Background:
The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objective
The primary objective of the GIS Expert is to provide technical expertise in geographic information systems to support the implementation of ecosystem restoration activities under Component 3. The Expert will be responsible for spatial data collection, mapping, remote sensing analysis, and geospatial modeling to assist in landscape-scale planning, monitoring of ecosystem restoration, and land use interventions.
Duties and Responsibilities:
GIS Data Collection and Management:
o Collect, organize, and manage spatial data related to ecosystems, land use, habitat conservation, and restoration.
o Compile relevant geospatial data from governmental agencies, satellite imagery, and international databases for the project districts.
o Create and maintain a geospatial database for the project, ensuring data accuracy, quality, and completeness.
Geospatial Analysis and Mapping:
o Develop spatial analyses to assess ecosystem conditions, land use patterns, and areas for potential restoration based on ecosystem service assessments.
o Perform mapping activities using satellite imagery and remote sensing techniques to identify degraded lands, biodiversity hotspots, and areas with high restoration potential.
o Conduct spatial analyses to support the development of Integrated Landscape Management (ILM) plans and the identification of high-priority restoration areas.
Restoration Opportunity Assessment:
o Conduct a Restoration Opportunity Assessment (ROAM) to identify key areas for restoration within target landscapes, including production landscapes, protected areas, and their buffer zones.
o Provide geospatial data and insights for restoration strategies, ensuring alignment with sustainable land management (SLM) and land degradation neutrality (LDN) goals.
Monitoring and Reporting:
o Develop methodologies for monitoring ecosystem restoration progress using GIS tools, including remote sensing, land cover change detection, and biodiversity assessments.
o Provide spatial data and visual outputs for reporting, presentations, and publications on ecosystem restoration progress.
o Collaborate with other project experts to track the impact of interventions on ecosystem services and land use.
Capacity Building and Training:
o Deliver training on GIS and remote sensing tools to project staff, local partners, and stakeholders to build local capacity in spatial analysis and ecosystem monitoring.
o Develop training materials and user manuals for the use of GIS technologies in restoration planning and implementation.
Collaboration and Knowledge Sharing:
o Work closely with national GIS specialists, environmental experts, and local stakeholders to ensure integrated and collaborative geospatial analysis.
o Participate in workshops, stakeholder consultations, and technical meetings to present GIS-based findings and support project decision-making.
Data Sharing and Global Collaboration:
o Share geospatial data and insights with regional and global FOLUR partners, ensuring consistency with global environmental frameworks and reporting mechanisms.
o Develop and contribute to publications and knowledge products, including WOCAT articles for the global database.
Collaboration with other Experts within the FOLUR Project:
o Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
o Collaborates with Conservation Agriculture Experts (FFS/APFS/SLM facilitators) for training exercises, workshops, and support in logistics.
o Collaborates with International Agriculture Policy Expert (wheat knowledge) for market trends and value chain development.
o Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
o Collaborates with PES Ecosystem Restoration Expert to support ecological restoration, monitoring and economic modelling outputs.
o Collaborates with National GIS Expert for remote sensing and DSS updates.
o If actual issues related to the effective achievement of project goals are identified, International Geographic Information System (GIS) Expert collaborates with all Experts of the FOLUR Project.
Specific works within the FOLUR Project:
o Creation of an electronic map of the project locations on the " ArcGIS " platform
o The platform will contain the following information:
o Size of the land plot;
o Chain number;
o Land type;
o Category of land;
o Soil fertility;
o Soil type;
o Name of the land owner;
o Part of the degraded land area;
o Information about the reason why it was deteriorated.

Expected outputs and responsibilities across 4 components of the FOLUR project.
Output 1.3.1.: Integrated landscape and wheat VC life cycle assessments (e.g. EX-ACT VC tool or others) and wheat production suitability analysis conducted based on agro-climatic conditions to inform ILM, farm and value chain level interventions, including effective and inclusive biodiversity, and climate-smart options developed, tested, and demonstrated.
Output 2.1.3: Development of spatial analysis tools and data integration methods to support sustainable wheat production practices and value chain improvements.
Output 2.1.4: Mapping and monitoring of areas under sustainable management to ensure compliance with land use and environmental guidelines.
Output 2.2.1: Use of GIS tools to demonstrate the benefits of conservation agriculture and sustainable land use practices.
Output.3.1.1: Capacity building and resource mobilization carried out for implementation of ILM plans through local producers, government and other stakeholders – including the private sector for conservation of existing high biodiversity areas or restoration of degraded areas.
Output 3.1.2: Models of benefit sharing from ILM between communities and other stakeholders for conservation and restoration of habitats/ ecosystems in production landscapes developed.
Output 3.1.3: Alternative livelihoods demonstrated for community members involved in activities that threaten global environmental values for conservation and restoration of habitats/ ecosystems in production landscapes.
Output 3.1.4: Degraded ecosystems/habitats of high nature value in target areas in production landscapes put under sustainable management and restored
Responsibilities:
Provide GIS and remote sensing expertise for the development of spatial analysis tools that will guide sustainable food production strategies.
Support the mapping of demonstration plots for sustainable agricultural practices, using GIS to monitor changes in land use and crop productivity.
Assist in integrating spatial data with decision support systems (DSS) to improve planning and implementation of sustainable wheat production.
Collaborate with local authorities and project stakeholders to ensure that GIS data supports decision-making for land management and agricultural practices.
Conduct training for project staff and stakeholders on the use of GIS and spatial data analysis for monitoring and evaluation purposes.
The GIS Expert's work in All Components and will facilitate data-driven decision-making to enhance sustainable agricultural practices and support the development of value chains by providing accurate and timely spatial data.

Deliverables:
• Spatial database of target landscapes and restoration areas.
• Maps and reports on potential restoration sites and ecosystem service assessments.
• Restoration Opportunity Assessment (ROAM) with geospatial analysis outputs.
• Progress reports on the monitoring of ecosystem restoration activities.
• Training materials and capacity-building workshops for local stakeholders.
• At least two WOCAT articles based on gender-responsive ecosystem restoration practices.

Qualifications and Experience:
Education:
• Advanced degree in Geographic Information Systems (GIS), Remote Sensing, Environmental Science, Ecology, or a related field.
Experience:
• A minimum of 10 years of experience in GIS and remote sensing, particularly in landscape restoration, land use planning, and conservation projects.
• At least 5 years of experience on land conservation and natural habitat
• Proven experience with geospatial analysis, remote sensing applications (e.g., Sentinel, Landsat), and GIS software (e.g., ArcGIS, QGIS etc.).
• Experience in conducting Restoration Opportunity Assessments (ROAM) or similar ecosystem service evaluations.
Technical Skills:
• Proficiency in spatial analysis tools, remote sensing, geospatial modeling, and database management.
• Expertise in working with multi-source spatial datasets, including satellite imagery, aerial photographs, and field-based data.
• Familiarity with the application of GIS in ecosystem restoration, biodiversity conservation, and land degradation neutrality initiatives.
• Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software.
• Fluency in English is required; knowledge of Uzbek and Russian are an advantage, but not a must.
