| Duties | The M&E Specialist will support the PIU in monitoring and evaluating Project implementation and will collaborate, as appropriate, with ISLAB and other relevant NASP units on research, data analysis and evaluation activities. This role is critical for ensuring that project activities are effectively monitored and evaluated in alignment with the objectives and targets set out in the Project Operations Manual (POM), Agreements, and other relevant project documents. The M&E Specialist will provide support for research aimed at strengthening monitoring functions, ensuring program effectiveness, and developing data-driven insights for continuous improvement. The M&E Specialist will perform the following duties: • Monitor and evaluate the implementation of activities financed by the project, ensuring alignment with the PDO and targets according to the approved work plans, World Bank guidelines, and applicable requirements. • Regularly update the project results framework by gathering the necessary data from various sources, ensuring accuracy and reliability. • Ensure the quality and reliability of data used for project monitoring, validating data accuracy through regular reviews and contacts with implementing units of the project. • Conduct site visits to evaluate the progress of activities and assess their compliance with the ToR, project objectives, and work plans. • Contribute to the preparation of regular Project Implementation Reports in English for submission to the World Bank. These reports will include progress on project implementation relative to set objectives, challenges faced during the reporting period, and proposed solutions. • Prepare M&E reports, briefs, and presentations for internal and external stakeholders. • Prepare and provide, through the PIU/NASP as required, monitoring information and reports to relevant government agencies, including the Ministry of Economy and Finance, the Ministry of Investment, Industry and Trade, the Anti-Corruption Agency, and other competent authorities. • Support project teams in embedding M&E processes within their activities. • Provide inputs for the Project Completion Report within six months of the project's completion. • Liaise with implementing units of the NASP and ISLAB to identify research entry points and needs for supporting research activities of the NASP; • Coordinate with ISLAB on the development of ToRs for research projects implemented by ISLAB and/or NASP. • Participate in research projects together with ISLAB in evaluating the impact of interventions under the INSON Project; • Ensure the execution of relevant instructions from the NASP and the World Bank. • Assist the PIU Coordinator in planning project activities, contributing to the development and revision of work plans and monitoring schedules. • Provide technical inputs for the draft ToRs for services related to conducting beneficiary surveys. • Contribute to the revision of the POM as needed. |

| Professional requirements | The Consultant hired under this ToR shall meet the following minimal requirements: Education • Degree in Social Science, Public Administration, Social Work, Management of Service Provision, Statistics or a related field. Experience • At least 3 years of experience in M&E, research, and data analysis within development projects. • Strong knowledge of M&E frameworks, research methodologies, and data collection tools. • Proficiency in Microsoft Office software and data visualization tools. • Proven experience and technical skills in monitoring and evaluation of projects financed by international financial institutions. • Experience working with NGOs, government agencies, international organizations, including the World Bank or UN agencies, is an asset. Skills • Strong analytical, strategic planning, report-writing, and presentation skills. • Strong communication and stakeholder engagement abilities. • Adequate knowledge of digitalization processes and ability to structurally design information platforms. • Proficiency in English, Uzbek and/or Russian. |
