| Duties | The Position: The Programme Analyst is located in UNFPA Uzbekistan Country Office and reports to the UNFPA Assistant Representative. The UNFPA Strategic Plan for 2026-2029 articulates the organization's response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies. In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards and who will defend them courageously and with full conviction. UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilisation in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results. Job Purpose: The Programme Analyst substantively contributes to the effective management of UNFPA activities in the areas of Population and Development. S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Analyst guides and facilitates the delivery of UNFPA's programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst supports programme staff to select and apply appropriate data collection methods, and interpret results to assess sector trends, and to formulate project interventions. You would be responsible for: ● In collaboration with Government counterparts, academia, NGOs and other partners, contributes substantively to the formulation and design of the country programme and its component projects in the areas of Population and Development in line with Government priorities and according to UNFPA programme policies and procedures. Ensures quality of programme / project design, incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems. ● Analyzes and interprets the political, social and economic environment relevant to Population and Development issues, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks. ● Expedites and coordinates programme implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of the programmei Coordinates the work from UNFPA side on supporting the government in the area of data, demographic resilience and forecasts within the framework of CPD 2026-2030. Lead and coordinate UN Data Group under guidance of the Assistant Representative and Resident Representative. . ● Lead on documenting knowledge and technical papers on current and emerging trends in the area of Population and Development issues, by analyzing the environment, knowing corporate programmes, exploring funding opportunities, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies. ● Assists advocacy and resource mobilization efforts of Country Office by preparing relevant documentation, i.e. funding proposals, project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events. ● Monitors project expenditures and disbursements to ensure delivery is in line with approved project budgets and to achieve targeted delivery levels. Work relations: The Programme Analyst leads the PD programme portfolio, facilitates the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA's mandate. The staff member is a substantive contributor to the programme team in the Country Office, and to relevant UN results and support Internal contacts include the Country Office team, network of Population and Development officers, advisors in the UNFPA Headquarters, Regional office for Eastern Europe and Central Asia. External contacts include other UN agencies in the country, and counterparts and partners in Country programme activities, including international NGOs, experts etc. |

| Professional requirements | Qualifications and Experience: Education: Advanced Degree in Population study, Demography, Statistics, Economics, Public Administration, International Development, or related field. Knowledge and Experience: 2 years of experience at the national or international level in designing, managing, implementing, monitoring and evaluating development programs and projects. Experience in the usage of computers and office software packages is required. Languages: Fluency in English, Uzbek and Russian is required.
