| Duties | - Establish and maintain project financial-management arrangements, accounting records and internal controls suitable for reliable reporting by components, activities, financing categories, financiers and geographical area; - Manage financial operations of the Designated Account opened for proceeds of the Adaptation Fund grant and ensure that funds are used only for eligible project expenditures; - Prepare, verify and process withdrawal applications and supporting documentation through the applicable IFAD disbursement arrangements; - Prepare cash-flow forecasts and monitor Designated Account and other project account balances to support timely implementation; - Coordinate preparation of the annual project budget as part of the annual work plan and budget and ensure consistency with approved activities and procurement plans; - Record financial transactions accurately and maintain complete ledgers, supporting documents, payment records, bank statements and reconciliations; - Prepare periodic financial reports, budget-versus-actual analyses and financial information required by the Project Manager, Government and IFAD; - Provide financial information required for the project's annual performance reporting, monitoring system and management decision-making; - Ensure that expenditures are classified correctly and that commitments and payments are linked to approved contracts, activities and financing categories; - Coordinate financial aspects of procurement and contract administration, including availability of budget, payment verification and financial records; - Prepare project accounts and supporting schedules for annual external audit and respond promptly to auditor information requests; - Track audit findings and Management Letter recommendations and support timely implementation of agreed corrective actions; - Maintain records relating to Government counterpart cash and in-kind support and tax, VAT and duty exemptions applicable to project-financed goods, works and services; - Support compliance with IFAD anti-fraud and anti-corruption requirements through sound controls, segregation of duties and transparent financial records; - Provide financial-management guidance to PMU staff and implementing partners on documentation, eligible expenditure and reporting requirements; - Maintain fixed-asset and financial registers in coordination with the Office Administrator and Procurement Specialist where relevant; - Support IFAD financial-management reviews, supervision missions, implementation-support missions and project reviews with timely and complete records; - Monitor financial risks, delays, variances and control weaknesses and report material issues to the Project Manager with recommended corrective actions; - Ensure secure retention and orderly archiving of accounting and financial-management documentation for audit and project completion purposes; - Perform regular bank, cash, advance, liability and ledger reconciliations and investigate discrepancies promptly; - Review payments for eligibility, authorization, supporting documentation, budget availability and correct classification before processing; - Monitor expenditure against approved budgets and financing categories and alert the Project Manager to material variances or projected shortfalls; - Maintain an audit-ready financial record system and track implementation of financial-management and audit recommendations; - Coordinate financial planning and reporting with the Project Manager, Procurement Specialist, M&E Officer and technical staff; - Maintain working relations with IFAD financial-management and disbursement counterparts and with relevant Government financial authorities; - Coordinate with the external auditor and responsible project partners on financial information and supporting documentation; - Prepare financial statements, reconciliations and supporting schedules for IFAD supervision and financial-management reviews; - Implement agreed financial-management actions arising from IFAD missions, audits and reviews; - Provide timely explanations and evidence on project expenditure, disbursement, budget performance and internal controls; - Perform other financial-management duties required for effective project implementation within the approved financial arrangements. |

| Professional requirements | - University degree in finance, accounting, economics or a related field; professional accounting or financial-management training is an advantage; - At least 7 years of relevant professional experience in finance, accounting, banking or financial management; - Demonstrated experience with development or investment projects financed by international financial institutions or development partners; - Practical knowledge of budgeting, accounting, bank operations, disbursement, financial reporting, audit preparation and internal control; - Knowledge of applicable accounting, taxation and financial legislation of the Republic of Uzbekistan; - Ability to work with accounting software, spreadsheets and electronic financial-reporting systems; - Strong analytical, organizational and problem-solving skills with high attention to detail; - High standards of integrity and ability to maintain complete, accurate and confidential financial records; - Fluency in Uzbek and/or Russian and working proficiency in English. |
