| Duties | BASIC FUNCTION OF POSITION: Acting as a voucher examiner in the FMC (Financial Management Center)section, prepares and/or examines all types of vouchers (including the most difficult and complex) for all government agencies represented at Post: Purchase Orders / Vouchers for the purchase of goods and services, by contracts or not, with complex conditions, method of payment, etc. that requires contact with the GSO (General Services Office) / procurement personnel to ascertain the specific nature of the transaction. Vouchers for property leases involving quarters for U.S. personnel or for other purposes (warehouse, office space, furniture rental, equipment and miscellaneous rental, e.g. car rental, etc.), hotel accommodations for personnel and so on, that may sometimes require to contacting the GSO, personnel, program officials and vendors to ascertain specific nature of transaction or determine amendments. Vouchers for construction projects, maintenance and rehabilitation of buildings and facilities, e.g. payments for utilities, sanitary and disinfection services, telecommunication service, long distance calls etc. All types of travel vouchers (including advances and claims) for international and in-country travel which require ascertaining whether travel was in accord with travel authorization, established per diem and advise traveler what is allowed, disallowed, etc., Provides assistance to Financial Specialist and Budget Analysts in some aspects of their duties, maintains the financial management data base, e.g. determines to which accounts are to be charged for which services, assigns accounting classifications, establishes and liquidates obligations, examines availability of funds within obligations, existence of authorizations, etc., keeps back-up obligations, documentation, maintains accounting records, funds control ledgers, etc. Initiates and/or maintains procedures, e.g., issue memoranda's and invoice/interim receipts, keeps records of collections made, for collections from personnel and/or agencies for use of official sources, e.g. official vehicles, fax and phones, travel advances refunds, etc., contacts to all agencies personnel. |

| Professional requirements | PRIOR WORK EXPERIENCE: Minimum of two (2) years of progressively responsible experience in accounting, book-keeping or voucher examining or related financial field is required. JOB KNOWLEDGE: Good working knowledge of local legislation related to payment/taxation procedures is required. LANGUAGE REQUIREMENTS: LEVEL III - English and Uzbek Level IV - Russian SKILLS AND ABILITIES: Skills to use standard PC software, adding machines, typing skills, considerable skills in articulating complex issue orally and in writing. Education Requirements: At least two years of full-time post-secondary study at college or university in accounting, finance, business management or related field is required. |
