Background
The Food Systems, Land Use, and Restoration (FOLUR) Impact Program aims to promote sustainable food production and responsible commodity value chains at a global scale. Supported by the Global Environment Facility (GEF), this program operates across 27 countries, including Uzbekistan. The program focuses on integrated landscape management (ILM), sustainable agricultural practices, and restoring natural habitats to improve ecosystem services and contribute to climate resilience.
In Uzbekistan, the FOLUR project is centered around improving wheat production systems, fostering crop diversification, and restoring degraded lands. With a strong emphasis on community-driven approaches, the project seeks to enhance the livelihoods of farmers, improve food security, and support national efforts to meet global climate and sustainability goals. Through the adoption of climate-smart agricultural practices, the project promotes sustainable wheat value chains, ecosystem restoration, and the empowerment of rural communities, especially women and youth. The initiative is also aligned with Uzbekistan's national strategies to promote sustainable agriculture, reduce land degradation, and combat climate change.
In this project, Component 2 of the FOLUR Impact Program in Uzbekistan focuses on promoting sustainable food production practices across wheat-based landscapes and developing responsible commodity value chains. The goal is to demonstrate sustainable agricultural practices on 300,000 hectares of both irrigated and rain-fed lands.
This component is designed to address the environmental and productivity challenges faced by Uzbekistan's wheat sector, which is a critical commodity for the country's food security and rural livelihoods. Component 2 aims to improve the productivity and sustainability of wheat production through climate-smart agriculture, conservation practices, and crop diversification.
Objectives
The objective of this assignment is to enhance the dairy value chain in Uzbekistan, focusing on integrating smallholder farmers into the market, improving sustainable production practices, and building capacity through training and demonstration. The expert will also address gender-specific needs, promote climate resilience, and engage key stakeholders to create market-based solutions for sustainable dairy production.
Scope of Work
Strengthening the Dairy Value Chain
• Conduct an assessment of the existing dairy value chain, identifying gaps, challenges, and opportunities for sustainable production and market access.
• Develop strategies for linking smallholder dairy producers to local and regional markets, with an emphasis on improving value addition and market integration.
• Promote climate-smart practices and the integration of sustainable production methods that enhance productivity, profitability, and environmental sustainability.
• Engage with processors, cooperatives, and private sector stakeholders to develop a value chain roadmap that incentivizes sustainable practices.
Capacity Building and Training
• Implement Farmer Field Schools (FFS) and Training of Trainers (ToT) programs to enhance the capacity of dairy producers and extension agents.
• Train stakeholders on best practices in dairy management, including feed efficiency, water management, animal health, and sustainable production techniques.
• Ensure that training programs include gender-responsive approaches, with at least 50% female participation in all sessions.
• Create training materials and manuals to support ongoing capacity-building efforts.
Market-Based Solutions and Contract Models
• Develop and promote market-based solutions such as contract farming models that link dairy farmers to processors, ensuring fair pricing and stable income.
• Explore and establish cooperatives or commodity platforms that provide transparent transactions and foster inclusive market participation.

Monitoring, Evaluation, and Reporting
• Conduct participatory monitoring to assess the adoption of improved dairy practices and their impact on productivity, income, and sustainability.
• Provide regular reports documenting training outcomes, adoption rates, and gender-inclusiveness in dairy production.
• Collaborate with the Monitoring and Evaluation (M&E) team to integrate dairy value chain data into national reporting frameworks, including SDG alignment.

Knowledge Sharing and Communication
• Develop knowledge products such as case studies, reports, and policy briefs that highlight best practices and successful interventions in the dairy value chain.
• Participate in regional knowledge-sharing events, including experience-sharing with FOLUR partners in other countries.
• Contribute to the development of a communication strategy that promotes sustainable dairy practices and market-based solutions.
Collaboration with other Experts within the FOLUR Project
• Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
• Collaborates with National Consultants for workshops and FFS.
• Collaborates with ILM Planning Experts for integrating sustainable agricultural practices into land-use planning.
• Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
Expected Outputs and Responsibilities of the Dairy Value Chain (VC) Expert

Component 1: Integrated Landscape Management (ILM) for Sustainable Wheat Systems
Output 1.1: Integration of dairy value chain strategies into landscape management plans for sustainable agriculture, ensuring complementarity between dairy and wheat production systems.
Output 1.2: Capacity building for dairy producers and stakeholders on integrating sustainable dairy farming practices within broader landscape management efforts, including land, water, and resource use efficiency.
Output 1.3: Development of guidelines and policy recommendations for including dairy production in integrated landscape management strategies, considering the ecological and economic interdependence between dairy and crop systems.

