Objective of the Assignment The Financial Management and Accounting Specialist will be responsible for maintaining a robust financial management system, ensuring accurate and timely accounting and reporting, managing project disbursements and budget execution, and ensuring compliance with both national legislation and World Bank fiduciary requirements.
Key Responsibilities
The Specialist will perform the following duties: Financial Management and Budgeting • Set up and maintain a sound financial management system aligned with World Bank requirements. • Prepare annual, quarterly, and monthly budgets and financing plans in coordination with the PIU, Implementing aggency and project work plans. • Monitor budget execution and ensure availability of funds for planned activities. • Provide financial guidance and technical advice to the Project Coordinator and other units. Accounting and Reporting • Maintain accurate accounting records using software such as 1C, ensuring compliance with International Public Sector Accounting Standards (IPSAS) or National Accounting Standards. • Record all project transactions and ensure proper documentation. • Prepare and submit Interim Unaudited Financial Reports (IFRs) quarterly, and annual project financial statements for audit in the agreed format and timeline. • Perform regular reconciliations of bank and cash accounts. Disbursement and Payments • Manage Designated and project accounts, both in local currency and foreign exchange. • Prepare and submit withdrawal applications and Statements of Expenditures (SoE) through the World Bank's Client Connection e-Disbursement system on a monthly basis. • Ensure timely and accurate processing of payments to consultants, suppliers, and contractors. • Monitor disbursement flows and track the use of funds against work plans. Contract and Invoice Control • Review procurement contracts for compliance with financial and Tax code and relevant legislation requirements prior to signature. • Verify invoices and supporting documentation before processing payments. • Ensure financial provisions in contracts align with approved budgets and disbursement procedures. Audit and Compliance • Prepare Terms of Reference for audit of the Project financial statements and provide to WB for review and approval. • Coordinate the external audit of project financial statements. • Ensure timely preparation of the Remediation action plan of audit observations and implementation of Management Letter recommendations before start of next year audit. • Ensure full compliance with the financial and reporting regulations of the Republic of Uzbekistan and the World Bank. Liaison and Coordination • Work closely with the PIU team, Forestry Agency, Ministry of Economy and Finance, and the World Bank to ensure coordinated financial operations. • Support the preparation of financial documentation for state agencies as required. • Participate in financial management training organized by the World Bank or other partners. Other Duties • Supervise and document inventory of goods procured under the Project. • Ensure proper record-keeping and archiving of all financial documentation. • Perform other tasks related to financial management and accounting as may be assigned by the Project Coordinator. |

Qualification Requirements • University degree in Finance, Accounting, Economics, or a related discipline. • At least 5 years of professional experience in financial management and accounting. • Experience in World Bank or other IFI-financed project financial management is required. • Professional certification such as ACCA DipIFR, CPA Uz, or CIPA is required. . • In-depth knowledge of Uzbek tax code, accounting laws, and financial reporting. • Proficient in accounting software (especially 1C), MS Excel, and other MS Office applications. • Excellent knowledge of Uzbek and/or Russian; working-level fluency in English is mandatory. • Strong analytical, communication, and organizational skills. |

Background The Government of Uzbekistan is implementing the RESILAND CA+: Uzbekistan Resilient Landscapes Restoration Project with financing from the International Development Association (IDA) of the World Bank. The project aims to increase the area under sustainable landscape management in selected locations of Uzbekistan and enhance regional collaboration on transboundary landscape restoration. To ensure effective implementation of project activities and full compliance with fiduciary requirements, the Project Implementation Unit (PIU) under the Forestry Agency seeks to recruit a qualified Financial Management and Accounting Specialist to manage all aspects of financial planning, budgeting, accounting, disbursement, financial reporting, and audit support.
Duration and Reporting The initial contract will be for one year with possible extension based on performance and project needs. The Specialist will report directly to the Project Coordinator and will work in close coordination with all PIU staff and relevant government counterparts. |
