| Duties | The Consultant shall provide OHS services to the PIU throughout the implementation of the Project and shall support effective implementation of the Project's environmental and social commitments in accordance with the Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), Labor Management Procedures (LMP), applicable Environmental and Social Standards (ESSs), the World Bank Group Environmental, Health and Safety (EHS) Guidelines, Good International Industry Practice (GIIP), and the applicable legislation of the Republic of Uzbekistan. The Consultant shall report to the and work in close coordination with the Environmental and Social Specialist and other relevant PIU staff, also with World Bank specialists in the respective areas. The Consultant shall perform the following duties, as applicable to the activities financed under the Project: A. Occupational Health and Safety Management • Coordinate and monitor implementation of occupational health and safety requirements applicable to Project activities. • Review Project environmental and social instruments from the occupational health and safety perspective, including ESMPs, Contractors' ESMPs (C-ESMPs), Occupational Health and Safety Plans, emergency preparedness and response procedures, traffic management plans, risk assessments, method statements, and other relevant documentation, and provide technical recommendations to the PIU. • Develop, update and maintain OHS procedures, inspection checklists, monitoring tools, reporting templates, guidance notes, and other OHS-related technical documents, as requested by the PIU. • Advise the PIU on application of national OHS legislation, World Bank requirements, and Good International Industry Practice during Project implementation. • Advise the PIU, in coordination with the Environmental and Social Specialist, , consistent with ESS4: Community Health and Safety. • Verify that the workers' grievance mechanism required under the Labor Management Procedures (LMP) and ESS2 is established and operational for all Project workers, including contracted workers, and that it is accessible, publicized in a language understood by workers, and free of retaliation. • Receive, record and track occupational health and safety-related grievances submitted through the workers' grievance mechanism, verify their timely resolution and closure, escalate unresolved or serious grievances to the Project Coordinator and the Environmental and Social Specialist, and report grievance statistics and trends in the monthly OHS monitoring report. B. Procurement and Contract Implementation • Review, as requested by the PIU, technical specifications, bidding documents, requests for proposals, draft contracts, and other procurement documentation to verify that appropriate occupational health and safety requirements are adequately incorporated. • Provide technical inputs, upon request of the PIU, during procurement processes on matters related to occupational health and safety requirements. • Review OHS documentation submitted by contractors, supervising consultants, suppliers, and service providers and provide recommendations regarding its adequacy and compliance with Project requirements. C. Monitoring of Project Activities • Conduct periodic and risk-based monitoring visits to Project-supported activities throughout the Republic of Uzbekistan, including construction, rehabilitation, renovation, installation, equipment deployment, and other Project activities, as applicable. Carry out monitoring visits at a frequency commensurate with risk and, as a minimum: one visit per month to each site with active construction, rehabilitation or installation works; two visits per month to sites where high-risk activities are ongoing, including work at height, excavation, confined space entry, hot works, lifting operations and demolition; and one visit per quarter to other Project-supported sites. The position involves duties requiring travel, including travel across regions. The minimum frequencies shall be reflected in the annual OHS monitoring plan and may be adjusted by request of the Project Coordinator. • Assess implementation of occupational health and safety measures and compliance with applicable Project requirements, contractual obligations, and national legislation. • Monitor implementation of corrective and preventive measures agreed with the PIU and contractors and document progress. • Maintain records of monitoring activities, findings, recommendations, corrective actions, and follow-up measures. • Promptly notify the Project Coordinator of any serious or imminent occupational health and safety risk identified during monitoring activities. D. Contractor OHS Performance • Monitor and periodically assess contractors', subcontractors', supervising consultants', suppliers', and service providers' compliance with occupational health and safety obligations established under their respective contracts. • Review contractor OHS staffing arrangements, training records, permits, risk assessments, incident records, inspection reports, and other relevant documentation. • Identify significant non-compliance and submit written recommendations to the PIU regarding corrective and preventive actions. • Monitor implementation of agreed corrective measures and report unresolved issues to the Project Coordinator. The Consultant's monitoring activities shall not relieve contractors, supervising consultants, suppliers, or other entities engaged under the Project from their contractual or legal responsibilities. E. Imminent Danger and Suspension of Unsafe Works • Where the Consultant identifies a condition, activity or practice presenting an imminent and serious danger to the life or health of workers, Project beneficiaries or the public, the Consultant shall immediately alert the personnel at risk and the contractor's site supervisor, notify the supervising consultant present on site, and notify the Project Coordinator without delay, confirming the notification in writing (Safety Stop Notice) within four (4) hours. • The procedure and authority for suspending works shall be determined in the relevant contracts and in accordance with the applicable legislation of the Republic of Uzbekistan. • Verify and document the corrective measures taken, and confirm in writing to the Project Coordinator and the supervising consultant that the affected works may resume. • Verify that Project workers are informed of, and able to exercise without retaliation, the right to remove themselves from a work situation which they have reasonable justification to believe presents an imminent and serious danger to their life or health, in accordance with ESS2, and that no worker is required to return to work in such a situation until the danger has been addressed. • Maintain a register of Safety Stop Notices issued, the measures taken in response and the date of resumption of works, and report on it in the monthly OHS monitoring report. F. Incident Management • Maintain an up-to-date register of occupational accidents, incidents, dangerous occurrences, near misses, and occupational health and safety observations. • Participate in the review of occupational incidents and accidents and assess the adequacy of investigations, root cause analyses, and corrective action plans prepared by responsible parties. • Collect and consolidate information required for incident reporting in accordance with the ESCP and applicable Project procedures. • Prepare draft OHS incident notifications and reports for review and submission by the PIU to the World Bank and relevant national authorities, where required. Any fatality, serious injury or other severe incident shall be reported by the Consultant to the Project Coordinator immediately upon becoming aware of it, and the Consultant shall prepare the draft notification to the World Bank so as to