Responsibilities
Integrate dairy production systems into ILM frameworks, ensuring the efficient use of shared resources like water, feed crops, and grazing land, complementing wheat systems.
Conduct capacity-building initiatives for stakeholders on how dairy production can coexist with sustainable wheat farming practices, improving land use efficiency.
Collaborate with policymakers and local governments to incorporate sustainable dairy farming practices into national ILM strategies, emphasizing soil health, water management, and climate-smart techniques.
Component 2: Promotion of Sustainable Food Production and Responsible Commodity Value Chains
Output 2.1: Sustainable dairy value chain development that enhances productivity, environmental sustainability, and market access, integrating climate-smart dairy practices into food production systems.
Output 2.2: Capacity building for dairy stakeholders, including smallholder farmers, cooperatives, and processors, to adopt sustainable production practices and integrate into value chains with market-based solutions.
Output 2.3: Policy briefs and advocacy materials on sustainable dairy farming and market integration, focusing on the promotion of climate resilience, resource efficiency, and gender inclusion.

Responsibilities:
Strengthen the dairy value chain by promoting climate-smart production practices, such as improved feed efficiency, animal health, and water use optimization.
Develop market-based solutions to increase dairy producers' access to value chains, including contract farming models and cooperative platforms for smallholder farmers.
Facilitate capacity-building activities for dairy farmers, extension agents, and processors, focusing on sustainable practices, gender inclusion, and market integration.
Promote public-private partnerships and advocate for the adoption of green dairy value chains, ensuring sustainable production methods are linked to market incentives.
Develop and disseminate policy briefs advocating for sustainable dairy practices and market-based solutions, including incentives for climate-smart agriculture and gender equality.

Component 3: Conservation and Restoration of Natural Habitats
Output 3.1: Participatory monitoring systems established for the dairy value chain, tracking adoption rates of sustainable practices, market impacts, and gender participation.
Output 3.2: Knowledge products such as case studies, policy briefs, and technical reports that document lessons learned and best practices in sustainable dairy production and value chain development.
Output 3.3: Experience-sharing and knowledge exchange platforms that link Uzbekistan's dairy value chain improvements to regional and global platforms such as WOCAT, ensuring dissemination of successes and lessons learned.

Responsibilities:
Monitor and evaluate the adoption of sustainable dairy practices, providing data on productivity, environmental outcomes, and gender participation in value chain activities.
Ensure that participatory monitoring systems are established, and provide regular reporting on dairy VC interventions, with a focus on impact assessments and lessons learned.
Contribute to knowledge-sharing platforms such as WOCAT by developing case studies and best practices from the project, facilitating regional and global knowledge exchange.
Provide quarterly and annual progress reports, tracking the impact of interventions on productivity, income, environmental sustainability, and market outcomes.
Develop knowledge products that document the project's successes in sustainable dairy production, focusing on innovation, gender inclusion, and value chain improvements.

Component 4: Knowledge Management, Monitoring, and Evaluation
Output 4.1: Effective coordination and management of dairy value chain activities, ensuring smooth collaboration with stakeholders, including government agencies, private sector partners, and local communities.
Output 4.2: Contribution to financial and operational management of dairy value chain interventions, ensuring that project activities remain within budget and timelines.
Output 4.3: Reporting and documentation of project activities related to dairy value chain development, ensuring that all reports are aligned with FOLUR IP protocols and national priorities.

