Department Summary The Central Asia People & Culture Department supports workforce management and employee experience across the Central Asia Program . The department ensures compliance with organizational policies, labor regulations, and P&C (HR) best practices while providing effective people management services throughout the employee lifecycle. Position Summary The People & Culture and Administration Officer, provides day-to-day operational support for People & Culture and administrative functions, ensuring compliance with organizational policies, labor regulations, and best practices. The position supports employee lifecycle processes, maintains P&C (HR) data integrity, assists with compensation and benefits administration, coordinates recruitment activities, and supports employee relations and performance management processes. Key Responsibilities and Contributions P&C (HR) Coordinate the full recruitment cycle, including vacancy announcements, candidate screening, interviews, onboarding, and preparation of employment contracts and amendments. Maintain P&C (HR) records, personnel files, work record books, and P&C (HR) databases, ensuring compliance with organizational policies and legal requirements. Ensure data quality and integrity within the HRIS Maintain and update organizational charts, job descriptions, and position classifications. Serve as the P&C (HR) focal point for staff inquiries, leave management, insurance, visas, employment certificates, reference letters, and other P&C (HR) documentation. Ensure timely submission of timesheets and maintain employee information in internal P&C (HR) systems and government portals (mehnat.uz/salyk.kg and etc). Provide administrative and coordination support for performance management processes. Support employee engagement and relations initiatives aimed at strengthening team cohesion, organizational culture, and staff well-being, including coordinating activities such as Last Friday of the Month gatherings, off-site team days, annual staff retreats, capacity-building events, and other employee engagement initiatives. Contribute to development, lead implementation and reporting on Objective Key Results related to People&Culture Administration Manage office administration, including procurement of goods and services, office maintenance, lease agreements, insurance contracts, inventory, and vendor documentation. Lead procurement processes in the GPS system (for Administration) from initiation to completion, ensuring compliance with procurement policies and maintaining complete procurement records. Coordinate security administration, including staff security documentation, emergency contacts, visitor briefings, and compliance with organizational security procedures. Organize office logistics, staff events, retreats, and maintain administrative filing systems and documentation. Finance Support Prepare and provide payroll-related data to the Finance team, including timesheets, leave records, salary data, and supporting documentation. Support project start-up activities through preparation of support sheets, Budget vs. Actual (BVA) reports, and other administrative documentation related to the staffing; Ensure accurate filing, registration, scanning, and archiving of payroll, financial, procurement, and vendor documents in accordance with internal policies. |

| Professional requirements | Education and Experience Minimum Qualifications • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field. • Minimum of 5 years of professional experience in Human Resources, People & Culture, or a related field. Experience with an international NGO is highly desirable. • Experience using P&C (HR) information systems • Strong organizational, administrative, and interpersonal skills. • Professional working proficiency in English and Russian is required. Knowledge of Uzbek, Kyrgyz, or Tajik is considered an asset. •Candidates must be citizens of Uzbekistan or have valid work authorization and be legally eligible to work in the country. Type and Nature of Contacts Routinely coordinates with employees, managers, and P&C colleagues. Interacts with external service providers and recruitment platforms while maintaining confidentiality and professionalism. Working Conditions and Physical Requirements Usual office environment conditions; ability to travel if required. Supervisory and Budget Responsibility No direct supervisory responsibility. No budget management responsibility.
