| Duties | - Provide overall leadership and direct supervision of the PMU and ensure coordinated implementation of the three project components in accordance with the Financing Agreement, approved Project Implementation Manual and agreed work plans; - Ensure that the inter-ministerial Steering Committee is supported effectively, including timely preparation of meeting materials, annual work plans and budgets and follow-up of decisions; - Coordinate implementation with Uzhydromet, the National Climate Center, the Ministry of Agriculture, AKIS, the Ministry of Water Resources and other designated project partners; - Lead preparation, consolidation and implementation of annual work plans and budgets and ensure that activities, targets, procurement and financing are aligned; - Ensure establishment and effective operation of the PMU in Tashkent and maintain clear internal responsibilities, work planning, records and decision-making procedures; - Ensure proper operation of the Designated Account, timely preparation of withdrawal applications and availability of project funds for eligible expenditures in accordance with the Financing Agreement; - Oversee financial management, internal controls, financial reporting and timely submission and follow-up of annual external audits; - Oversee all procurement under the PMU and ensure that procurement plans, methods, IFAD reviews/no-objections, contracts and records comply with IFAD Project Procurement Guidelines; - Ensure establishment and operation of the project monitoring and evaluation system and dashboard, including baseline data, indicators, reporting arrangements and sex-disaggregated data; - Ensure timely preparation of the inception report, quarterly implementation information, annual Adaptation Fund Project Performance Reports and other reports required by IFAD and the Government; - Facilitate the baseline study, mid-term review in the third year, completion evaluation and other independent assessments and ensure follow-up of agreed recommendations; - Ensure that gender, environmental and social requirements are integrated into implementation, including operation of the Gender Action Plan and appointment of a gender focal point; - Ensure the project grievance redress mechanism is operational and that complaints are recorded, managed and escalated in accordance with project arrangements; - Facilitate IFAD supervision and implementation-support missions and provide required project, financial, procurement and monitoring documentation; - Maintain focus on the project target groups, including last-mile users, smallholder farmers, agricultural value-chain actors and women, and ensure their engagement in project activities; - Promote effective coordination of multidisciplinary task forces supporting climate-service design and delivery and resolve implementation bottlenecks requiring management action; - Ensure that knowledge management, communication, training and stakeholder-engagement activities are coordinated and documented across components; - Monitor implementation risks, including inter-agency coordination and data-sharing risks, and initiate corrective measures through the PMU and Steering Committee; - Ensure compliance with IFAD anti-fraud and anti-corruption requirements and maintain transparent, complete and auditable project records; - Perform other management functions necessary for successful implementation of the Project within the responsibilities assigned to the PMU. - Maintain continuous management oversight of PMU staff, work plans, deadlines and agreed implementation actions. - Review progress against project indicators, annual targets, budgets and procurement schedules and require corrective action where implementation is delayed. - Ensure that fiduciary, procurement, M&E, environmental, social and gender obligations are reflected in routine management decisions and reporting. - Maintain a complete project reporting and document-control system that supports Government and IFAD oversight. - Coordinate implementation of project components with the designated lead agencies and technical partners. - Support cooperation among NCECC, Uzhydromet, MoA, AKIS, MWR and other stakeholders through the Steering Committee and working arrangements. - Maintain working relations with IFAD and relevant national and international technical-assistance institutions supporting the project. - Prepare and coordinate documentation and logistical support required for IFAD supervision and implementation-support missions. - Track and implement agreed actions arising from IFAD missions, audits, reviews and evaluations. - Ensure timely management response to issues identified by IFAD, the Adaptation Fund, auditors and project governance bodies. |

| Professional requirements | - Advanced university degree in project management, economics, agriculture, environmental or climate sciences, public administration, or another field relevant to the project. - At least 10 years of progressively responsible professional experience, including substantial responsibility for management of complex investment or technical-assistance projects. - Demonstrated experience managing projects financed or administered by international financial institutions or development partners; experience with IFAD procedures is an advantage. - Strong practical experience in annual work planning and budgeting, financial oversight, procurement, monitoring and evaluation and results-based reporting. - Demonstrated ability to coordinate government agencies, technical institutions, consultants and development partners in a multi-stakeholder project environment. - Strong understanding of project governance, risk management, internal control, audit follow-up and compliance requirements. - Excellent leadership, problem-solving, negotiation, communication and report-writing skills. - High standards of integrity and ability to manage multiple workstreams and deadlines. - Fluency in Uzbek and/or Russian and working proficiency in English sufficient for project documentation and communication with IFAD. |
