Background:
The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objective
The Renewable Energy Expert will provide technical expertise on renewable energy solutions in ecosystem restoration, sustainable land management (SLM), and integrated landscape management (ILM) under the FOLUR program. The expert will support the design, implementation, and monitoring of renewable energy interventions, ensuring they are sustainable, scalable, and aligned with the environmental and social objectives of the project.
Scope of Work
Technical Assessment and Feasibility Studies
o Conduct a renewable energy needs assessment for the project's ecosystem restoration and agricultural activities.
o Identify potential renewable energy solutions, such as solar, wind, and biomass, to support landscape restoration and sustainable agricultural practices.
o Evaluate the technical, economic, and environmental feasibility of integrating renewable energy into ecosystem restoration activities.
Design and Integration of Renewable Energy Solutions
o Provide technical designs for the installation and maintenance of renewable energy systems within the project's activities, particularly for community nurseries, irrigation systems, water harvesting, and agroforestry.
o Design and implement renewable energy systems for powering tools, equipment, and infrastructure used in ecosystem restoration, including water points, greenhouses, and field stations.
o Integrate renewable energy solutions with sustainable agricultural practices and ensure alignment with the project's broader land degradation neutrality (LDN) and ILM objectives.
Capacity Building and Training
o Develop training programs and materials to build local capacity in renewable energy technologies for communities and stakeholders engaged in the project.
o Provide hands-on training and support to 300 project trainees (50% women) on the use, maintenance, and management of renewable energy systems in agriculture and ecosystem restoration.
Monitoring and Evaluation
o Develop a monitoring and evaluation framework for renewable energy interventions, ensuring that these systems contribute to project targets (e.g., 50,000 ha under sustainable management and restoration).
o Collect and analyze data on the performance, efficiency, and benefits of renewable energy systems to assess their impact on the project's conservation and restoration goals.
o Prepare reports on the outcomes and lessons learned from renewable energy integration in the project.

Collaboration and Coordination
o Work closely with district representatives, community groups, and other stakeholders to ensure renewable energy interventions are context-appropriate and meet the needs of the local population.
o Coordinate with other technical experts (e.g., ecosystem restoration, SLM, CSA) to integrate renewable energy solutions into the broader project activities.
o Provide technical advice to the Project Management Unit (PMU) and national partners on renewable energy policies, frameworks, and regulations in Uzbekistan.
Collaboration with other Experts within the FOLUR Project:
o Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
o Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
o Collaborates with the PMU and National Experts (especially with International Renewable Energies Expert) on selecting equipment, system design, and procurement.
o If actual issues related to the effective achievement of project goals are identified, Renewable Energies Expert collaborates with all Experts of the FOLUR Project.
The Expert will focus to Outputs 1.2.2. / 3.1.3. and will collaborate with other Outputs within the Project:
Output 1.2.2.: Inclusive and gender-responsive Renewable Energy incentives improve and strengthen VCs and reduce GHG.
With the support of the Intl. and National Renewable Energy Consultants, follow the strategy laid out in the PPG Renewable Energies Report (Annex Q) to undertake procurement of identified RETs.
Training of private sector and other actors in use and maintenance of renewable technologies and equipment.
Output 3.1.3: Alternative livelihoods demonstrated for community members involved in activities that threaten global environmental values for conservation and restoration of habitats/ ecosystems in production landscapes.
Renewable energy proposals outlined in PPG report are used to provide potential rates of return on investment for VC gaps and weak links.

Umumiy ma'lumot:
Global oziq-ovqat tizimlari, yerdan foydalanish va qayta tiklash (FOLUR) ta'sir dasturi (IP) barqaror integratsiyalangan landshaftlar va samarali oziq-ovqat qiymati zanjirlarini keng miqyosda targ'ib qilishga qaratilgan. Ushbu tashabbus global salomatlik, biologik xilma-xillik va ekologik funktsiyaga ijobiy hissa qo'shish uchun global oziq-ovqat tizimlarini o'zgartirishga qaratilgan. Maqsad
Qayta tiklanadigan energetika bo'yicha mutaxassis FOLUR dasturi doirasida ekotizimlarni tiklash, barqaror yer boshqaruvi (SLM) va integratsiyalashgan landshaft boshqaruvi (ILM) sohalarida qayta tiklanadigan energiya yechimlari bo'yicha texnik ekspertiza beradi. Mutaxassis qayta tiklanadigan energetika sohasidagi faoliyatni ishlab chiqish, amalga oshirish va monitoringini amalga oshirish, ularning barqarorligi, kengaytirilishi va loyihaning ekologik va ijtimoiy maqsadlariga mos kelishini ta'minlashni qo'llab-quvvatlaydi.

