| Duties | BASIC FUNCTION OF POSITION: Serves as Senior Protocol Assistant and provides direct protocol support to the Ambassador, Deputy Chief of Mission (DCM), and the rest of the Embassy as well as to the visiting delegations when planning and carrying out representational and social events, meetings, conferences, and visits. Develops expertise and in-depth understanding of Uzbek institutions and policies. Works as liaison between the Embassy and the Government of Uzbekistan (GOU), other diplomatic missions, businesses, and non-government organizations (NGOs). Supervises the Junior Protocol Assistant. Establishes and maintains professional relationships with and works as the liaison between the Embassy and the Ministry of Foreign Affairs (MFA). Assists the Executive Office with meeting arrangements between the Ambassador, DCM, and GOU officials, high-level academic, religious, and social leaders as well as other diplomats. Coordinates the Ambassador's/ DCM's participation in any official GOU or other diplomatic missions' events. Maintains accurate and up-to-date contact information regarding the MFA and other ministries of Uzbekistan as well as Diplomatic Corps, NGOs, and businesses and constantly updates it in Contact Relationship Management database (CRM); serves as the Embassy coordinator and trainer for CRM. Manages representational and non-representational events hosted by the Executive Office by preparing guest lists, menus, invitations, seating charts; Processes incoming diplomatic notes, forwards them to appropriate action offices; prepares outgoing diplomatic notes for the Executive Office and manages the diplomatic note database mission-wide. Processes all incoming invitations for the Executive Office; if needed, seeks recommendation from appropriate sections. Accurately inputs and maintains records for time and attendance (T&A) for Ambassador, DCM, Ambassador OMS and DCM OMS. Works closely with the Ambassador's Official Residence Employees (ORE) when planning events at the residence; processes their time and attendance. Sends in Visitor Access Requests for visitors, Arranges Ambassador's and DCM's participation in appropriate cultural, business and other events in the region during travel. Recommends and orders gifts for the GOU officials the Ambassador or DCM will be visiting; maintains records of outgoing and incoming gifts. Does brief unofficial translation of various documents, including invitations, diplomatic notes, letters, etc.; provides verbal translation services for telephone callers. |

| Professional requirements | PRIOR WORK EXPERIENCE: A minimum of three (3) years of non-supervisory administrative work experience with a strong protocol component is required. This experience must include at least one (1) year of work with a local government office or an international organization. JOB KNOWLEDGE: Knowledge of the structure of the government of Uzbekistan and of its diplomatic protocol procedures. Excellent knowledge of local social customs. SKILLS AND ABILITIES: Effective oral and written communication; timeliness and accuracy in drafting, typing, editing, tact and diplomacy are required in dealing with individuals of all levels. Excellent interpersonal skills and strong intercultural awareness. Flexibility in adapting to changing tasks and completing priorities. Ability to manage time well. Ability to translate Russian to English and vice versa. Working level of Outlook, Word, Excel. Education Requirements: At least two years of full-time post-secondary study at college or university is required. Language requirements: FLUENCY in Written/Speaking/Reading, including ability to translate, in ENGLISH, RUSSIAN and UZBEK is required. |
