| Duties | Background: The OSCE Project Co-ordinator in Uzbekistan (PCUz) is mandated to assist the Host Country in its efforts to ensure security and stability, including the fight against terrorism, violent extremism, drug trafficking, and other threats; to support the country's socio-economic and civil society development; to help protect the country's environment; and to assist the government in the implementation of its commitments taken within the OSCE framework, including those related to the development of civil society. The Economic and Environmental Dimension (EED) supports Uzbekistan. in promoting sustainable economic development, environmental governance and regional co-operation in line with OSCE commitments. Within this framework, PCUz has developed an extra-budgetary funded (ExB) project aimed at strengthening inclusive and informed participation of women and youth in a climate-resilient green economy in Central Asia. The project focuses on improving access to environmental information through the establishment of a Green Digital Platform, expanding learning and employment pathways in the green sector, and enhancing the visibility of environmental and climate initiatives through regional co-operation and media engagement. The National Project Officer (NP1) will be located within EED and will be responsible for contributing to the successful implementation of the extra-budgetary project "Platform for Environment and Climate Engagement in Central Asia (PEaCE CA): Improving Access to Green Information and Opportunities for Women and Youth" The incumbent will be working under direct supervision of the EED Senior Project Officer and indirect supervision of the Head of Office. Tasks and Responsibilities: Under the direct supervision of the EED Senior Project Officer, the National Project Officer (NP1) contribute in the implementation of EED extra-budgetary projects in co-ordination with relevant Uzbek governmental and non-governmental bodies. The incumbent provides technical input to project implementation by assessing, synthesizing and co-ordinating preparation of routine elements of the project. In addition, the incumbent contributes to the implementation of the Economic and Environmental Dimension's portfolio of PCUz. After completing onboarding, the NPO will work with a high degree of independence, while expected to continuously update EED SPO on relevant developments, challenges or progress. Key Functions and Results 1. Implements and co-ordinate the extra-budgetary project and project activities relating to economic and environmental issues, contributing to the effective delivery of the project objectives. 2. Establishes and maintains contacts with the relevant government officials and institutions as well as with donors and relevant OSCE structures; 3. Co-ordinates project implementation by identifying problems and proposing specific actions to be taken to expedite delivery of inputs; drafts comments on designated aspects of project progress and inputs to project monitoring; drafts project revisions, including adjustments to individual project budgets on the basis of changed work plans; 4. Prepares correspondence, organizes official visits, conferences, workshops and meetings; 5. Drafts concept notes and terms of reference for project consultants and requests for proposals; 6. Oversees technical support of the Green Digital Platform in consultation with government and international partners, IT experts and the Senior Project Officer |

| Professional requirements | Education: • First-level university degree in environmental studies, economics, development, international relations or related fields. Experience and knowledge/skills: • At least 2 years of relevant professional experience in project management in either research, academic, government, civil society, international organization or private sector institution dealing with environmental issues. • Demonstrated project management skills, including procurement or contracts administration, preferably acquired in an international organization or a mission environment. • Experience in supervising joint international and national (government and/or NGO) projects. Experience in consulting and corresponding with government representatives. • The incumbent should demonstrate strong analytical and critical thinking skills, with the ability to independently assess situations, identify emerging opportunities and propose practical solutions in support of project objectives. • Computer literate with practical experience with Microsoft applications. Experience working with digital platforms and/or repositories is preferred. • Demonstrated ability and willingness to work as a member of team, with people of different cultural and religious background, different gender, and diverse political views, while maintaining impartiality and objectivity. Languages: • Excellent oral and written communication skills in English and Uzbek, Russian. |

| Extra motivation | Remuneration Package: Monthly remuneration, subject to social security deduction, is USD 2152.00 as per the relevant OSCE salary scale. Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment. |