Qayta tiklanadigan energiya yechimlarini loyihalash va integratsiyalash
o Jamoat pitomniklarini (ko'chatxona), sug'orish tizimlari, suv yig'ish va agro'rmon xo'jaligi uchun loyiha faoliyati doirasida qayta tiklanadigan energiya tizimlarini o'rnatish va texnik xizmat ko'rsatish bo'yicha texnik loyihalarni taqdim etish.
o Ekotizimni tiklashda foydalaniladigan elektr uskunalari va infratuzilmasi, jumladan, suv punktlari, issiqxonalar va dala stansiyalari uchun qayta tiklanadigan energiya tizimlarini ishlab chiqish va joriy etish.
o Qayta tiklanadigan energiya yechimlarini barqaror qishloq xo'jaligi amaliyotlari bilan integratsiyalash va loyihaning kengroq yer degradatsiyasining neytralligi (LDN) va ILM maqsadlariga muvofiqligini ta'minlash.

Monitoring va baholash
o Qayta tiklanadigan energetika faoliyatini monitoring qilish va baholash tizimini ishlab chiqish, bu tizimlar loyiha maqsadlariga erishishga yordam berishini ta'minlash (masalan, barqaror boshqaruv va qayta tiklanadigan 50 000 gektar yer resurslari).
o Qayta tiklanuvchi energiya tizimlarining samaradorligi va afzalliklari to'g'risidagi ma'lumotlarni to'plash va tahlil qilish, ularning loyihani saqlash va tiklash maqsadlariga ta'sirini baholash.

o Loyiha boshqaruvi bo'limi (PMU) va milliy hamkorlarga O'zbekistonda qayta tiklanadigan energiya manbalaridan foydalanish yondashuvi, asoslari va qoidalari bo'yicha texnik maslahatlar berish.
FOLUR loyihasi doirasida boshqa ekspertlar bilan hamkorlik:
o Loyihaning ta'sirini baholash maqsadida 4-komponent (Monitoring va baholash) ga mas'ul bo'lgan ma'lumotlarni boshqarish (M&E) eksperti bilan hamkorlik qiladi.
o Kommunikatsiya va targ'ibot maqsadlarida loyiha natijalari, ma'lumotlar to'plash, amaliy tadqiqotlar va turli komponentlarning natijalarini hujjatlashtirish va targ'ib qilish uchun Bilimlarni boshqarish (Kommunikatsiya/targ'ibot) mutaxassisi bilan hamkorlik qiladi.
o Loyihaning boshqarish bo'limi (PMU) va milliy ekspertlar (ayniqsa qayta tiklanadigan energiya bo'yicha xalqaro ekspert) bilan jihozlarni tanlash, tizimni loyihalash va xarid qilishda hamkorlik qiladi.
o Loyiha maqsadlariga samarali erishish bilan bog'liq dolzarb masalalar aniqlansa, qayta tiklanadigan energiya bo'yicha ekspert FOLUR loyihasining barcha ekspertlari bilan hamkorlik qiladi.

Qayta tiklanadigan energiya bo'yicha milliy ekspert loyiha doirasidagi 1.2.2 / 3.1.3. kabi natijalarni ta'minlaydi va boshqa natijalarga e'tibor qaratadi:
Natija 1.2.2: Qayta tiklanadigan energiya manbalarini inklyuziv va genderga bog'liq holda rag'batlantirish qiymat zanjirini VC yaxshilash va mustahkamlash hamda issiqxona gazlari emissiyasini kamaytirish.
Xalqaro va milliy qayta tiklanadigan energiya bo'yicha maslahatchilar yordamida, RETlarni sotib olish uchun PPG qayta tiklanadigan energiya bo'yicha hisobotida (Q ilovasi) bayon etilgan strategiyaga amal qilish.
Xususiy sektor va boshqa manfaatdor tomonlarni qayta tiklanadigan texnologiyalar va uskunalardan foydalanish va ularga xizmat ko'rsatishga o'rgatish.

Natija 3.1.3: Ishlab chiqarish landshaftlarida yashash joylari/ekotizimlarini saqlash va tiklash bo'yicha global ekologiyaga tahdid soluvchi faoliyat bilan shug'ullanuvchilarga muqobil yashash usullari namoyish etiladi.
PPG hisobotida ko'rsatilgan qayta tiklanadigan energiya bo'yicha takliflar qiymat zanjiridagi QZ bo'shliqlar va zaif nuqtalarni bartaraf etish uchun investitsiyalarning daromadlilik darajasini salohiyatini oshirish uchun foydalaniladi.