enable the PIU to notify the Bank within the timeframe established by the ESCP for the Project. Where the ESCP does not specify a timeframe, notification shall be prepared for submission no later than twenty-four (24) hours after the PIU becomes aware of a fatality or severe incident and forty-eight (48) hours for other reportable incidents. A root cause analysis and corrective action plan shall follow within the timeframe agreed with the World Bank. • Monitor implementation of corrective and preventive actions arising from incident investigations. G. Capacity Building • Identify occupational health and safety training needs of PIU staff, contractors, supervising consultants, and other Project participants. • Prepare and deliver induction programs, awareness sessions, toolbox talks, workshops, and other OHS training activities. • Prepare practical guidance materials and technical recommendations to strengthen occupational health and safety management under the Project. H. Reporting and Documentation • Establish and maintain an organized occupational health and safety documentation and record-management system. • Prepare periodic OHS monitoring reports and contribute OHS inputs to environmental and social monitoring reports, Project progress reports, implementation support missions, audits, and other reports required by the PIU and the World Bank. • Maintain complete and accurate records of inspections, monitoring visits, incidents, corrective actions, training activities, correspondence, and other OHS-related documentation. • Assist the PIU in responding to occupational health and safety observations and recommendations arising from implementation support missions, audits, reviews, inspections, and supervision activities. I. SEA/SH, Child Safeguarding and Community Health and Safety The duties set out in this sub-section shall be performed in support of, and in coordination with, the Environmental and Social Specialist, who retains lead responsibility for social risk management under the Project. • Verify that Codes of Conduct addressing sexual exploitation and abuse and sexual harassment (SEA/SH), prohibited conduct towards community members and children, and the applicable disciplinary consequences, have been signed by the management and personnel of contractors, subcontractors, supervising consultants and service providers, and that their content is covered in site inductions and toolbox talks. • Include SEA/SH and child safeguarding awareness in OHS induction and training materials delivered under the Project, using content agreed with the Environmental and Social Specialist. • Verify that workers and affected communities are informed of the confidential channels for reporting SEA/SH allegations and of the survivor-centred referral pathways established under the Project. Any allegation or information received shall be referred immediately and confidentially to the Environmental and Social Specialist and the Project Coordinator; the Consultant shall not investigate such allegations or record identifying details. • Where works are carried out at or adjacent to facilities used by children or other vulnerable users, including specialised vocational education schools for students with disabilities being transformed into inclusive-education resource hubs and social service facilities remaining in operation, verify that site-specific measures are in place and effective, including physical separation and secure hoarding of works areas, segregated and controlled access routes, restriction of high-risk works to periods when users are absent, dust, noise and vibration controls, and supervision arrangements that prevent unsupervised contact between workers and children or other vulnerable users. • Verify compliance by contractors and other entities engaged under the Project with the prohibition of child labour and with minimum age and hazardous work requirements under ESS2 and the legislation of the Republic of Uzbekistan, including verification of age documentation. • Monitor health and safety risks to communities arising from Project works, including traffic and road safety, public access to works areas, hazardous materials, and emergency preparedness and response arrangements, consistent with ESS4. J. Coordination • Coordinate occupational health and safety activities with the Environmental and Social Specialist to ensure consistent implementation of the Project's environmental and social instruments. • Participate in meetings, consultations, supervision missions, inspections, and technical discussions with the World Bank, government authorities, contractors, supervising consultants, and other relevant stakeholders. • Provide technical advice and recommendations to the PIU on occupational health and safety risk management and continuous improvement of Project OHS performance. • Perform other occupational health and safety-related duties reasonably assigned by the Project Coordinator and consistent with the objectives of this assignment. |

| Professional requirements | Education • Bachelor's degree or higher in Occupational Health and Safety, Environmental Engineering, Civil Engineering, Industrial Safety, Environmental Sciences, Public Health, Engineering, or another relevant discipline. Experience • At least five (5) years of professional experience in occupational health and safety, including at least three (3) years of specific experience in occupational health and safety on construction projects. • Demonstrated experience in occupational health and safety management related to construction, rehabilitation, infrastructure, public facilities, or other projects involving occupational health and safety risks. • Experience in monitoring contractors' compliance with occupational health and safety requirements. • Experience in conducting occupational health and safety inspections, risk assessments, incident investigations, and preparation of corrective action recommendations. • Experience in development or implementation of Occupational Health and Safety Plans, ESMPs, Contractors' ESMPs (C-ESMPs), or similar environmental and social management instruments. • Experience in projects financed by international financial institutions or development partners will be considered an asset. • Familiarity with applicable Environmental and Social Frameworks, particularly requirements related to environmental and social risk management, labor and working conditions, and occupational health and safety. • Familiarity with World Bank requirements on labour and working conditions, workers' grievance mechanisms, prevention of and response to SEA/SH, and child safeguarding on construction sites will be considered an advantage. Technical Skills • Sound knowledge of the occupational health and safety legislation of the Republic of Uzbekistan and internationally recognized occupational health and safety practices. • Good understanding of occupational risk assessment, hazard identification, incident reporting and investigation, emergency preparedness and response, and contractor OHS management. • Ability to review technical documentation and prepare practical recommendations for improving occupational health and safety performance. • Ability to conduct site inspections, assess compliance, prepare monitoring reports, and maintain accurate technical records. • Good analytical, organizational, communication, and interpersonal skills. • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint). Experience with digital reporting and data management tools will be considered an advantage. Languages • Excellent command of Uzbek and Russian, both written and spoken. • Good working knowledge of English, including the ability to review technical documentation, to draft incident notifications, reports and correspondence in English, and to communicate effectively in a professional environment |
