Background: The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objective
The Team leader / Biodiversity Expert seated in the MoEEPCC will be responsible for coordination and implementation of project "Food System, Land Use and Restoration Impact Program in Uzbekistan" activities under Component 3, and will act as liaison or focal point between MoEEPCC and the FAO Rep. Office in Uzbekistan.
Preparing and submitting reports to Project National Coordinator and PSC according to agreed M&E plan in accordance with the prescribed forms and deadlines with the responsible employees of the Ministry in agreed format and calendar, and suggest the gaps and opportunities that would be most suitable for the interventions being designed for the project target regions Karakalpakstan, Khorezm and Qashqadaryo provinces.
In addition, organizing the implementation of the tasks defined in the Operational Partner Agreement (OPA) signed between the MoEEPCC and FAO, together with the officials of the Ministry.
The Team leader / Biodiversity Expert will be responsible for:
Scope of Work
- Assess and Present quarterly, six monthly and yearly financial reporting of the project activities under Component 3 as per the OPA on time;
- Support in formulation of OPA budget
- Support administrative reporting of the project activities per the OPA
- Act as a resource person in workshops and land planning events as per the OPA with FAO
- Preparation of Terms of Reference and Contracts required to implement AWP/B project activities as per the OPA with FAO;
- Coordinate implementation of project activities under Component 3;
- Organization of recruitment of international and local consultants based on OPA and analysis of their reports
- Review and analysis biodiversity status in Uzbekistan relevant to the current project
- Number of ha of land under effective management and land degradation avoided/ reduced/restored in habitats such as riparian zones for enhanced biodiversity conservation, ecosystem connectivity and species conservation
- Propose technical options to develop ILM, farm and value chain level interventions, including effective biodiversity and climate-smart options
- A number of mechanisms or models developed for sharing of benefits derived from increased coordination of land planning and use.
- Participation in field visits and workshops as required throughout the project implementation process, with support from FAO-UZ
- Formulation of a strategy for the sustainability and scaling out of project impacts under Component 3, to achieve the large-scale transformational impact required by the FOLUR Impact Program
- Carrying out any other activities relevant to this assignment

The Expert will focus to Outputs 1. / 2. / 3. / 4. and will collaborate with other Outputs within the Project:
Output 1.1.2: Inter-Ministerial Task Force chaired by the MoEEPCC established to oversee development and adoption/amendment of policies/regulations to enable implementation of ILM principles, including addressing perverse fiscal subsidies for wheat
1.1.2.1 MoEEPCC outlines ToR, organisational structure, operational activities, objectives, programme and potential members of IMTF
1.1.2.2 The MoEEPCC chairs the formative meeting of the IMTF, inducting its members and board and laying out modus operandi and targets for project midterm and closure in terms of policy reforms to increase ILM effectiveness and operationality
1.1.2.4 The IMTF is proactive on supporting the many other output products and recommendations throughout project implementation, in accordance with project GAP
1.1.2.5 The IMTF holds seesions with stakeholders and key informants about policy and other land tenure barriers to SLM and ILM development
1.1.2.6 The IMTF acts as the lead policy stakeholder and works to address the issues outlined in the assessment produced under Output 1.1.1 and policy papers produced under Output 1.1.4
Output 2.1.2: Diversification approaches to maintain diversity of production systems (diversification, crop rotation and inter-cropping, improved wheat germplasm) demonstrated
Activity 2.1.2.1 Based on the PPG report on Crop Diversification opportunities and stakeholder responses, outline and align potential demonstration site/ lead farmer activities to incentive and policy programmes and identify material gaps and needs for demonstrations on diversifying the crop space, with special attention to the civil Code Art. 457-460 which dictates specific land use requirements and obligations under land lease agreement.
Activity 2.1.2.2 Work closely with district administrators and participant organisations (Output 2.1.1) to identify areas for demonstrations on diversifying the cropping space.
Activity 2.1.2.3 Baseline soil and social parameters are established before demonstrations begin, through participatory measures as part of training curriculum of Output 2.1.1
Activity 2.1.2.4 Demonstrations (minimum 1 site per district) of temporal and spatial diversification of the cropping space are completed and economically quantified. Diversification should include alternative crops, as well as innovative or locally adapted (landrace) wheat and alfalfa varieties.
