Regional Chief Financial Officer (CFO) cum Chief Accountant — Finance We're looking for an experienced Regional CFO cum Chief Accountant to provide strategic and operational leadership for the Finance function across all our legal entities in Uzbekistan (spanning real estate, energy, banking subsidiaries, and other sectors), ensuring accurate IFRS/statutory reporting, strong internal controls, regulatory compliance, and sound liquidity management. What you'll do 1. LEADERSHIP & GOVERNANCE - Lead and oversee finance strategy across all entities. - Build an effective finance organization, ensure succession planning, and develop team capabilities. - Foster a culture of integrity and strong governance controls. 2. FINANCIAL REPORTING & AUDIT - Oversee monthly, quarterly, and annual closes. - Consolidate local entities and deliver IFRS-compliant financial statements and statutory reports. - Manage internal and external audits, ensuring timely completion and clean audit opinions. 3. REGULATORY & TAX - Ensure full compliance with Uzbekistan's Tax Code, e-invoicing requirements, banking-sector regulations, and other sector-specific rules (real estate, energy). - Oversee VAT, CIT, WHT, and payroll tax filings. - Guarantee timely tax payments and maintain complete documentation for inspections. - Lead tax planning initiatives and manage inspections, audits, and dispute resolutions. 4. TREASURY & CAPITAL MANAGEMENT - Oversee cash forecasting, liquidity buffers, FX risk policy, intercompany funding, and dividend planning. - Own bank mandates and the signatory matrix. - Optimize capital structure and cost of funds. 5. FIXED ASSETS & PROJECTS - Maintain the fixed asset register (IAS 16), CIP realization, and project cost tracking. - Perform impairment reviews under IAS 36. 6. BANKING ENTITIES SUPPORT - Coordinate with bank finance teams on IFRS 9 classifications. - Provide data for expected credit loss calculations and regulatory reporting inputs. 7. PLANNING & PERFORMANCE - Own the annual budget, medium-term plan, quarterly reforecasts, and close-to-plan variance analysis. - Set and monitor financial KPIs. - Ensure capital allocation discipline and post-investment reviews. 8. BUSINESS PARTNERING - Support investment evaluations across real estate, energy, banking, and other business lines. - Review contracts and pricing models, and drive performance improvement initiatives. - Oversee fraud risk management and whistleblowing channels in coordination with the Group. 9. RISK MANAGEMENT - Identify, assess, and mitigate financial, compliance, and operational risks. - Maintain contingency plans and ensure adequate insurance coverage. 10. STAKEHOLDER MANAGEMENT - Build and maintain strong relationships with the Board, lenders, investors, tax authorities, regulators, auditors, and key suppliers. - Deliver high-quality management reporting to support strategic decision-making. | Professional requirements | Job Requirements Education - Bachelor's degree in Accounting, Finance, or Economics; Master's degree preferred. - Professional certification (ACCA, CPA, CIMA) strongly preferred. - Advanced English proficiency, written and spoken. - Fluency in Uzbek and Russian. Experience - 10+ years in Finance, including 5+ years in leadership roles. - Experience across multiple entities and sectors (banking, real estate, energy) is an advantage. - In-depth knowledge of IFRS and Uzbekistan tax/statutory requirements. - Proficiency with 1C/ERP and advanced Excel. - Familiarity with Central Bank of Uzbekistan regulations. Skills & Competencies - Strategic thinking, executive communication, and stakeholder influence. - Strong technical accounting (IFRS), consolidation, and financial analysis. - Treasury management, FX, funding, and banking relationship management. - Process design, internal controls, and ERP proficiency (1C or similar). - People leadership, coaching, and change management. |
