Duties Under the overall supervision of the FAOR Uzbekistan and direct supervision of AFAOR Uzbekistan, Project Finance Assistant will undertake the following duties.
The Project Finance Assistant will be responsible for the financial management, contract and day-to-day operations of the project activities implemented by the project. S/he will be responsible, among others, for:
•Assisting in preparation of the Annual Work Plans for approval by the Project Steering Committee (PSC);
•Assisting in preparation of Annual project Budgets for approval by the PSC;
•Coordination and close monitoring of the financial reports within FAO budget and OPA budget;
•Preparation and implementation of the procurement plan;
•Assisting in the monitoring of contracts and day-to-day operations of the project activities;
•Administering and coordinating the Purchase Order (PO) process within the finance management tools and rules;
•Assisting in organizing project workshops and meetings to monitor progress and preparing the Annual Budget and Work Plan;
•Assist in preparing the first draft of the Project Implementation Review (PIR);
•Assisting in supporting the organization of the mid-term and final evaluations in close coordination with the FAO Budget Holder and the FAO Independent Office of Evaluation (OED);
•Monitoring financial resources and accounting to ensure accuracy and reliability of financial reports of the OP;
•Assist in submitting the OP six-monthly technical and financial reports to FAO and facilitate the information exchange between the OP and FAO;
•Support in ensuring timely preparation and submission of requests for funds, financial and progress reports to FAO as per the OPA reporting requirements;
•Carrying out any other activities relevant to this assignment.

Minimum Requirements

Education:
Higher university degree in Finance, banking, accounting, Business Administration, Management or other related areas

Work experience:
Not less than 5 years in Financial institutions, banks, accounting units of national and/or international organizations, proficient in annual financial reports and audits as well as in similar fields
Proven experience in donor financial reporting
Demonstrated experience in the collection of financial data from primary beneficiaries
Work experience in more than one location or area of work, particularly in field positions is desirable.
Extent and relevance of experience in designing, planning, leading and conducting financial monitoring.
Excellent computer skills, including quantitative analysis and use of Excel.
Ability to work within a team of professional staff from diverse technical and cultural backgrounds.
Ability to plan and meet deadlines.
Teamwork spirit, ability to work under minimum supervision, flexibility.
Demonstrated capacity to plan, advise and guide planning processes on financial monitoring and evaluation related issues.
Demonstrated ability to implement a variety of analytical methodologies and techniques.
Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies.
