of cost sharing and trust fund agreements and obtaining of clearances from HQ if necessary. o Monitoring of cost-sharing contributions, preparation of AR pending items, application of deposits against prepared pending items. o Track and reporting on mobilized resources by performing the following tasks if assigned to the S/M. Review and register the signed partnership agreements and map with respective opportunity in UNITY; o Enter Agreement information into Contracts Module. o Attach copy of the signed agreement in UNITY o Create Billing Plan in Contracts Module. o Create Revenue Plan and establish Milestones in Contracts Module. o Maintain contributions/receivables documentation in DMS Sharepoint o Apply cash receipt to the proper revenue source / fund or project o Support to Programme and Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors.
• Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results: o Provide comprehensive guidance and support to all users of the knowledge management systems, including trainings, assistance in navigating the knowledge repositories, and promoting best practices for knowledge sharing and collaboration o Support, maintain, and troubleshoot knowledge management systems and tools, ensuring they remain functional, secure, and user-friendly. o Facilitate quality assurance processes to maintain the integrity and accuracy of the knowledge management systems. o Coordinate to the executing agencies on routine implementation of projects, tracking use of financial resources and compiling information on the use of financial resources in line with UNDP procedures. o Support project staff by providing information and clarification on UNDP administrative and NEX reporting requirements, particularly related to budgetary procedures and documentation.. o Organization of training for the operations/programme/projects staff on project and financial management and RBM. o Assist in compiling and organizing lessons learned and best practices in programme and project resource management. o Support the dissemination of relevant materials and updates to knowledge networks and communities of practice, in coordination with programme teams . The key results have an impact on the overall CO efficiency in programme, smooth running of finances and success in implementation of programme strategies and smooth running. Accurate analysis and presentation of information enhances UNDP's position as a strong development partner. The information provided facilitates decision making of the management.

Professional requirements |
Education: Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP). No UNDP Accountancy and Finance Test (AFT) required. Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited. However, UNDP Accountancy and Finance Test (AFT) is not required. Candidates with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting, and must complete the UNDPFinance Training and Certification Programme (FTCP), if recruited.
Experience: Minimum of seven (7) years (with secondary education) or four (4) years (with a Bachelor's degree) of progressively responsible financial management and/or accounting experience is required. Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems such as ERP financials and database packages.
Knowledge of IPSAS and/or IFRS is required. |
