| Duties | The National Programme Officer (NPO) is responsible for the coordination, steering and implementation of the Swiss portfolio on governance & human rights in Uzbekistan. In this function she / he is in charge for the development and coordination of the national and regional governance & human rights programme with a particular focus on local civil society development, in line with the applicable standards of the Swiss Agency for Development and Cooperation (SDC), and in close coordination with the Swiss representations in Bishkek and Dushanbe. She/he manages the projects under her/his responsibility throughout the whole project cycle and supports management in the strategic dialogue with government and development partners in the relevant sectors. The position is situated in the International Cooperation (IC) team at the Embassy of Switzerland. The NPO reports to the Deputy Head of Cooperation / Head of Governance. Main Tasks: Strategic steering of the governance & human rights portfolio • Monitor and assess national and regional developments in the thematic area of governance, human rights & civic space and advise management on national and regional portfolio development incl. on upcoming opportunities. Upon request, prepare inputs for speaking points for management on related topics. • Lead identification and planning for new interventions according to the cooperation programme and the budget, coordinate open call and tender procedures if applicable, in close coordination with SDC regional representations • Ensure strategic coherence and synergies between national and regional portfolio and contribute to key monitoring and steering processes of the SDC's Cooperation Programme Central Asia. Project Cycle Management • Prepare and negotiate relevant documents in cooperation with partners, incl. negotiation of project budgets; conduct Partner Risk Assessments (PRA) in close collaboration with finance officer; establish entry and credit proposals, end of project reports. • Monitor the implementation of ongoing projects, incl. through meetings with stakeholders & partners, regular field visits, active participation in events; organize and coordinate external evaluations and reviews and support the management in preparation and holding of steering committees • Manage the financial and administrative aspects of projects, review financial and operational reports and prepare management response, in close collaboration with finance officer Policy dialogue, networking and representation • Maintain a national and regional network with a wide range of governance, human rights & civil society institutions and actors representing, including with government agencies, donor organizations, UN partners and regional, national and local civil society representatives. • Participate in SDC's thematic network on Peace, Governance & Human rights • Develop consistent policy positions in the field of governance, human rights & civil society development and support management in policy dialogue with relevant stakeholders Communication and support to the general functioning of the IC Team and the Embassy • Keep communication material on covered project portfolio updated (factsheets, website, photo database etc) in close collaboration with public diplomacy officer • Prepare social media posts and ensure Swiss visibility in partner's communication • Participate and contribute to fulfil general and unforeseen tasks to ensure smooth management and institutional functioning of the IC and Embassy team |

| Professional requirements | Professional competencies: • Master's degree in social and political science, art or education, or other related fields; • Min. 5 years of experience in the relevant fields, including in the thematic area of governance, human rights and civil society • Good understanding of the governance, human rights & civil society sector and its political context in Uzbekistan and regionally Central Asia • Good understanding, capacity and commitment to promote gender equality, governance and human rights as transversal themes. Methodological competencies: • Proven experience in project management, preferably with an international organization • Good mastery and practical experience in program cycle management, including financial aspects and processes • Ability to steer and manage a project portfolio independently • Strong analytical and conceptual capacities, good writing skills; proficiency in MS Office Social and personal competencies: • Good team worker with networking skills, strong results-orientation and pro-active effective self-management, incl. capacity to set priorities and pro-actively take responsibility • Good negotiation skills and ability to steer processes and discussion groups, ability to accept criticism and learn from it • Ability to represent the point of view of Switzerland / the Embassy and interact with a wide variety of interlocutors, including at high level • Flexibility and a sense for innovation. Language competencies: Fluent in English, Uzbek and Russian with good writing skills and capacity to interpret during meetings. Knowledge of a Swiss national language is an advantage. |
