| Duties | The Office Manager / Translator will perform administrative, translation, document management, coordination, and HR support functions, including the following: Administrative and Office Management Tasks • Manage incoming and outgoing correspondence, official letters, emails, faxes, and business communication; • Ensure proper registration, routing, filing, and archiving of project documents; • Prepare, register, and maintain meeting minutes, agendas, attendance sheets, and related supporting documents; • Schedule and organize meetings, workshops, missions, and other project events; • Maintain office records, registers, and administrative files in accordance with established procedures; • Monitor office supplies, stationery, consumables, and other administrative needs; • Support the proper functioning of office equipment, communication tools, and office infrastructure; • Maintain an organized physical and electronic archive of project documentation. Document Management and EDO System Support • Ensure proper handling of documents through the national electronic document management systems, including EDO / EDO-IJRO and other applicable official platforms; • Register incoming and outgoing documents in the electronic document management system; • Monitor the status of documents submitted through EDO and ensure timely follow-up on assigned tasks; • Track deadlines for execution of instructions, resolutions, official letters, and management assignments; • Maintain document control logs and ensure consistency between electronic and hard-copy records; • Support preparation, uploading, routing, and submission of official correspondence through electronic document management systems; • Ensure compliance with basic principles of official document flow, including registration, classification, circulation, approval, execution control, and archiving; • Assist project management in monitoring execution discipline and timely completion of assigned tasks in the document management system. Coordination Functions • Organize reception of visitors and support communication with government agencies, consultants, suppliers, contractors, and other stakeholders; • Support organization and registration of business trips, missions, and official visits; • Provide logistical support to international and national consultants, including travel arrangements, accommodation, visa support, registration, transportation, and meeting arrangements; • Coordinate internal communication among project team members; • Monitor execution of management instructions and provide reminders on pending administrative and operational tasks. Translation and Interpretation Functions • Translate official project documents, letters, reports, minutes, presentations, and other materials between Uzbek, Russian, and English; • Provide consecutive interpretation during meetings, missions, workshops, and project events; • Edit, proofread, and format translated documents to ensure accuracy, consistency, and professional presentation; • Maintain terminology consistency in project-related translations, including procurement, financial, technical, legal, and administrative terminology. HR and Personnel Administration Support • Maintain staff attendance records, including absences, sick leave, annual leave, business trips, and other attendance-related information; • Support preparation and maintenance of staff timesheets, attendance sheets, and leave records; • Assist in maintaining personal files of project staff, consultants, and other project personnel; • Support recruitment-related administrative processes, including collection of CVs, preparation of interview schedules, communication with candidates, and filing of recruitment documents; • Assist in preparation of documents related to recruitment, extension, transfer, termination, and resignation of project personnel, as required; • Maintain the project personnel database and ensure that staff records are complete and up to date; • Support onboarding and offboarding processes for project staff and consultants; • Assist in maintaining confidentiality of personnel files and HR-related information; • Provide administrative support in preparing employment-related and consultancy-related documentation, in coordination with the Project Manager and relevant specialists. Other Duties • Provide administrative support to the Head of the Project Management Group and other project team members; • Assist in preparation of reports, presentations, tables, and administrative summaries; • Support project missions, audits, reviews, and inspections by preparing and organizing required documentation; • Perform other administrative, translation, coordination, and document management tasks assigned by the Head of the Project Management Group. |

| Professional requirements | • Higher education, preferably in linguistics, management, international relations, public administration, office administration, human resources, or another relevant field; • Fluency in Uzbek, Russian, and English, both written and spoken; • At least 2 years of experience in a similar administrative, translation, office management, document control, or project support role, preferably in international or donor-funded projects; • Practical knowledge of electronic document management systems, including EDO / EDO-IJRO or similar official document circulation systems; • Good understanding of document flow principles, including registration, routing, execution control, filing, archiving, and official correspondence procedures; • Basic knowledge of HR administration, including attendance records, leave records, personnel files, recruitment support, onboarding, and offboarding procedures; • Strong skills in business correspondence, official communication, and interaction with government agencies and project stakeholders; • Proficiency in MS Office applications, including Word, Excel, PowerPoint, Outlook, Internet, and other office software; • Ability to work with confidential documents and personnel information; • High level of responsibility, attention to detail, discipline, organizational skills, and ability to work in a team; • Ability to work under pressure and meet deadlines. |
