BACKGROUND:

Acted is an international Non-Governmental Organization (NGO) with headquarters in Paris, France and offices in over 50 countries worldwide, working together with local communities to respond to disasters, and supports resilience building in the form of promoting inclusive and sustainable growth, co-constructing effective governance, and supporting civil society by investing in people and their potential.

Labour migration is a defining feature of Central Asia's economies, yet women migrant workers face distinct risks, including discrimination, exploitation, violence, and social stigma, that remain insufficiently reflected in migration policies and governance frameworks. Gender-disaggregated data on migration remains limited, and many government programmes are still largely gender-neutral, with few dedicated provisions for pre-migration support or reintegration. Gender-focused civil society organisations (CSOs) working on migration play an important role but would benefit from strengthened institutional capacities and closer regional connections to more fully document women migrants' experiences and inform migration governance at national and regional levels. It is against this background that the present project has been developed.

Acted has been present in Uzbekistan since 1999 and today remains one of the most active international NGOs in the country, in the areas of Civil Society Development, Transparent and Effective Governance Advancing women's rights and economic empowerment, Prevention of Gender-Based Violence, Natural Resources Management and Disaster Risk Reduction (DRR), Green economy and climate change, Inclusive Rural Development, Integrated water resources management, Biodiversity conservation, Labour Rights.

PROJECT SUMMARY:

The "Empowering Gender-Focused CSOs as Agents of Change in Migration Governance in Central Asia" project is implemented by Acted with the support of the Swiss Agency for Development and Cooperation (SDC). It's a four-year project aims to strengthen the institutional capacity, technical expertise, and policy influence of gender-focused civil society organizations (CSOs) working on migration across Central Asia.

The project supports selected CSOs to strengthen their institutional foundations, technical expertise, and collective voice, and to translate these into practice through pilot actions that address the needs of women affected by labour migration. This is delivered through a combination of organisational capacity strengthening, grant funding, technical assistance, mentoring, and peer learning, using a locally led and co-creation approach that keeps CSOs in the lead.

By combining institutional strengthening with practical implementation and policy engagement, the project seeks to enhance the ability of CSOs to influence gender-responsive migration governance while fostering stronger collaboration between civil society, government institutions, and regional stakeholders.

Operating across Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, the project will facilitate regional exchange, collective learning, and joint advocacy, enabling partner CSOs to influence migration policies and practices at both national and regional levels.

JOB PURPOSE:

The Project Officer, under the guidance of the Regional Project Coordinator, is responsible for ensuring the successful implementation of the project within the agreed timeframe, budget, and quality standards. The Project Officer oversees day-to-day implementation of project activities, including grant management, coordination with partner CSOs in the respective country mission, delivery of organisational capacity strengthening, technical assistance, mentoring, monitoring, reporting, and stakeholder engagement.

The Project Officer works closely with consultants and implementing partners while ensuring effective collaboration with national and regional stakeholders. The role requires strong coordination, grant management, facilitation, and partnership-building skills to ensure high-quality delivery of project outputs and outcomes.

DUTIES AND RESPONSIBILITIES:

Project Planning, Coordination & Documentation:
• Develop and regularly update project implementation plans and workplans.
• Coordinate project implementation in close collaboration with partner CSOs, consultants and where necessary regional stakeholders.
• Coordinate the implementation of the co-creation process and ensure follow-up of jointly developed action plans and closely follow up its implementation and monitoring.
• Ensure effective coordination with Acted departments (MEAL, FLATS, Finance, HR and Logistics).
• Maintain comprehensive project documentation and grant records.

Project Implementation & Monitoring:
• Support with organisational capacity assessments, mentoring, coaching and technical assistance provided to partner CSOs.
• Monitor implementation of project activities financed through the project's grant mechanism.
• Organize regular meetings to track progress, identify risks, and ensure mitigation.

Operational & Financial Management:
• Review budgets (BFUs), provide forecasts, and oversee procurement and logistics.
• Ensure compliance with financial and administrative policies.
• Support grant management processes, including grant agreements, monitoring of sub-grants, financial follow-up and compliance.
• Support HR functions, including recruitment, capacity building, and performance management.

Transparency & Security Compliance:
• Maintain project documentation per Acted procedures.
• Ensure adherence to Acted's code of conduct and security protocols.

External Relations & Reporting:
• Foster relationships with donors, partners, and authorities.
• Facilitate dialogue and partnerships between gender-focused CSOs and migration governance stakeholders.
• Represent the project in meetings and consultations.
• Ensure quality control, capture lessons learned and contribute to reporting and evaluations.

KEY PERFORMANCE INDICATORS:

• Percentage of project activities delivered according to the approved workplan.
• Quality and timeliness of grant management processes.
• Percentage of partner CSOs receiving planned mentoring, technical assistance and capacity strengthening support.
• Support with finance reporting to CSOs based on Acted compliance.
• Quality and timeliness of donor reports.
• Level of coordination and engagement with regional partners and stakeholders.
• Achievement of project outcomes related to institutional strengthening and policy engagement.
• Positive project evaluations and donor feedback.
• Positive audit results.

Professional requirements • At least a bachelor's degree with 7–10 years of relevant governance experience, preferably a master's degree in international development, migration, gender studies, economic development, public policy or a related field.
• Demonstrated experience managing donor-funded development programmes.
• Strong experience working with civil society organisations, particularly women's organisations or organisations working on gender, migration, governance, economic reforms or human rights.
• Experience managing grants, financial reporting, capacity strengthening programmes and partnerships.
• Knowledge of migration governance, gender equality, women's rights and policy advocacy is a strong asset.
• Possible 3 to 5 day business trips to neighboring countries as needed.
• Strong facilitation, coordination and stakeholder engagement skills.
• Excellent organisational and project management skills.
• Knowledge of monitoring, evaluation and adaptive management.
• Fluency in English and Russian is required; knowledge of Uzbek/Kyrgyz/Tajik language is preferred.
• Excellent report writing and communication skills.
• Available to start from 1 September, 2026.
