Background It is estimated that around half of the world's quantities of obsolete pesticides can be found in the area of the former Soviet Union and a large portion of those in Central Asia. The region was an important centre for agriculture and particularly cotton production during Soviet times, with mandatory pesticide application and over-supply. Together with weaknesses in the capacity of responsible institutions and actors to effectively manage pesticides and associated wastes throughout their lifecycle and with gaps in the legal and regulatory frameworks in the region, substantial amounts of obsolete pesticides have been accumulated and widespread contamination of sites occurred. FAO is implementing a Project as part of an EU Action aiming at a transition to a sustainable, socially just, resilient and climate neutral economy in Uzbekistan. The Project will contribute, under the overall EU Action, to supporting the country to both mitigate and adapt to the effects of climate change and to reduce environmental degradation. This is achieved through increasing national capacities, strengthening institutions, improving regulations, tools and coordination mechanisms, while addressing key elements towards improved chemical waste management in Uzbekistan and moreover implementing greener agricultural practices for reducing the use of pesticides. Among other, legislation and regulation of pesticide life-cycle management will be improved/updated based on the results and conclusions from a recent assessment that was carried out by the ASK Facility.
Tasks and responsibilities Under the overall supervision of the FAO Sub regional Coordinator for Central Asia and Assistant FAO Representative in Uzbekistan, the FAO Budget Holder, under the direct technical supervision of the Lead Technical Officer (LTO) and day to day supervision of the Senior Technical Adviser and in collaboration with the National coordinator and international legal consultant (legal IC), the national consultant will undertake the following: • Review the legislation and regulation assessment on pesticide life-cycle management done under the ASK Facility; (7 day) • Develop jointly with the legal IC a methodology and associated work plan to review current legislation and regulation and develop update proposals for the legislation and regulation of the pesticide life-cycle management in Uzbekistan; (10 day) • Under the supervision of the legal IC, conduct a comprehensive review and gap analysis of national legislation (in accordance with FAO Template and International Code of Conduct), and policies on pesticide life-cycle management, including regulation of life-cycle management, container management, pesticide use reduction, environmentally sound agricultural practice promotion, and soil nourishment; (10 days) • With the support by the legal IC, draft proposals for updated legislation and policies regulation of pesticide life-cycle management, pesticide container management, pesticide use reduction, environmentally sound agricultural practice promotion, and soil nourishment. (10 days) • Participate and present findings and draft legislation proposals during project seminars, workshops and meetings with government counterparts; (3 days) • Prepare an end-of assignment report with recommendations for next stages; • Carry out any other activities related to this assignment upon request. |

Professional requirements |
Requirements: 1. Higher legal education in agriculture, chemistry, ecology and related disciplines; 2. At least 5 years of relevant working experience; 3. Experience pesticide registration systems, legislation, policy development; 4. Understanding of international standards and good practice in relation to pesticide management; 5. Excellent oral and written communication skills in Uzbek (Russian) and English. |
