| Duties | The Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH in Uzbekistan is looking for an Expert to support the "Andijon Skills Partnership" – Trainings and Competency Center. The "Andijon Skills Partnership" is part of a so called develoPPP measure. develoPPP is a funding program of the German Federal Ministry for Economic Cooperation and Development (BMZ). It is aimed at companies that want to invest sustainably in an emerging country and expand their local operations. The program provides technical and financial support for suitable projects, if the company contributes at least half of the costs. Prerequisites for funding are a long-term business interest in the country and a sustainable developmental benefit for the local people The develoPPP-measure "Andijon Skills Partnership", in turn, is part of the bilateral vocational training project TVET II whose main task is to support the reform and modernization process in the vocational education system of Uzbekistan. Tasks: • Co-Steering (in close cooperation with the line manager and the develoPPP-partner) of the establishment of a training and competence center and implementation of short-term training courses; • Establish close cooperation and coordination with the Ministry of Higher Education, Science and Innovation (MHESI) and organize regular coordination meetings; • Develop cooperation with various VET-institutions and secondary schools in Andijan; • Dissemination of knowledge and anchoring of learning experiences in the Uzbek vocational education and training system and partner network for the recruitment of skilled workers ; • Prepare, maintain and adapt the plan of operations; run regular progress and milestone re-views; • Accompany the implementation of a dual vocational program within pilot VET-institutions; • Organize and chair coordination meetings with both develoPPP-partners and stakeholders; • Arrange field visits by develoPPP representatives from GIZ Headquarters when required; • Identify needs for short-term assignments, plan and manage short-term experts/consultancies and supervise delivery and performance; • Prepare Terms of Reference for service and goods procurement in line with existing regulation; • Set up and maintain an M&E system (in close collaboration with the existing M&E system of the GIZ ; collect indicator data and prepare progress and final reports using develoPPP report forms ; • Ensure project documentation, knowledge capture and readiness for external evaluations and final reporting. |

| Professional requirements | • University degree level in relevant areas such as education science, pedagogy, business ad-ministration, or similar; • At least 5 years of professional working experience in international cooperation, of which at least 3 years in the educational sector; • Very good understanding of the educational and vocational educational system in Uzbekistan; • Good (working) knowledge of relevant stakeholders in the education sector in Uzbekistan; • Fluent in English, Russian and Uzbek languages; • Very good working knowledge of ITC technologies (related software and appliances) and computer applications (e.g. MS Office); • Ability to work in a team, organizational talent, strong managerial and organizational competence, intercultural competence and very good communication skills; |
