Duties 1. Project Background

The SKILL UP project is a Swiss-funded initiative implemented by NIRAS in partnership with MEPR (Ministry of Employment and Poverty Reduction) as the lead government counterpart, alongside MHESI/VEA as a strategic partner. The project aims to improve the employability of Adults in Labour Market Transition (ALMT) through a responsive and sustainable non-formal skills and employment system.

SKILL UP operates in three pilot regions—Tashkent, Samarkand, and Kashkadarya—working with district employment offices, Technicums, Qualification Assessment Centres (QACs), employers, and Mahalla Committees. The project combines a central coordination hub in Tashkent with field-level implementation across the pilot regions.

2. Role Purpose

The Admin and Logistics Officer will provide administrative, logistical, procurement, and operational support to ensure the smooth and efficient functioning of the SKILL UP project. S/he will be responsible for managing office administration, organizing events and travel, and supporting HR-related processes. All activities must be carried out in full compliance with SDC regulations, NIRAS policies, and the Project Implementation Manual (PIM).

3. Key Responsibilities

3.1. Administrative Management
• Office Administration: Oversee the day-to-day administration of the central project office in Tashkent, ensuring a functional, safe, and well-maintained working environment. Coordinate with the co-working facility management for office services, utilities, and security.
• Records and Document Management: Establish and maintain a systematic filing system for all administrative, HR, procurement, and logistical documents (both hard and soft copies), ensuring traceability, confidentiality, and audit readiness.
• HR and Staff Support: Assist the Finance & Administration Manager with staff onboarding, orientation, and offboarding processes. Maintain staff leave records, timesheets, and personnel files. Support the coordination of staff and consultant work plans.
• Inventory Coordination: Maintain an inventory of all project assets and ensure proper tagging and tracking.

3.2. Logistics and Event Coordination
• Event Management: Plan and coordinate logistics for project events, including trainings, workshops, meetings, and stakeholder consultations at central and regional levels. This includes venue selection, catering, materials preparation, participant registration, and on-site support.
• Travel Arrangements: Arrange domestic travel for project staff, consultants, and stakeholders (including travel to pilot regions: Samarkand, Kashkadarya, and Tashkent region). Manage flight bookings, hotel accommodations, ground transportation, and per diem calculations in line with project policies.
• Training and Workshop Support: Assist the Outcome Leads in organizing al kind of trainings during project duration including: training-of-trainers (ToT) sessions, SKA analysis workshops, and QAC assessor trainings by managing all logistical arrangements and procurement of training materials.

3.3. Cross-Cutting Support
• Compliance: Ensure all administrative and procurement activities comply with the Project Implementation Manual (PIM), SDC regulations, NIRAS Business Integrity Management System (IMS), and applicable local laws.
• Audit Support: Maintain comprehensive and organized administrative records to facilitate annual external audits and internal reviews.
• Communication and Coordination: Serve as a central point of contact for administrative and logistical inquiries. Support the project team in disseminating information and materials to partners and stakeholders across pilot regions.
• Field Support: Provide administrative and logistical support to the project team and consultants during field missions to pilot districts, including coordination with local authorities, district employment offices, Technicums, and Mahalla Committees.
• Safety and Security: Serve as the project's security focal point, maintaining awareness of the security situation in Tashkent and pilot regions. Brief staff and visitors on security protocols and ensure compliance with NIRAS and SDC security guidelines. Maintain emergency and contingency plans and ensure first aid kits and communication equipment are readily available.
• Translation and Interpretation: Provide translation and interpretation support (Uzbek, Russian, and English) as needed for administrative and logistical matters.

4. Qualifications and Experience

4.1. Education
• Bachelor's degree in Business Administration, Management, Logistics, Supply Chain Management, Finance, or a related field.

4.2. Professional Experience
• Minimum 3 years of progressively responsible experience in administration, logistics, and/or operations, preferably with international development projects or NGOs.
• Demonstrated experience in office management, event coordination, and travel management.
• Experience working with government institutions and in regional settings in Uzbekistan is a strong asset.

4.3. Skills and Competencies
• Organizational Skills: Excellent time-management, prioritization, and organizational abilities, with attention to detail.
• Digital Proficiency: Proficient in Microsoft Office applications (Excel, Word, Outlook, PowerPoint) and experience with accounting or ERP software.
• Communication: Strong interpersonal and communication skills; ability to work effectively with diverse teams and stakeholders. Fluency in Uzbek and Russian (written and spoken) is required. Working knowledge of English is an advantage.
• Problem-Solving: Ability to anticipate and resolve operational challenges proactively.

5. Reporting and Working Relationships

• Supervisor: The Admin and Logistics Officer reports directly to the Finance & Administration Manager.
• Collaboration: Works closely with the Team Leader, Outcome Leads, and all project staff. Coordinates with subcontracted partners (Makon Consulting, GATEWAY, SFUVET) on administrative and logistics-related matters.
• External Relationships: Liaises with government counterparts (MEPR, VEA, Hokimiyats), vendors, service providers, and other stakeholders as required.

6. Terms and Conditions

• Contract Type: Full-time, fixed-term contract (renewable based on performance and project funding).
• Location: Based in Tashkent with rare travel to pilot regions (Samarkand, Kashkadarya, and Tashkent region).
• Start Date: As soon as possible.
