Duties - Provide day-to-day administrative support to the Project Manager and PMU staff and maintain an organized office workflow and task calendar;
- Register, distribute, file and archive incoming and outgoing correspondence, official letters, agreements, reports, minutes and other project records;
- Maintain orderly electronic and physical filing systems for administrative, procurement, financial, technical and M&E documentation in coordination with responsible staff;
- Organize logistics for Steering Committee meetings, PMU meetings, technical meetings, workshops, trainings and stakeholder consultations;
- Support logistics for the project inception workshop and other formal project events, including venues, invitations, participant lists, materials and meeting records;
- Arrange official travel, transport, accommodation and other logistics for authorized project missions and field visits to target project areas;
- Support IFAD supervision and implementation-support missions with meeting schedules, documentation, access, travel and other logistical arrangements;
- Maintain contact lists, calendars, meeting schedules and action trackers and follow up routine administrative deadlines assigned by the Project Manager;
- Prepare routine administrative correspondence, meeting agendas, minutes, action lists and document-transmittal records as requested;
- Maintain office inventory and records of office equipment, supplies and assigned assets and coordinate routine administrative needs of the PMU;
- Support the Finance Manager with collection, copying, scanning, filing and retrieval of administrative and financial supporting documents;
- Support the Procurement Specialist with document circulation, filing, bidder/consultant communications logistics and maintenance of procurement files without participating in evaluation decisions unless formally assigned;
- Support the M&E Officer and technical staff with meeting records, attendance lists, training documentation and organized storage of project evidence;
- Assist with onboarding and routine administrative arrangements for PMU personnel, consultants and short-term experts;
- Maintain records of official missions, workshops, trainings and stakeholder events and ensure that supporting documents are complete and readily retrievable;
- Support communication and dissemination of approved project information, reports and knowledge materials to designated partners and stakeholders;
- Provide secretarial support to the Project Manager and designated project governance meetings and protect confidentiality of sensitive documents;
- Apply document-control, filing and retention procedures that enable timely audit, IFAD supervision and project completion review;
- Coordinate routine office services and administrative procurements with the responsible Procurement Specialist and Finance Manager;
- Perform other administrative and logistical duties required for efficient PMU operations and project implementation as assigned by the Project Manager.
- Maintain accurate registers for correspondence, meetings, travel, office inventory and administrative records.
- Check that administrative files are complete, correctly labelled, securely stored and retrievable for review or audit.
- Track routine administrative deadlines, meeting actions and document requests and escalate overdue items to the Project Manager.
- Protect confidential project information and ensure controlled access to official records.
- Coordinate daily administrative support across the PMU and assist staff in planning meetings, missions, workshops and document flows.
- Liaise with project partner focal points on logistics, invitations, correspondence and meeting arrangements as instructed by the Project Manager.
- Coordinate administrative and logistical support required for IFAD missions and project governance events.
- Prepare and organize administrative records and logistics for IFAD supervision, audits, reviews and evaluations.
- Track administrative follow-up actions arising from missions and meetings and report completion status to the Project Manager.
- Maintain complete handover-ready administrative archives throughout the assignment.

Professional requirements - University degree or equivalent qualification in administration, management, economics, languages, office management or another relevant field.
- At least 3 years of relevant professional experience in office administration, project support, records management or logistics.
- Demonstrated ability to organize meetings, missions, travel and documentation while managing multiple deadlines.
- Practical experience maintaining electronic and physical filing systems, correspondence registers and office records.
- Good computer skills, including word processing, spreadsheets, electronic filing and routine office communications.
- Experience working with government institutions or internationally financed projects is an advantage.
- Strong organization, discretion, attention to detail and service orientation.
- Ability to work effectively with diverse technical, financial and administrative staff.
- Fluency in Uzbek and Russian; working knowledge of English is an advantage.