Responsibilities:
Coordinate with key stakeholders in the dairy value chain, including government agencies, private sector actors, local farmers, and cooperatives, to ensure effective collaboration and smooth implementation of project activities.
Oversee financial and operational management of the dairy-related project activities, ensuring that the interventions are executed within the project's budget and timeline.
Prepare and submit project reports aligned with FOLUR IP protocols, ensuring that progress, challenges, and outcomes related to the dairy value chain are well-documented and communicated to stakeholders.
Provide support in organizing project events, training sessions, and stakeholder meetings to ensure the smooth execution of dairy value chain activities.

Deliverables

Dairy Value Chain Assessment Report
- A comprehensive report detailing the current status of the dairy value chain, including key actors, market access, challenges, and opportunities for sustainable practices and climate-smart technologies.
Capacity Building Materials and Training Reports
- Documentation of Training of Trainers (ToT) sessions and Farmer Field Schools (FFS), including training materials, attendance records with sex-disaggregated data, and feedback from participants.
- Capacity-building manuals tailored to the needs of dairy producers, cooperatives, and extension agents.
Policy Briefs and Guidelines for Sustainable Dairy Farming
- At least two policy briefs advocating for the inclusion of sustainable dairy practices in national and regional agricultural policies, with a focus on climate-smart agriculture, gender inclusion, and market integration.
- Guidelines for incorporating dairy production into Integrated Landscape Management (ILM) strategies, ensuring resource efficiency and complementarity with wheat systems.
Demonstration Site Reports
- GPS-tagged documentation and performance reports for all dairy demonstration sites showcasing sustainable practices such as improved feed systems, animal health management, and water-use efficiency.
Market-Based Solutions and Contract Farming Model Documentation
- Reports on the design and implementation of market-based solutions, including contract farming models and the establishment of dairy cooperatives or commodity platforms that enhance smallholder farmers' market access and income stability.
Monitoring and Evaluation Reports
- Regular participatory monitoring reports documenting the impact of dairy interventions on productivity, income generation, and environmental outcomes, with a focus on 50% female participation.
- Quarterly and annual reports on the adoption rates of sustainable dairy practices, impact assessments, and alignment with FOLUR IP protocols.
Knowledge Products and Publications
- At least two WOCAT articles or similar publications, sharing knowledge and best practices from the sustainable dairy value chain interventions in Uzbekistan.
- Case studies, policy briefs, and technical reports documenting lessons learned and innovations in the dairy sector.
Financial and Operational Management Reports
- Regular financial reports ensuring that dairy-related interventions are implemented within the project's budget and timeline.
- Detailed progress reports on project operations, including coordination with stakeholders and recommendations for improving dairy value chain efficiency.
Final Progress and Impact Report
- A comprehensive final report summarizing the results of all dairy value chain interventions, including key outcomes, lessons learned, challenges encountered, and recommendations for future scaling.
Experience Sharing Reports
- Reports on knowledge exchange activities and regional experience-sharing with partners such as Kazakhstan, documenting best practices and collaborative efforts in the dairy sector.
Timeline:
The consultancy services shall be provided within 80 days from the Effective Date of the Consultancy Agreement, with a total engagement of up to 80 working days during the project's 3-year duration.

Professional requirements Qualifications and Experience
The ideal Conservation Agriculture Expert should possess the following qualifications:
• Advanced degree in Agricultural Economics, Dairy Science, Agronomy, or a related field, with a focus on value chain development.
• Minimum 5 years of experience working on dairy value chain development, with a focus on sustainable production and market integration.
• Proven experience in gender-sensitive training and capacity building within agricultural sectors.
• Familiarity with climate-smart practices and sustainable resource management in dairy production
• Experience in training and capacity building of farmers, community members, and extension agents.
• Experience working in rural development projects, particularly in Central Asia or similar contexts, is an advantage.
• Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software.
• Fluency in Uzbek is required; knowledge of English is an advantage, (Knowledge of Russian language can be considered).
Competencies:
• Strong knowledge of value chain development, contract farming models, and cooperative structures.
• Experience in monitoring and evaluation, particularly in assessing value chain impacts and gender inclusion.
• Effective project management skills with the ability to deliver results within set timelines.
• Strong writing and reporting skills with experience in preparing technical reports, training manuals, and articles.
