| Duties | - Provide technical leadership for Component 1 and support technical coherence across Components 2 and 3 where climate, agricultural and water information services interact; - Coordinate technical planning for the near real-time farm advisory information system, including the web portal, mobile application and interfaces used by farmers, extension staff and decision-makers; - Support inventory, feasibility assessment, participatory site selection, technical specifications, installation, testing and calibration of automatic agro-meteorological stations and related equipment; - Guide development and adaptation of meteorological services for agriculture, including weather observations, 10-day forecasts, weather warnings and seasonal forecasting; - Coordinate integration of climate trends and projections into the Climate Services System and support use of regional climate modelling and long-term scenario analysis; - Provide technical oversight for crop simulation modelling and advisory products, including adaptation of crop models to Uzbekistan conditions and priority crops; - Coordinate technical work on pest and disease forecasting, including use of weather information and the VIPS platform with relevant plant-protection specialists; - Support development and integration of hydrological information services needed for agricultural and water-management decisions; - Guide technical development of IT infrastructure, data storage, servers, interfaces and interoperability required by the Climate Services System; - Support development of inter-ministerial Standard Operating Procedures for climate and agro-meteorological data sharing, including roles, workflows, standards, formats, classification and data security; - Coordinate multidisciplinary task forces that combine meteorological, agro-meteorological, hydrological, agricultural, IT and international technical expertise; - Review technical specifications, terms of reference, cost estimates, technical evaluation criteria and deliverables for relevant goods, services and technical assistance; - Coordinate technical interaction with identified international technical-assistance partners, including FMI, PIK, NIBIO and the University of Queensland, where engaged by the project; - Support training-needs assessment and delivery of training packages for staff designing and operating the Climate Services System; - Ensure that climate services are co-designed and tested with end users and that technical feedback from farmers and extension services is incorporated into system development; - Support development of operational guidelines for agro-meteorological services and documentation needed for sustainable transfer to responsible institutions; - Provide technical inputs to annual work plans, procurement plans, budgets, monitoring indicators, progress reports and supervision missions; - Monitor technical quality, interoperability, data integrity, implementation schedules and risks affecting delivery of climate-service outputs; - Document technical decisions, system architecture, methods, testing results and lessons needed for institutionalization and knowledge management; - Perform other technical functions related to agro-meteorology and climate-service delivery assigned within the approved project scope. - Apply technical quality assurance to specifications, models, software, equipment, data workflows and consultant deliverables before acceptance. - Track technical milestones and verify that outputs correspond to approved project components, indicators and implementation arrangements. - Identify technical risks, duplication or incompatibilities and recommend corrective measures to the Project Manager and responsible institutions. - Maintain technical documentation sufficient for operation, maintenance, training, reporting and future institutional use. - Coordinate technical work with Uzhydromet, the National Climate Center, MoA, MWR, AKIS and other designated institutions. - Facilitate multidisciplinary task-force collaboration and structured input from farmers and extension users. - Maintain technical liaison with IFAD and international technical-assistance providers engaged under the project. - Prepare technical evidence and progress information for IFAD supervision and implementation-support missions. - Support follow-up of technical recommendations and agreed actions from missions, reviews and evaluations. - Provide technical explanations, demonstrations and documentation requested by IFAD, project governance bodies and auditors. |

| Professional requirements | - Advanced university degree in meteorology, climatology, agro-meteorology, hydrometeorology, agricultural sciences, environmental sciences, geoinformatics or a closely related field. - At least 7 years of relevant professional experience in agro-meteorology, climate services, weather/climate information systems or climate-risk applications for agriculture. - Demonstrated experience with weather-station networks, forecasting products, climate or crop modelling, hydrological information and/or digital climate-service platforms. - Practical understanding of data management, interoperability, quality assurance and technical documentation for operational information systems. - Experience preparing or reviewing technical specifications, terms of reference, consultant deliverables and technical procurement documentation. - Ability to coordinate multidisciplinary teams spanning meteorology, agriculture, water, IT and applied research. - Experience working with government technical agencies and development projects; experience with international financial institutions is an advantage. - Strong analytical, technical writing, presentation and problem-solving skills. - Fluency in Uzbek and/or Russian and working proficiency in English. |
