Uzbekistan is committed to building climate resilience and fostering sustainable, low-carbon lifestyles, especially among its youth in rural areas. The country faces severe environmental challenges, including rising temperatures, frequent droughts, and the ongoing desertification linked to the drying Aral Sea, which particularly impacts rural communities. This project aims to equip young people with critical skills and knowledge to adapt to and mitigate these climate impacts, empowering them to lead their communities toward a more sustainable future.
The project has three main components. First, it will mainstream climate change education across all upper secondary schools in Uzbekistan, providing a developed curriculum and teacher training to reach over 1.3 million students. Second, it will engage and empower over 800 youth through the Young Green Ambassadors program, enabling them to lead practical climate resilience and sustainability projects in their communities. Third, it will focus on upskilling 4,000 youth in rural areas with essential green skills, such as climate-smart agriculture and renewable energy, through vocational training programs and support for job placement.
The project emphasizes strong partnerships with national institutions, including the Ministry of Education and the Agency for Youth Affairs, to ensure climate education and green skills development are integrated into both school curricula and vocational training. By investing in climate-conscious youth, the project supports Uzbekistan's broader climate goals and commitments, helping to shape a generation ready to lead climate action and foster sustainable growth across the country. The Project will be implemented in Karakalpakstan, Bukhara, Navoi, Khorezm, Samarkand, Kashkadarya, Surkhandarya regions Samarkand, Kashkadarya, and Surkhandarya regions.
The Project Analyst will be responsible for supporting the implementation of project activities related to youth empowerment and climate resilience. This includes assisting in planning, monitoring, and executing initiatives that build the capacities of youth as climate leaders, facilitate climate education in schools, and foster sustainable practices among rural communities. The Analyst will coordinate with national and local stakeholders, including educational institutions, the Ministry of Youth Affairs, and civil society organizations (CSOs), to ensure project objectives are met effectively.

Duties and Responsibilities

The Project Analyst on Youth Empowerment and Climate Resilience Building will work under the direct supervision and the overall guidance of the Project Specialist.
The Project Analyst on Youth Empowerment and Climate Resilience Building is responsible for following actions:

Contribute to the Project Planning and Support
• Guide and support in designing and planning project activities related to youth empowerment, climate education, and green skills development;
• Contribute to the development and adjustment of project work plans to ensure alignment with project goals and national strategies;
• Support the preparation of concept notes, briefing papers, and presentations on project components related to youth and climate resilience;
• Collaborate with the Project Specialist to coordinate activities with relevant ministries and institutions, including the Ministry of Preschool and School Education, Ministry of Youth Affairs, and Monocenters.

Ensure implementation of Youth Empowerment Initiatives
• Coordinate the Young Green Ambassadors Network activities, including the selection, training, and ongoing engagement of 800 youth climate ambassadors;
• Organize and facilitate climate change competitions, mentorship programs, and leadership development activities aimed at empowering youth leaders;
• Adapt the ROTA Youth Service Toolkit to the Uzbek context and use it to guide youth leaders in planning and implementing climate-resilient projects in their communities;
• Support the organization of experience exchange programs, study tours, and peer-learning activities to promote knowledge sharing among youth climate leaders.

Ensure Climate Education Integration
• Guide and support in mainstreaming climate education in secondary schools by supporting the development and piloting of climate change curriculum materials;
• Coordinate with stakeholders to facilitate the piloting of guidelines on climate education in 105 schools and 40 extracurricular facilities and gather feedback for improvements;
• Ensure distribution and effective utilization of the Climate Box Toolkit in schools and extracurricular programs to engage students in climate-related learning;
• Organize teacher training sessions to enhance educators' understanding of climate science, climate change adaptation, and resilience strategies.

Facilitate Capacity Building and Green Skills Development
• Support the implementation of vocational training programs in Monocenters for 4,000 youth on renewable energy, climate-smart agriculture, and other green economy skills;
• Facilitate the Training of Trainers (ToT) sessions for Monocenter teaching staff and ensure effective dissemination of learning and teaching support materials;
• Coordinate the organization of job fairs, internships, and mentorship programs to connect youth with employment opportunities in the green economy;
• Monitor and report on youth participation and achievements in green skills training programs, including career progression and engagement in sustainable practices.

Project Monitoring, Evaluation, and Reporting
• Regularly track the progress of youth-related project activities, including the Young Green Ambassadors Network, vocational training programs, and climate education initiatives;
• Prepare progress reports, success stories, and updates for project stakeholders and donors, showcasing youth engagement and achievements;
• Support data collection and analysis efforts to assess the impact of project activities on youth knowledge, skills, and empowerment;
• Contribute to knowledge management by documenting lessons learned, best practices, and innovative approaches in youth empowerment and climate resilience.

Promote Stakeholder Engagement and Coordination
• Engage with local CSOs, government agencies, youth organizations, and educational institutions to ensure coordinated implementation of project activities;
• Facilitate regular communication with project stakeholders, especially those involved in climate education, youth leadership, and green skills training;
• Engage in relevant meetings, workshops, and conferences as assigned by the Project Specialist.
Ensure Gender mainstreaming in the project.
• Apply the knowledge of gender equality and women's empowerment issues to strategic and/or practical situations, e.g. integrating into the project/programme cycle, including design, planning, and implementation.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Professional requirements Education:
• Master's degree in Environmental Studies, Climate Science, Education, Development Studies, Social Sciences, or related fields is required. OR
• Bachelor's degree in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:
• Applicants with a master's degree in a relevant field of study are not required to have professional work experience;
• Applicants with a bachelor's degree are required to have a minimum of two (2) years of relevant professional experience in project management, with a focus on youth engagement, climate resilience, education, or community development;
• Demonstrated experience in organizing training programs, capacity-building activities, or youth empowerment initiatives is required;
• Experience and knowledge of climate change, environmental sustainability, or green skills development is required;
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and familiarity with digital learning platforms and social media is required.

Desired Skills:
• Prior experience working with national or local government agencies, educational institutions, or international organizations is desirable;
• Proven track record of strong analytical skills with the ability to conduct needs assessments and gap analyses is an asset;
• Proven experience in working effectively with diverse stakeholders, including youth, educators, government officials, and community groups is desired.

Required Languages:
• Fluency in English and Uzbek is required.
• Knowledge of Russian is desirable.