Activity 2.1.2.5 Participatory baseline indicators are examined regularly with training participants and land-owners. Documentation of results inform other project activities regarding crop diversification options and potential economic returns.
Activity 2.1.2.6 Participatory impact monitoring is conducted (50% women) and used to assess project impact and adoption among stakeholders.
Activity 2.1.2.7 Results are documented and shared with regional and global IP partners before project closure.
Output.3.1.1: Capacity building and resource mobilization carried out for implementation of ILM plans through local producers, government and other stakeholders – including the private sector for conservation of existing high biodiversity areas or restoration of degraded areas.
Activity 3.1.1.1 Through the participant organisations and initial training sessions completed in 2.1.1, select a group of 250 people (50% women) to be further trained and capacitated in ecosystem restoration techniques and processes (youth and women friendly), negotiating with them and their respective organisations to ensure sufficient compensation and incentives are provided for their time and effort. To this group, provide: ü Hands-on practical training on plant identification, seed collection/multiplication, water-harvesting and SLM /CSA
approaches ü Theoretical training on ILM and nature-based solutions ü Showcasing of business models based on restorative practices and sustainable use of resources

Activity 3.1.1.2 Work closely with district representatives to identify an area of land with access to water to act as a nursery for practical trainings and to provide materials for ILM plan activities.
Activity 3.1.1.3 Provide materials for nurseries that specialise in multiplication of native or naturalised plants.
Activity 3.1.1.4 Through PES options, have trained group of people realise ecosystem restoration activities as developed under the ILM plans in Output 1.3.2.
Activity 3.1.1.5 Through PES options, have trained group of 250 people realise maintenance work for restored areas.
Activity 3.1.1.6 Using lessons learnt through process, repeat training process for an additional 250 people (youth and women friendly), increasing area under restorative management.
Activity 3.1.1.7 Rely on human resource capacity developed under this output for other specific output needs.
Activity 3.1.1.8 Build and support native-species nurseries, providing technical support to have them financially independent by project closure.
Activity 3.1.1.9 Study options for PPPP or continued employment of trainees under GoU programmes or through other project initiatives.
Activity 3.1.1.10 Recognise those members who provided quality support and promotion of FOLUR principles through awards ceremony outlined in Output 3.1.3.
Output: 4.1.1: Standardized indicators introduced linking to the FOLUR IP (calculation, testing, integration SDG indicators, extrapolation from local to national scale)
Activity 4.1.1.1 Contact established with global FOLUR IP to gather information on standardised indicators and reporting structures.
Activity 4.1.1.2 Work through IMTF to adapt national indicator sets and data collection process to harmonised FOLUR IP indicators.
Activity 4.1.1.3 Realise data collection for project baselines.
Activity 4.1.1.4 Realise regular monitoring of standardised indicators according to FOLUR IP protocols.
Activity 4.1.1.5 Report results to FOLUR IP according to protocols on frequency and type of data reporting.
Activity 4.1.1.6 Support National stakeholders to incorporate FOLUR IP indicators and data collection system into SDG reporting structures.
Activity 4.1.3.1 Establish gender-responsive M&E framework based on logframe and GAP, bulding on farmer consultations.
Activity 4.1.3.2 Annual participatory Impact Monitoring conducted, 50% women informants/ FGDs including women heads of household.
Activity 4.1.3.3 Annual workplans/ GAP and project capacity development initiatives adjusted to the extent possible to reflect findings.
Activity 4.1.4.1 Communication demands and needs for each output is outlined in initial stages of project implementation and priorities are established. Activity
4.1.4.2 Draft project communication strategy is developed and shared with IMTF and other key national and sub-national stakeholders for validation
Activity 4.1.4.3 Data on communication and awareness raising activities collected and available for project M&E.
Activity 4.1.4.4 Gender aspects mainstreamed throughout, and one gender-specific KM product produced/ shared with FOLUR IP and national stakeholders.
Activity 4.1.5.2 Project final evaluation.
Activity 4.1.6.1 Establish contact point and responsibilities for communication and coordination.
Activity 4.1.6.2 Regular contact and provision of solicited data, documents, publications and reports to Global IP Platform.
Activity 4.1.6.3 Experience-sharing visit to FOLUR IP country to present the Uzbekistan experience to policymakers.
