Background The World Bank supports Government of Uzbekistan on electricity and gas sector reforms, development of low carbon technologies, energy efficiency (EE), sustainable heating, access to international carbon markets, renewable energy (RE) through private sector participation, expansion and improvement in service quality and reliability of the transmission and distribution systems. Given the Energy sector portfolio in the country, World Bank's Energy team in Tashkent is seeking a Short-term Consultant (STC) with knowledge and experience in international development and/or energy sector development to liaison/engage with stakeholders and support the Bank's team with on time implementation of the Bank's ongoing and pipeline projects and other advisory activities in Uzbekistan. The STC will work under the guidance and supervision of the Energy Specialist at the Country Office in Tashkent, reporting to the Senior Energy Specialists overseeing World Bank's energy sector portfolio in Uzbekistan. The contract duration is 100 days, spread between November 18, 2024, and June 30, 2025. This is a part-time position with a hybrid work format, allowing for both in-office and remote work. The incumbent is expected to occasionally travel to various regions of Uzbekistan to accompany World Bank Group (WBG) officials.
Duties and Accountabilities The Energy Consultant is expected to work with various stakeholders. Specifically, the duties and accountabilities will include:
(i) Operational Support. Provide operational support to the energy projects in Uzbekistan, Such support may include supporting mission preparation and meeting planning, participating in preparation and supervision of missions, preparing meeting presentations and reports, preparing minutes of the meetings, providing inputs into project designs and institutional arrangements; assisting in review of consultants reports and project implementation plans; providing inputs to mission Aide Memoires, tracking overall project progress and identifying issues requiring attention; participating in key project workshops, trainings and other events; supporting in procurement of other consultants for operational needs; supporting in projects' monitoring and evaluation, and reporting; preparing case studies, briefs, notes, presentations on country programs. (ii) Liaison with Government. Assist in just-in-time problem-solving together with government counterparts to facilitate program implementation; participate in project meetings and workshops, follow-up on key government actions (i.e., procurement, financial management, environmental and social safeguards, reporting), data collection, proactive identification and resolution of World Bank/client relationships, monitor changes in government that may affect the energy programs, etc. (iii) Support in Technical Coordination with Key Stakeholders. Support teams in facilitating project-related weekly/bi-weekly meetings with relevant stakeholders, liaising with key internal and external partner organizations and stakeholders, respond to routine inquiries from clients, donors, NGOs, etc. on the World Bank energy activities. (iv) Analytical Work. Provide specific inputs to advisory and analytical work in Uzbekistan following the guidance from task teams and the management. Such work may include technical and economic analysis, review and analysis of policy and regulatory frameworks, analysis of energy balances/demand, and related work. (v) Other. Carry out other ad hoc tasks as requested by the Energy team and Task Team Leaders, which may include preparation of briefings, organization of workshops, seminars, study tours, development of portfolio summaries, and support key knowledge exchange events. |

Professional requirements |
Selection Criteria - Master's degree in science, engineering, economics, international relations, business administration, or equivalent areas relevant for energy sector development. - At least seven (7) years of combined experience in international financial institutions and/or companies, bilateral development agencies, government agencies, and/or energy sector companies with demonstrated track record of successful engagement in preparation and implementation of projects and analytical work; - A track record of teamwork and ability to produce high-quality policy and project related written outputs under supervision by senior staff. Strong research and analytical skills with demonstrated ability to deliver solid analytical work. - Excellent interpersonal and communications skills and proven track record of effective communication, including on difficult issues, and build strong partnerships with clients and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries. - Good English, Russian and Uzbek language skills, both written and oral. |
