| Duties | - the Environmental and Social Management Mechanism, the Resettlement Policy Framework and the Environmental and Social Management Plan; - Ensuring that the guidelines of the Islamic Development Bank on environmental protection law are followed throughout the project implementation cycle; - Regular and special visits to project sites selected for work in coordination with local project implementers / partner organizations, regional and district administrations, single engineering companies and local stakeholders; - Regular site visits and, in particular, monitoring the implementation of the Environmental and Social Management Mechanism(s)/Environmental and Social Management Plan(s), monitoring project contractors in achieving the objectives set out in the Environmental and Social Management Mechanism(s)/Environmental and Social Management Plan(s) visit and support, social impact assessment and verification of social monitoring data, including photo reports, provided in the reports of contractors and implementing partners; - Follow the guidelines of PMU Environmental and Social Safeguards Specialists when working with construction contractors to prepare an Environmental and Social Management Plan for all sites selected for project financing based on selection and priority criteria; - Monitoring the implementation of environmental monitoring plans set out in the Environmental and Social Management Plans; - Assistant partners and rural facilitators in identifying alternative investments based on coordination and monitoring of environmental and social protection screening processes, simple Environmental and Social Impact Assessment, Environmental and Social Management Plans, or preparation and reporting of Environmental and Social Management Planning Form(s) work continuously with; - After the development of specific Environmental and Social Management Plans in the areas under construction under the project, support public consultations with consultants and local authorities on them and ensure the disclosure of specific Environmental and Social Management Plans; - Ensure that environmental monitoring information is shared promptly with all relevant stakeholders of the project; - Identify, inspect, record, report and monitor environmental, social, occupational safety and health incidents at the project sites; - Oversee project activities and procedures related to gender issues, involvement of vulnerable groups in the Project, stakeholder participation and social analysis; - Provide information and guidance to PMU Environmental and Social Protection Specialists on the requirements of the sub-project (local, state or international environmental standards; permits, licenses and inspections required at the sub-project level); - Assist in the preparation of materials (surveys, tests, etc.) required to monitor and evaluate the results of project implementation in accordance with the Environmental and Social Management Mechanism/Environmental and Social Management Plan; - Provide monthly/quarterly/annual and special reports to PMU Environmental and Social Safeguards Specialists on the progress and adequacy of efforts to monitor compliance with environmental and social parameters established during the project implementation, as well as measures to identify and address deficiencies to offer These reports will also be sent to the staff of the Islamic Development Bank; - Assist in the preparation of any Resettlement Policy Framework, if required by the terms of the Resettlement Policy Framework, by all project contractors, to the best social practices adopted by the project (including stakeholder consultation, beneficiary feedback, gender sensitivity, etc.) and monitoring the implementation of the Project Resettlement Policy Framework as well as any Resettlement Action Plans; - Consultations with stakeholders and Project Affected Persons (PAP) of the Project on issues related to project activities, social protection issues and other potential consequences of social protection; - Perform other relevant duties as required; - on the adequacy of efforts to monitor compliance with environmental parameters identified during the project and on the progress of the implementation of the AMIBM and Migration Policy Framework, identify and address deficiencies suggest measures; - Work closely with the public mobilization specialist to support the active participation of beneficiaries in the preparation of monitoring and evaluation reports, including reports on the work done; - Assist in assessing the impact of project investments on target rural communities; - Assist the project team in using MIS to monitor and evaluate individual performance through regular meetings and discussions with relevant PMU experts. |

| Professional requirements | - - Higher education in Ecology or Social Science and Economy or related fields and at least 5 years of work experience in environmental management and / or Occupational Safety and Health. - In-depth knowledge and understanding of environmental assessment and monitoring procedures; have knowledge of national and international standards and requirements applicable to construction, health standards, technical parameters and safety standards. - High sense of responsibility, willingness to take initiative, ability to communicate well and team spirit are important factors; experience working with local authorities and communities; honesty and integrity. - High level of communication skills in Uzbek and Russian - oral and written, working level of English is required. - Ability to work with a client and a high level of computer skills (MS office). |
