Job Announcement: Local Quality Assurance Expert on Design of VET Accreditation Process Helvetas supports the Ministry of Higher and Secondary Specialized Education (MoHSSE) in the process of reform of VET system in Uzbekistan, through the Swiss-funded "Support of VET Reform Project". The main goal of the project is to contribute to more gainful employment of VET graduates through improved access to the labour market. This will be achieved through a systemic approach, fostering strong coordination within the state structures as well as between the state and the economic actors. The project started its first phase of 4 years (2022-2025) and we are looking for Local Quality Assurance Expert on Design of VET Accreditation Process for a short-term contract. 1. Background The VET sector in Uzbekistan is undergoing a large-scale reform with many fundamental changes triggered by presidential decrees published between 2017 and 2019. The Education Sector Plan (ESP 2019–2023) is one of the instruments elaborated by the Cabinet of Ministers to strengthen the education sector as a whole. The Government is paying special attention to ensuring that the VET system can address the current needs of the labor market. However, the assessment of the VET sector shows that the current state of the system does not yet meet modern requirements (e.g. outdated curricula and training material, failing relations with employers, lack of IT hardware), which points to the need for more fundamental reforms. In particular, the country needs to establish a more diversified corporate culture and promote entrepreneurship skills, training, and professional development based on business needs. The Swiss Agency for Development Cooperation has commissioned Helvetas Swiss Intercooperation the implementation of the "Support to VET Reforms Project in Uzbekistan" (VET4UZ). The project aims to provide support to stakeholders in operationalizing VET reforms in terms of governance, quality assurance, private sector, and industries participation as well as teaching capacities, to ensure and promote flexibility and consistency between the vocational education system and the labour market to serve national and regional economic development priorities. The project is now in its Operational Phase 1 of 4 years (2021-2025). The VET4UZ project has supported the Quality Assurance (QA) reforms of the Government of Uzbekistan in the VET through (i) producing evidence-based recommendations derived from comprehensive research findings; (ii) developing guidelines and handbooks aimed at fostering a shared understanding of core elements and principles of modern quality assurance, quality culture, quality standards, Internal and External QA system, quality cycle, and organic link between internal QA and external QA among the main stakeholders; (iii) capacitating VET policymakers, National Quality Assurance body and providers in modern concepts, instruments, methods and tools of Quality Assurance that can be used to design, implement, renew and review Quality Assurance policies and procedures at system and provider levels. The next phase of the support will focus on translating the project's general recommendations into concrete proposals aimed to operationalize QA processes within the national context taking into account the diverse needs of the main stakeholders. 2. Objectives of the Consultancy The general objective of the consultancy work is to support the project in developing recommendations to design operationalize a systematic, evidence-based and enhancement-led accreditation process for the VET sector in Uzbekistan. 3. Main tasks of the Expert The Consultant will undertake the following tasks in close collaboration with the project team and national stakeholders: 1. Analysis o Review the recent developments in VET quality assurance with particular focus on licensing, institutional accreditation, and program accreditation. o Map stakeholder needs and expectations regarding external quality assurance processes. 2. Facilitate Stakeholder Engagement & Capacity Building o Organize workshops, brainstorming sessions and consultations with relevant stakeholders o Facilitate discussions to develop and validate accreditation standards, criteria, indicators and procedures. o Conduct awareness and capacity building sessions on the proposed EQA framework. 3. Design of Institutional Accreditation Process o Co design and review criteria, indicators and procedures for institutional accreditation with relevant stakeholders. o Develop user friendly evaluation tools and templates (e.g., self assessment report, site visit checklist, evaluation forms). 4. Design of Program Accreditation Process o Co design and review criteria, indicators and procedures for program accreditation with relevant stakeholders. o Develop evaluation tools and templates tailored to program reviews. 5. Development of Guidelines & Methodologies o Draft a methodology for external evaluation of the quality of VET institutions and study programs including evaluation of the compliance against accreditation criteria and indicators, document review protocols, on-site visit methodologies, post-visit analysis, report preparation and decision-making procedures. o Co-develop protocols for evidence multiple collection methods and triangulation methods for verification of findings with relevant stakeholders. 4. Expected results, deliverables, and deadlines The following deliverables are expected at the end of the consultancy, with an indicative allocation of days and deadlines: # Deliverables No. of WD Deadlines 1 Draft recommendations: a set of recommendations for designing the accreditation process developed in collaboration with the international consultant, and tailored to the local context to improve accreditation process 16 days June 20, 2025 2 Draft accreditation standards, criteria and indicators validated with relevant stakeholders 17 days July 20, 2025 3 Draft methodology for evaluating the quality of VET institutions and study programs 17 days August 25, 2025 Total 50 days 5. Working Methodology The consultant will propose and agree with the Senior Quality Assurance Expert in VET about the working methodology. The consultancy assignment will entail regular visits to stakeholders' institutions and sustained collaboration with key personnel to ensure effective implementation and alignment with the overarching project objectives. 6. Timeframe of the Assignment The assignment will last 50 workdays, for the period from 30th of May to 27th of October 2025. 7. Logistics Logistics and costs related to the field visits and conducting the presentation workshop will be covered by the project. 8. Reporting The consultant will provide the deliverables/inputs planned based on the schedule approved. |

Competency Profile Education and Professional experience Mandatory • Advanced university degree (Masters or equivalent) in the field of education, social sciences, or other relevant field • Good knowledge of the recent developments of the VET reform in Uzbekistan (2018-2023) • At least 5 years of relevant professional experience in the field of quality assurance in education system, particularly experience working at system and institutional levels • Good knowledge of the VET quality assurance system • Familiarity of national context of quality assurance both internal and external quality assurance frameworks, internationally recognized quality assurance models and frameworks in VET Methodological and/or leadership competencies • Strong organizational, reporting, and communication (both oral and written) skills with ability to deliver on time • Proven record of analytical and drafting skills, demonstrated quality writing skills • Ability to work under pressure, manage heavy workloads and meet tight deadlines, paying close attention to details and quality of work • Ability to engage and form effective working relationships with counterparts and colleagues Social and personal competencies • Good analytical skills • Excellent presentation, argumentation, and facilitation skills • Ability to work independently and with minimal support Languages Mandatory • Uzbek, English IT skills Mandatory • Office 365 • Internet |
