Duties PROJECT INFORMATION

The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Project aims to improve energy efficiency in public buildings and strengthen the regulatory framework for clean energy investments in the buildings sector.

The Project is implemented by the Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan.

The PIU invites qualified candidates to apply for the position of Mechanical / Electrical Supervision Engineer to support the monitoring, supervision, review, and technical oversight of mechanical and electrical systems under the Project. The Engineer will ensure that heating, ventilation, domestic hot water, electrical, lighting, automation, and related energy efficiency systems are installed and implemented in accordance with approved designs, technical specifications, national standards, applicable safety requirements, and World Bank requirements during project implementation.

Duties:

Verify that structural designs meet national building codes, seismic safety standards, and relevant international engineering norms.
•Review architectural layout proposals to ensure functional adequacy, regulatory compliance, and alignment with the Project's energy efficiency and comfort objectives.
•Review detailed technical designs, architectural and structural system details and specifications to ensure compliance with best practices on architectural aspects (e.g., insulation of envelope, thermal heat loss of buildings, passive systems, window optimization, etc.),
•Ensure compliance with local building codes, material standards and architectural norms in Uzbekistan throughout the design and construction of the renovation process,
•Ensure the compatibility of architectural and structural drawings and specifications with the mechanical and electrical designs,
•Review the technical assessment report for the buildings' seismic and structural soundness for undertaking the renovation works.
•Assess the compatibility of civil and architectural elements with planned mechanical and electrical installations, including renewable energy systems.
•Confirm that proposed construction materials and techniques support the Project's goals of energy efficiency, safety, and climate resilience.
•Ensure that design submissions adequately address universal accessibility, fire safety, ventilation, and building performance standards.
•Review submitted designs and provide technical comments, recommendations, or requests for revision in coordination with the PIU, without replacing the responsibility of the design consultants and relevant licensed specialists.
•Provide technical input to the preparation of bidding documents and ensure the civil/architectural sections are technically sound and clearly formulated.
•Conduct site visits as needed to confirm that construction works are progressing in accordance with approved designs and propose corrective actions in case of deviations.
•Participate in technical meetings and consultations with contractors, PIU members, beneficiary institutions, and other stakeholders to provide expert advice on design-related matters.
•Coordinate closely with other PIU experts including energy auditors, electrical engineers, and environmental and social specialists to ensure coherence of technical solutions.
•Monitor construction and installation activities related to mechanical and electrical systems to ensure they are implemented according to approved designs, technical specifications, and timelines.
•Supervise the installation of heating systems, ventilation units, pumps, domestic hot water systems, electrical panels, wiring, and lighting fixtures in public buildings.
•Verify the quality of equipment, materials, and workmanship used by contractors, ensuring compliance with the project's technical requirements and relevant standards.
•Coordinate on-site work sequencing between mechanical and electrical installations and civil works to avoid conflicts or delays.
•Review and verify that all Mechanical and Electrical equipment is installed in accordance with manufacturers' recommendations and system design layouts.
•Monitor safety conditions related to electrical and mechanical installations and ensure compliance with construction site health and safety regulations.
•Inspect insulation, pipework, electrical cable routing, ducting, grounding, and control panels to confirm adherence to design and quality requirements.
•Confirm proper integration of mechanical and electrical systems with building automation systems (BAS/BMS), including sensors, controllers, and communication protocols.
•Witness or support performance and pressure testing, pre-commissioning, and commissioning activities of mechanical and electrical systems.
•Participate in functional testing and inspection of lighting control, heating regulation, ventilation performance, and electrical protection systems.
•Identify any installation errors, non-compliance issues, or risks and promptly inform the PIU, proposing corrective actions where needed.
•Review and verify as-built documentation, test reports, and installation records submitted by contractors for completeness and accuracy.
•Support the PIU in verifying contractor invoices and payment claims based on physical progress and conformity with the approved scope.
•Participate in regular site meetings with contractors, engineers, and PIU representatives to assess progress, address technical issues, and monitor corrective actions.
•Prepare and submit supervision reports, site visit logs, technical observations, and non-compliance notices to the PIU.
•Review all aspects of pre-design surveys and permitting documents, design and estimate documentation and technical reports prepared by design consultants selected under the CQS procedure / Framework Agreement, for all Project buildings, with particular focus on mechanical, electrical systems, HVAC systems, heating, ventilation, hot water supply, lighting, power distribution, automation / BMS, as well as related energy efficiency systems.
•Review the results of the detailed energy audit, proposed measures to improve energy efficiency, technical solutions, drawings, specifications, bills of quantities and cost estimates.
•Verify that the proposed solutions are technically justified, energy efficient, practically feasible and comply with the Project objectives, approved terms of reference, national regulatory requirements, applicable standards and World Bank requirements.
•Check the compatibility and coordination of mechanical and electrical design solutions with architectural, civil construction, structural, fire safety, accessibility and environmental requirements.
•Review materials submitted by design consultants and provide written technical comments, recommendations and, if necessary, requests for revision.
•Provide support to the PIU in reviewing and approving mechanical and electrical sections of design documentation before the stage of procurement, tendering and implementation of construction works.
•Participate in technical meetings with the PIU, CQS / Framework Agreement design consultants, construction supervision consultants, contractors and other relevant stakeholders.
•Monitor the extent to which comments on design documentation issued by the PIU are duly taken into account by consultants in revised versions of the documentation.
•Provide support to the PIU in ensuring the completeness, coordination and suitability of final design packages for procurement and subsequent implementation of construction works.

The expert will report to the PIU Director and follow the Director's instructions.

Professional requirements Qualification Requirements
i.Bachelor's degree in Mechanical Engineering, Electrical Engineering, or a closely related discipline.
ii.Minimum of 5 years of professional experience in the installation, supervision, or inspection of mechanical and/or electrical systems in public or commercial buildings.
iii.Experience in reviewing mechanical and electrical design documentation, and checking its coordination with civil, architectural and structural design sections prepared by third-party contractors or consultants.
iv.Understanding of the interaction between civil/structural elements and mechanical/electrical installations (e.g., boilers, HVAC, solar PV).
v.Proven experience supervising construction contractors during the implementation of HVAC systems, heating systems, domestic hot water systems, lighting, power distribution, or automation components.
vi.Familiarity with energy efficiency-related installations, including high-efficiency boilers, heat pumps, ventilation systems, and LED lighting.
vii.Knowledge of national and international codes and standards related to mechanical and electrical design, installation, and safety.
viii.Understanding of commissioning procedures for building mechanical and electrical systems, including performance testing and verification.
ix.Experience in reviewing as-built documentation, equipment data sheets, and testing reports for mechanical and electrical systems.
x.Working knowledge of integration between mechanical/electrical systems and building automation systems (BAS/BMS), including sensors, controllers, and communication protocols.
xi.Awareness of occupational health and safety standards related to electrical and mechanical works on construction sites.
xii.Prior experience on donor-funded or IFI-financed projects (e.g., World Bank, ADB, EBRD) is an asset.
xiii.Strong communication, problem-solving, and reporting skills.
xiv.Fluency in English, Uzbek and Russian (both oral and verbal) is a requirement.
