BACKGROUND The World Bank's (WB) Social Sustainability and Inclusion Global Practice is supporting the GoU's inclusive local development and poverty reduction agenda through its operations. One of such operations Enhancing Economic Opportunities for Rural Women in Uzbekistan (EEORW) implemented by the Committee for Family and Women (CFW) seeks to enhance economic opportunities for low-income rural women. EEORW is aimed at expanding economic opportunities for rural women in project areas through the development of skills and the improvement of access to grant funding and sales markets. The project is implemented in two regions of Uzbekistan (Ferghana and Jizzakh) where eight districts have been selected. Project consists of three components: Component 1: Women's Livelihood Group Formation and Enterprise Support will support work on social mobilization and the formation of women's livelihood groups (WLGs) via CFW's regional structure, the selected community mobilization partners (CMPs) in the region, and the involvement of Mahalla Citizens Assemblies (MCAs). After the formation of groups, skills development and training activities will be organized on financial literacy, internal savings fund, enterprise selection, business planning, and entrepreneurship. In order to support business planning activities, this component plans to facilitate participatory exercises to help WLG members identify the physical, natural, financial, human capital, and social assets relevant to engaging in economic activities and to conduct market diagnostics. 180 WLG have been established already in 2 regions. Component 2: Business Development Support Services and Matching Microentrepreneurship Support Grants will provide business development support tailored to individual microenterprises while utilizing the formed WLGs as platforms for the necessary support. Selected WLGs, will be eligible for grants in support of officially registered microenterprises (in a form of LLCs) intended for the implementation of income-generating activities. A minimum of 120 grants will be awarded, which are expected to benefit directly at least 1000 percent of the women mobilized under the WLGs that have high-performance assessment. The grant mechanism is designed to support group-based activities. Component 3: Project Management and Administration, Monitoring and Evaluation (M&E) and Knowledge Management. The project supports the formation of a Project Management Unit (PMU) under CFW. The selected consultant will work closely with the PMU to advise the Task team from the World Bank side on the quality of the activities implemented as well as the Project's compliance with the World Bank policies and procedures as outlined in the Project Operations Manual, Subgrant Manual, and other key project documents. ROLES AND RESPONSIBILITIES 1. Work as the Task Team's day-to-day field focal point on interactions with the PMU to provide regular updates to the Task Team on the status of project implementation, key challenges, and corrective measures; 2. Supervise the status of women enterprises (LLCs) formation and their functioning, linkages with markets, identify bottlenecks and challenges and propose corrective measures; 3. Conduct fortnightly review (virtual or physical) of the CMPs and the Business Consultants along with the concerned PMU team 4. Supervise the process of organizing Conference in Tashkent to present lessons learnt from the project in consultations with PMU and WB; 5. Provide support to the CFW and PMU to finalize the process of preparing the new project concept note (Women economic empowerment proposed project), and obtaining all internal GoU clearances required to integrate the proposed project into State Investment Plan; 6. Conduct unannounced trips to LLCs received grants and operating their businesses to confirm business success/challenges as well as the quality of record keeping including alignment of the actual data with the data provided in the Kobo platform 7. If required, liaison with the local Mahalla Committee to resolve issues of the WLG to ensure smooth functioning of the LLCs
DELIVERABLES 1. Weekly email updates to the Task Team on the project implementation status, constraints, and corrective actions needed. Specific focus is expected on the functioning LLCs. 2. At least 2 field reports from the fields to Ferghana and Jizzakh region to see LLCs and confirm business success/challenges. 3. Draft agenda and brief notes for the upcoming Conference on women economic empowerment to be organized by CFW to present lessons learnt from the current project. 4. Inputs to the New project concept note and updates on progress of fulfilling internal GoU processes before the including to the State Investment Plan; 5. A short report on project implementation progress, PMU and implementing agency performance, and recommendations for improvement (end of assignment). 6. Two written blogs/article on the project intervention/ success that can be circulated for the internal audience. |

QUALIFICATIONS 1. A bachelor's degree in international relations, political science, gender, sociology, economics, business or any other related field. 2. Minimum eight years of experience in working on rural development in Uzbekistan. At least five years of experience in supporting women's economic empowerment. 3. Minimum five years of experience in liaising with government institutions and CSOs in Uzbekistan. 4. Demonstrated ability to foster cooperation amongst key stakeholders. 5. Ability to independently resolve issues using internal and external resources. 6. Experience in managing a project is highly desired. 7. Experience and/or understanding of World Bank's lending operations. Experience in working with a World Bank project in Uzbekistan is highly desired. 8. Proficiency in Russian/Uzbek is highly desired. |
