Terms of Reference Position: Financial Management Specialist Project: Project Management Unit Location: Republic of Uzbekistan
The Financial Management Specialist ensures the management of all financial matters, proper use of loan proceeds, financial and accounting reporting management and control in accordance with the applicable regulations of Uzbekistan and financial reporting rules adopted by ADB. The responsibilities of the Financial Management Specialist of the PMU include, but are not limited to the following: •Manages the preparation of all project financial documentation and financial statements for submission to the statistical offices of Uzbekistan; •Maintains records of all financial transactions under the loan; •Prepares monthly, quarterly, and annual financial reports within the project; •Regularly and timely submits financial reports to the Ministry of Ecology and ADB for their review; •Ensures that ADB, the Ministry of Economy and Finance are provided with reliable information on financial transactions for the timely reconciliation of balances on special accounts of the project and their replenishment; • Ensures collection of necessary information and completion of applications for replenishment of relevant accounts and making direct payments from loan proceeds with provision of all necessary supporting documentation (contracts, Consultant's invoices, etc.); • Checks financial indicators during project implementation; • Monitors the targeted use of project funds; • Prepares financial information for inclusion in annual and quarterly reports and ensures timely submission of financial reports to ADB, tax, financial, and statistical authorities of Uzbekistan; • Timely preparation and updates of annual project implementation plans and financial forecasts in cooperation with the Consultant; • Manages the annual financial audit of project implementation in accordance with ADB and Uzbekistan standards; • Prepare a project completion report by the end of the project; • Perform other tasks assigned by the Head of the PMU and the Ministry of Ecology

Professional requirements |
• Bachelor's degree in Finance/Economics/Business Administration or any other related field from a recognized University. (Master's degree in Finance/Economics/Business Administration will be an advantage). • Minimum 5 years of relevant work experience, of which at least 3 years in financial management. • Experience as a financial management specialist in the urban development/water supply and sanitation/solid waste management sector and/or in investment projects financed by International Financial Institutions (IFIs) or other International Development Partners will be an advantage. • Knowledge of financial management policies and regulations of the government and International Financial Institutions will be an advantage. • High standard of integrity and ability to maintain confidentiality of information related to procurement processes. • Computer literacy in using office applications (Windows, Word, Excel, PowerPoint, or similar). • Excellent verbal and written communication skills in Uzbek and Russian. A working level of English will be an advantage. |
