| Duties | GIZ Service Unit opens a vacancy of Finance Specialist. The position holder is expected to support 3-4 GIZ projects in financial area. Responsibilities: Overarching tasks • Explain commercial rules, standards and guidelines • Network with financial specilaist at the local and regional levels • Advise the project team on administrative and commercial project management in com-pliance with processes and rules. Key area in finance • Support the team of experts in the financial and budget planning of the respective outputs • Ensure expenditure planning and order value monitoring in consultation with the project management team • Check the vouchers, invoices, receipts, accounting documentation etc. for completeness and correctness according to GIZ rules and regulations • Assist in preparation external and internal audits and internal controls • Check financial reports and other project related documents and ensures that they are complete and correct according to GIZ rules and regulations • Support the partners during the process business trip • Support projects in preparation financing agreements (Finance agreement, Grant agree-ments, local subsidies) via the country office and/or Head Office in accordance with the re-quirements of P+R • Involvement in the coordination of the project infrastructure (facility management, logistics, fleet management, IT services, etc.) in consultation with the line manager and the respon-sible country office • Compliance with the EU sanctions list check in accordance with P+R and departmental and country requirements if required • Support the Finance Manager on ensuring reporting in accordance with the allocation of costs to outputs. |

| Professional requirements | • University degree in accounting, business administration, finance or another related field • At least 5 years of professional experience in a comparable position; professional experience with an international development organization is a plus • Fluent in English, Uzbek and Russian languages. German is a plus • Good working knowledge of ITC technologies (related software and appliances) and computer applications (e.g. MS Office). |
