Duties The Communications and Engagement Officer will be actively engaged in the USAID Uzbekistan Youth Employment Skills (YES) Activity, which is focused on preparing youth to be successful entrepreneurs while also supporting youth, girls, and women and disability empowerment in Uzbekistan. The Communications and Engagement Officer is expected to expertly navigate the complex operating environment of Uzbekistan while building and maintaining strong relationships between various key actors who are crucial for the success of the project. The Communications & Engagement Officer will report to and provide support to the Youth Education, Workforce Development, and Outreach Specialist in their strategic communication and development of professional networks. The Communications and Engagement Officer will work on day-to-day tasks and assignments in coordination with Uzbekistan government ministries, regional ministries, private sector entities, public school principals, teachers, parents, students, and other interested parties. This position directly reports to the Youth Education, Workforce Development, and Outreach Specialist.
Responsibilities
The Communications & Engagement Officer's specific responsibilities include, but are not limited to:
•Building and maintaining excellent relationships with the key stakeholders through skillful communication, networking, individual attention, strategic engagement, and due diligence/vetting;
•Implementing and carefully executing the communications and branding strategy, as well as the marking plan;
•Creating a content plan for social media networks (Facebook, Instagram) on yearly, monthly, weekly basis;
•Preparing biweekly content and digital materials for posts on social media networks;
•Coordinating all key stakeholder and community engagement events that include, but are not limited to, information campaigns, forums, meetings, and workshops;
•Supporting the program staff in their public role, including preparing speeches, publications, official responses on their behalf when required;
•Supporting the regional/national level awareness campaigns (print, digital, radio, and TV) that promote attitudinal changes and dismantle the stereotypes in four groups (youth/participants, parents, teachers, and private sector);
•Organizing and performing outreach campaigns and discussions with the government and the private sector for regulatory changes and promotion of inclusive hiring of young women and youth with disabilities;
• Inviting and coordinating press, placing news stories, distributing press release, and providing transportation, and other logistical support when needed;
•Conceptualizing and supporting the creation of specific types of communication products (e.g. website, fact-sheets, handouts, articles, Q&A's, audio-visual materials, flyers, banners, etc.);
•Traveling within the country to contact key target audiences, key partners, implement program events, monitoring, and/or training;

Professional requirements •Bachelor's degree or equivalent, in Education, Education Policy, Youth Development, International Relations, Social Work, Communications, Public Policy or related field. A complete Master's degree will be preferred;
•Written and spoken fluency in English, Russian and Uzbek is required;
•Minimum 4-5 years' experience in education, educational management or administration, office administration, personnel management, entrepreneurship, civil service or youth development related projects;
•Previous USAID experience strongly preferred;
•Exemplary communication, interpersonal, and multicultural skills and ability to establish and maintain effective partnerships in various environments with all internal and external stakeholders;
•Experience in developing strategic public engagement activities based on an understanding of the target audience;
•Ability to maintain a high level of professionalism, confidentiality and discretion;
•Experience working with the youth ages 14-18 in formal, after-school activities or other areas of non-formal education will be an advantage;
•Proactive, independent, and flexible self-starter in task management and project implementation;
•Ability to think critically and strategically and execute tasks in a well-planned manner;
•Ability to quickly adapt to unfamiliar situations and come up with unorthodox solutions to the arising challenges;
•Strong knowledge of Microsoft Office software suite, Google Workspace, and common social media platforms. Knowledge of the video/photo editing software will be an advantage;
•All applicants should be able to provide and maintain work authorization in Uzbekistan.
